Comment: Bids for this project were opened on Tuesday, June 26, 2018, and the following bids were received: Tri Con Works Houston, TX $ 492,419.20 Connolly Construction Peosta, IA $ 506,405.20 SCS Field Services Reston, VA $ 546,503.00 Engineer's Estimate $ 450,000.00 Public Works and Engineering recommend award of the contract to Tri Con Works of Houston, Texas. Item 2d(4) Iowa City Landfill and Recycling Center Consulting Services - Resolution approving, authorizing, and directing 18 - I g the Mayor to execute and the City Clerk to attest Amendment No. 4 to the November 12, 2013, Agreement by and between the City of Iowa City and Barker Lemar Engineering Consultants to provide consultant services for the proposed dual extraction system at the Iowa City Landfill and Recycling Center. Comment: This resolution authorizes Amendment No. 4 to the November 12, 2013, Agreement by and between the City of Iowa City and Barker Lemar Engineering Consultants to add construction phase services for the Landfill Dual Extraction System Project at the Iowa City Landfill and Recycling Center. Item 2d(6) Mormon Trek Boulevard Four Lane to Three Lane Conversion and Lighting Improvements - Resolution I - I ct CD awarding contract and authorizing the Mayor to sign and the City Clerk to attest a contract for construction of the Mormon Trek Boulevard Four Lane to Three Lane Conversion and Lighting Improvements Project. July 3, 2018 City of Iowa City Page 6 Item 2d(7) Oakcrest Street Sidewalk Infill - Resolution accepting the 1 - )6-1 ( work for the 2017 Oakcrest Street Sidewalk Infill Project. Comment: The project has been completed by SulzCo, LLC of Muscatine, Iowa, in substantial accordance with the plans and specifications. The Engineer's Report and Performance and Payment bonds are on file with the City Engineer. • Project Estimated Cost: $ 31,000.00 Project Bid Received: $ 33,611.00 • Project Actual Cost: $ 36,915.20 Item 2d(8) Pavement Repair - Resolution approving a contract for the - Z- annual Pavement Repair Project. Comment: Each year the Public Works Department bids a project to remove and replace street and sidewalk pavement as necessary to repair water main breaks. This year, the location, number and severity of the water main breaks has increased the amount of pavement repairs when compared to previous years. Currently, the contract amount is approaching $150,000. This resolution, as required by the current purchasing policy, requests council authorization to exceed the $150,000 contract value. Item 2d(9) Collector Well Improvement Study - Resolution approving, authorizing and directing the Mayor to execute and the City ce — 101 J Clerk to attest an Agreement by and between the City of Iowa City and HR Green, Inc. of Cedar Rapids, IA to provide engineering consultant services for the Collector Well Capacity Improvement Study. Comment: This agreement authorizes HR Green, Inc. to provide consultant services including data collection, testing, inspection, and technical reports for the Collector Well Capacity Improvement Study to inform future Collector Well Capacity Improvement projects. The study generally includes a review of the existing records and data, pump testing and hydrogeological analysis, physical inspection of the wells, and a final report that summarizes the findings and recommends capital improvement projects with associated estimated costs for increasing or maintaining well capacity. The total cost of the services is $95,360.00 and will be funded with Water revenues. July 3,2018 City of Iowa City Page 7 Item 2d(10)Legal Services Contract - Resolution authorizing the award of a contract to provide Legal Services for the City of Iowa T- - - -- City. Comment: The City issued a request for proposal to provide Legal Services in the areas of employment and labor law. Of the two proposals received, evaluated, and scored, the proposal submitted by Ahlers & Cooney P.C., Des Moines, Iowa, best met the needs of the City. Over the course of the contract, July 2018 through June 2023, the City will spend at least $30,000 with the potential to spend in excess of $60,000. The contact has an option to renew the contract for two (2) additional three (3) year periods. This resolution authorizes the award of the contract and authorizes the City Manager to effectuate future contract renewals. Item 2d(11 )BOA Bylaws - Resolution adopting the procedural rules of - I i 1, the Board of Adjustment and rescinding Resolution No. 17- 95. Comment: In Ordinance No. 18-4749 (codified at Section 14-7A-2E), City Council amended a Board of Adjustment code provision to provide for an alternate member should a member recuse him/herself for a conflict of interest in an appeal from an administrative decision. The procedural rules for the Board of Adjustment (aka, the bylaws) attached to the resolution are amended by adding the exact language of Ordinance No. 18-4749. Item 2d(12)Amending positions in the Iowa City Public Library Resolution amending the budgeted positions in the Iowa s }c1 City Public Library by deleting one .75 FTE Library Clerk position, adding one .5 FTE Library Assistant II position, and increasing one Maintenance Worker I position from .5 FTE to .63 FTE. Comment: Due to a retirement the Library requests that positions be changed to reflect current needs. This resolution replaces a three-quarter- time Library Clerk position with a new half-time Library Assistant II position that will provide support for digital collection initiatives and work