Ziegenhorn Construction, Inc. Muscatine, IA $ 189,000.00
Engineer's Estimate $ 158,000.00
Public Works and Engineering recommend award of the contract to Tricon
General Construction, Inc. of Cedar Rapids, IA. The project will be funded
with Wastewater revenue funds.
Item 2d(4) City Park Pool ADA Renovations - Resolution accepting the
work for the City Park Pool ADA Renovations Project.
Comment: The project has been completed by Condor, Inc. of El Monte,
California, in substantial accordance with the plans and specifications. The

Item 2d(6) Procurement of Medium Voltage Medal Clad Switchgear -
Resolution authorizing the procurement of Medium-Voltage
Metal-Clad Switchgear for the Wastewater Treatment
Facility Backup Generation and Electrical Distribution
Upgrade Project and rescinding Resolution No. 18-163.
Comment: This agenda item will approve the advance procurement of
medium-voltage metal-clad switchgear, circuit breakers, protection relays
and overall enclosure to be incorporated in the Wastewater Treatment
Facility Backup Generation and Electrical Distribution Upgrade Project. The
project will upgrade the existing electrical distribution system and backup
generation equipment necessary to meet current and future demands. This
resolution will also rescind Resolution No. 18-163, which previously
awarded the contract to another contractor that was unable to comply with
the contract terms. The not-to-exceed amount is $426,968.00 funded
through the Generator Relocation & Emissions Upgrade fund account
#V3143.
Item 2d(7) Resource Enhancement and Protection (REAP) grant
application - Resolution authorizing the City Manager to
',' submit a Resource Enhancement and Protection (REAP)
grant application for Hickory Hill Park and to sign a grant
agreement if awarded.
Comment: Application to the Iowa Department of Natural Resource's
Resource Enhancement and Protection (REAP) Grant program for City
Parks and Open Spaces in the amount of $200,000 for Ecological Habitat,
Forrest and Stream Bank Restoration for Hickory Hill Park. Work plan
based upon recent Natural Areas Inventory and Hickory Hill Park Master
Plan. No City match is required.
Item 2d(8) Amending the Administrative pay plan - Resolution
amending the Administrative pay plan by deleting the
`� �' position Recreation Superintendent from grade 31 and
adding it to grade 30.
Comment: Resolution amending the Administrative pay plan following
review of the duties and responsibilities of the Recreation Superintendent in
preparation for recruitment of a new Recreation Superintendent. The
primary change is that this position no longer supervises custodial and
maintenance staff. This change in classification will provide an $8,745
annual savings.

contracting with an archaeologist prior to additional grading. Approval will allow

Item 6. Camp Cardinal Boulevard sp ed limit ordinance amendment -
Ordinance amending Title 9, Entitled "Motor Vehicles and
Traffic," Chapter 3, Entitled "Rules of the Road," Section 6,
Entitled "Speed Restrictions," to establish a 35-mph speed limit
on Camp Cardinal Boulevard from Melrose Avenue north to a
point 550 feet south of the city limits and to establish a 25-mph
speed limit on Camp Cardinal Boulevard from the city limits to a

Comment: Iowa City Code does not currently define the maximum speed limit on
Camp Cardinal Boulevard as 35-mph. This action will set the maximum allowable
speed at 35-mph which is consistent with Coralville's portion of Camp Cardinal
Boulevard. This action will also allow for the implementation of a 25-mph speed
limit, in conjunction with the City of Coralville, north and south of Kennedy Parkway

Item 7. Agreement with Del Ray Ridge, LP - Resolution authorizing the
7 Mayor to execute an Agreement with Del Ray Ridge, L.P. for
receipt of City funds for a 2018 Low Income Housing Tax Credit
project.
Comment: A resolution was passed in October 2017 committing $330,000 in City
funds to the Del Ray Ridge, L.P. application for 2018 Low Income Housing Tax
Credit (LIHTC) funds. The project was awarded LIHTC funding in March 2018 by
the Iowa Finance Authority and will be the first LIHTC project supported with the
City's Affordable Housing Fund. This resolution will authorize the Mayor to sign an
Agreement with Del Ray Ridge, L.P. outlining terms for receipt of City funds. The
project, located at 628 South Dubuque Street, will provide twenty-nine affordable

Regulations," Chapter 3, entitled "General Animal Regulations,"
and Chapter 4, entitled "Animal Control" to provide for animal

Item 9. Massage Business Requirements — Ordinance amending Title 5,
entitled "Business and License Regulations," to add a new
Chapter 3, entitled "Massage Business Information
Requirement." (First Consideration)
Comment: This ordinance requires massage businesses to provide basic
information to City staff upon request including the name of the local manager and
the name of the commercial tenant. The purpose of the ordinance is to give staff
another tool to disrupt and close illicit massage businesses. The purpose is not to
discourage legitimate massage businesses from providing their health and well-

Item 10. Assessment Schedule — Resolution adopting an assessment
schedule of unpaid mowing, clean-up of property, snow removal,
0 - -•"DA sidewalk repair, and stop box repair charges and directing the
Clerk to certify the same to the Johnson County Treasurer for
collection in the same manner as property taxes.
Comment: The City has the authority under Iowa Code §364.13B to assess the
nuisance abatement costs in the same manner as a property tax. This resolution
allows the City Clerk to certify to the Johnson County Treasurer the abatement
cost to be assessed against the property. This assessment is being pursued only
after the City took many steps to resolve the matter. The City notified the
homeowners to abate the nuisance (for example, to remove snow from the
sidewalk) and after the homeowner did not take action to abate the nuisance, the
City abated the nuisance and billed the owner. After being billed at least twice,
these owners still have not paid the abatement costs. The City has sent a letter to
the homeowner giving them notice that this resolution would be on the agenda, a
copy of which is attached to the resolution. No interest will be charged if the owner
pays within 30 days of the first required publication. Attached as an exhibit to the
resolution is a list of the properties that will be assessed and the amount that will
