July 2018 Disbursements Consider a motion to approve disbursements in the amount of $25,665,245.89 for the period of July 1 through July 31 , 2018, as recommended by the Finance Director subject to audit. Disbursements are published and permanently retained in the City Clerk's office in accordance with State Code. Elevator Maintenance Services Resolution authorizing the procurement of Elevator / - 2- O Maintenance Services. Comment: This Resolution will approve the procurement of Elevator Maintenance Services from Schumacher Elevator Company. The contract will be for three years, with an option to renew for an additional three years. Three proposals were received using the formal request for proposal process. During the initial 3-year contract period this purchase will exceed the $150,000 spending authority of the City Manager, thereby requiring Council approval. Over the course of this 3-year contract, the City expects to expend approximately $180,000 - $200,000, on preventative maintenance and service calls. 6.c. Laserfiche Document Management I Resolution authorizing the Mayor to sign and the City Clerk to attest to the renewal of a contract for the Laserfiche software for document management. Comment: The R&D Computer Systems, LLC contract for document management is estimated to cost $44,000 each contract period. Staff believes R&D Computer Systems, LLC fee request is reasonable and recommend that the City Council approve the renewal of the contract for these services. The contract allows for annual renewals, which staff intend to exercise. Because expenditures greater than $150,000 for commodities and operational service contracts require approval by the City Council, staff is seeking Council approval. 6.d. Normandy Drive and Stevens Drive Storm Water Pump Station ` Resolution approving, authorizing, and directing the Mayor to execute and the City Clerk to attest Amendment No. 1 to the December 2, 2016 Agreement by and between the City of Iowa City and Bolton & Menk, Inc. to provide consultant services for the Normandy Drive and Stevens Drive Storm Water Pump Station Projects. Comment: This agenda item will amend the consultant agreement with Bolton & Menk Inc. to include design alternatives due to site constraints that were discovered at the Normandy Drive site during the preliminary design phase. The amendment will increase the fee by $95,472. Funds are available in Account #M3629 Normandy Dr Storm Sewer Replacement and Account #M3630 Stevens Drive Storm Sewer Improvements. Gilbert Street Intersection Improvements Project _ _ A Resolution authorizing the acquisition of property interests necessary for construction of the Gilbert Street Intersection Improvements Project. Comment: The City of Iowa City must acquire right-of-way, fee title, permanent easements and/or temporary construction easements to construct the Gilbert Street Intersection Improvements Project. The project generally includes traffic signal and pedestrian curb ramp replacement at the College and Washington Street Intersections, roadway and pedestrian level lighting improvements and Gilbert Street water main replacement between College Street and Washington Street. 6.f. The Rise at Riverfront Crossing Development - � �� Resolution accepting the work for the storm sewer, sanitary sewer, and water main, public improvements for The Rise at Riverfront Crossing development located on Lots 1 , 2, 3 and 4, Block 1 , County Seat Addition, and declaring public improvements open for public access and use. Comment: This item will accept the public improvements for The Rise at Riverfront Crossings generally located at the southwest corner of E. Court Street and S. Linn Street. 6.g. Willow Creek Park Improvements 8- Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest an Agreement by and between the City of Iowa City and Snyder and Associates to provide engineering consultant services for the Willow Creek Park Improvements Project. Comment: The project will replace the existing shelter, restroom, and playground. Additional improvements will be made to utility services, path/trail system to amenities, and site accessory amenities (i.e. landscaping, drinking fountain, bike repair stations, dog litter station, litter and recycling receptacles, donor recognition and benches). Public Works and Engineering recommend approving the contract with Snyder & Associates in the amount of$73,500. The project will be funded with by account #R4322. Lower City Park Adventure Play Project " x;34" Resolution approving, authorizing and directing the Mayor to execute and