on a public service desk. Additionally, cleaning and maintenance is an ongoing challenge and this resolution increases maintenance staff by five hours a week. The proposed changes reflect an overall decrease in permanent library staff of five hours per week and an estimated budgetary net increase of $6,524. July 3, 2018 City of Iowa City Page 8 Item 2d(13)Amending positions in the Animal Services Division - Resolution amending the budgeted positions in the Animal I Services Division of the Police Department and the Administrative pay plan by deleting one full-time Animal Services Supervisor position and adding one full-time Animal Services Coordinator position. Comment: A review of the duties and responsibilities involved in overseeing Animal Services operations has prompted reclassification and retitling of this position. The replacement of the Animal Services Supervisor with an Animal Services Coordinator better reflects the depth and scope of that position. Staff recommends the reclassification, retitling and subsequent increase in pay grade. Item 2d(14)Amending positions in the Neighborhood Services Division S - I Resolution amending the budgeted positions in the Neighborhood Services Division of the Neighborhood and Development Services Department by deleting one full- time Building Inspector position and adding one full-time Housing Inspector Assistant position. Comment: In response to the State changing how cities can regulate occupancy, Iowa City is adding staff to conduct additional inspections. Two new building inspector positions where approved in the FY19 budget. The responsibilities of one of those new positions will more closely resemble that of a Housing Inspector Assistant. Item 2d(15) Lindemann Subdivision — Part Eight — Resolution approving final plat of Lindemann Subdivision — Part Eight, l c1 Iowa City, Iowa. Comment: A preliminary plat of Lindemann Subdivision — Part Eight was approved on April 2nd, 2018. Staff recommends approval of the final plat subject to approval of legal papers and construction drawings by the City Attorney and City Engineer. It is anticipated that legal papers and construction drawings will be approved prior to the July 3 City Council meeting. Approval will allow the development of Lindemann Subdivision — Part Eight, a 39-lot, 20.25-acre residential subdivision located on Lower West Branch Road. July 3,2018 City of Iowa City Page 9 Item 2d(16) Paratransit Service Contract - Resolution authorizing the Mayor to sign and the City Clerk to attest the 28E - 2 agreement between the City of Iowa City and Johnson County for the contracting of paratransit service within the corporate limits of Iowa City. Comment: This resolution approves the 28E agreement for Iowa City Transit to contract with Johnson County for paratransit services within the corporate limits of Iowa City. Item 2e. Setting Public Hearings: Item 2e(1 ) Rezoning Lower West Branch Road and Taft Avenue Motion setting a public hearing for July 17 on an ordinance conditionally rezoning approximately 8.02 acres from Interim Development Single Family Residential (ID-RS) zone to Low Density Multi-Family Residential (RM-12) zone for approximately 3.19 acres and Medium Density Single- Family Residential (RS-8) zone for approximately 4.83 acres, located at the southwest corner of Lower West Branch Road and Taft Avenue. (REZ18-00015). Comment: At its June 7 meeting by a vote of 6-0 (Signs abstained) the Planning and Zoning Commission recommended approval of this rezoning subject to a conditional zoning agreement addressing the need for general compliance with the concept plan, detailed landscaping plan, dedication of public right-of-way along Taft Avenue, creation of an outlot for a trail extension, and provision of roadway access to the single-family property to the south. Approval will allow the development of 11 single-family and 21 multi-family dwellings. July 3,2018 City of Iowa City Page 10 Item 2e(2) Wastewater Treatment Facility Influent Channel Modifications - Resolution setting a public hearing on July c 17, 2018 on plans, specifications, form of contract, and estimate of cost for the construction of the Wastewater Treatment Facility Influent Channel Modifications Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said plans on file for public inspection. Comment: This project will install fillets and weirs to help reduce maintenance and repairs associated with the sediment accumulation. It will also prevent sediment from accumulating and interfering with operations and flow metering. The estimated construction cost is $158,000 and will be funded with Wastewater revenue funds. Item 2e(3) McCollister Boulevard — Gilbert Street to Sycamore Street Improvement - Resolution authorizing mailing and I ' publication of notice of intent to commence a public improvement project to construct the McCollister Boulevard — Gilbert Street to Sycamore Street Improvement Project and to acquire property for the project; and setting date of public hearing on August 7, 2018. Comment: The City of Iowa City must acquire right-of-way, fee title, permanent easements and/or temporary construction easement to construct the McCollister Boulevard – Gilbert Street to Sycamore Street Improvement Project. This project will extend McCollister Boulevard from its current terminus to Sycamore Street. Item 2f. These two provisions should also have been added to Section 19, the list of responsibilities of owners relating to the maintenance and occupancy of permits.
