Discuss SUDAS standards for road design
City Engineer Havel presented an overview and power point comparing the four main design manuals:
• American Association of State Highway and Transportation Official (AASHTO)
• Institute of Transportation Engineers (ITE)
• National Association of City Transportation Officials (NACTO)
• Statewide Urban Design and Specifications (SUDAS)
Discussion of various designs and speed limits on city streets followed. Individual Council members
expressed their views.
Action: Engineering will revise the "design speed" to reflect NACTO standards for design speed,
changing the maximum speed on collectors to 30 mph and local streets to 25mph.
Clarification of Agenda Items
• Agenda Item 3f(1)...Correspondence...Harry Olmstead, Housing and Community Development
Commission, John County SEATS and Iowa City Transit Contracts...Also item 3f(2) Rafael
Morataya: Local transportation services; Item 3f(3) Leah Zaph Donald: transportation needs in
Johnson County. *Mayor Pro tem Taylor had questions concerning the timeline for study and if it
would include SEATS transportation system. Council members expressed their views.
Action: Discussion of support for interim transportation enhancements will be included in the
planned transit study RFQ work session.

thanked staff for information in the racial and socio-economic review toolkit. Council member
Mims and Council Member Botchway echoed her sentiments.

1. IP16, (Email from DOT: 1-80 Planning Study July 24)... Mayor Pro tem Taylor asked if
anyone was attending. (No one said they would be attending.)
2. IP7, (Copy of article from City Manager: Cities need to stop selling out to big tec companies
— There's a better way)...Council member Mims commented on tax benefits for companies
and cities realizing a benefit from it.
3. 1P6, (Pending Work Session Topics)...Council member Thomas mentioned the possibility of
University of Iowa Professor Jodie Plumed coming to speak at a future work session
regarding traffic safety.
Action: University of Iowa Professor Jodie Plumed and her study on interactions between
children and traffic will be added to an upcoming Work Session that will review the staffs
preliminary traffic accident analysis and corresponding recommendations for action.