the City Clerk to attest an Agreement by and between the City of Iowa City and Hitchcock Design Group to provide engineering consultant services for the Lower City Park Adventure Play Project. Comment: The project will construct an adventure play area in Lower City Park. Improvements will include the following: play environment (equipment, features, surfacing), ancillary gathering spaces and signature features, pedestrian circulation, minor lighting, site furnishings, grading and landscape improvements, and other park improvements identified during process. Public Works and Engineering recommend approving the contract with Hitchcock Design Group in the amount of $85,700. The project will be funded with by account #R4356. 6.i. Street Name Change - Tumbleweed Terrace to Luke Drive / g - 37 Resolution changing the name of Tumbleweed Terrace located in Country Club Estates, Third Addition, and in West Side Estates, Phase One, to Luke Drive. Comment: The developer has requested to change the name of Tumbleweed Terrace located in Country Club Estates, Third Addition, and in West Side Estates, Phase One, to Luke Drive and staff has no objections to this request. 6.j. Fire Dept. storage space lease with Apex Resolution approving Lease Agreement between the City and Apex Development Group, L.L.C. for storage space. Comment: The City is in continuing need for space to store fire department and police department equipment, supplies, training props and vehicles. The property, commercial warehouse space, provides a climate controlled and secure storage facility for both departments. This lease renewal will be for 2 years with a City option for a 3'd year. Deli Mart #3 Tobacco Penalty " -��1�j Resolution accepting use of Section 453A.22(3) affirmative defense to tobacco civil penalty by Deli Mart #3. Comment: This Resolution accepts the use of an affirmative defense to a tobacco civil penalty, described in Iowa Code section 453A.22(3) by Deli Mart #3, 2410 Mormon Trek Blvd., Iowa City. Without the affirmative defense, Section 453A.22(2) would provide that, after a hearing, a civil penalty be assessed because an employee of Deli Mart #3 violated Section 453A.2(1) by selling or providing tobacco to a minor. 7. Setting Public Hearings 7.a. Hickory Hill Park Improvements Resolution setting a public hearing on September 4, 2018 3- , on plans, specifications, form of contract, and estimate of cost for the construction of the Hickory Hill Park Improvements Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said plans on file for public inspection. Comment: The Hickory Hill Park Improvements Project includes trail, bridge, and drainage improvements in Hickory Hill Park as detailed in the Hickory Hill Park Master Plan. This project also includes new signage and wayfinding throughout the park. The estimated cost of construction is $405,000.00 and will be funded with Parks Annual Improvements/Maintenance funds. 7.b. Amending the FY2019 Operating Budget J _ s1-1(r. Resolution setting public hearing on amending the FY2019 Operating Budget. Comment: This resolution sets a public hearing for September 4, 2018 to amend the FY2019 operating budget. Information will be available to the public on Friday August 24, 2018. UniverCity - 109 N Dodge Resolution setting public hearing for September 4, 2018, on `f S - a proposal to convey a single-family home located at 109 North Dodge Street. Comment: In the UniverCity Neighborhood Partnership Program, the City purchases rental units located in designated neighborhoods surrounding the University, rehabilitates them, and then sells them to income-eligible buyers. Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 109 North Dodge Street. The amount of the sale will be $175,000. 7.d. (Addition) Zoning code amendment related to required retail storefronts in the Riverfront Crossings District - Motion setting a public hearing for September 4 on an ordinance to amend Title 14, Zoning of the Iowa City Municipal Code related to required retail storefronts in the Riverfront Crossings Central Crossings subdistrict (ZCA18-00001 ). Comment: At its August 16 meeting by a vote of 6-0 (Dyer absent) the Planning and Zoning Commission recommended approval of this amendment which would allow ground floor residential uses within required retail storefront areas if located within the Central Crossings subdistrict and at least 60 percent of the units are rent and income restricted. 8. Camp Cardinal Boulevard speed limit ordinance amendment Ordinance amending Title 9, Entitled "Motor Vehicles and i c -171 Traffic," Chapter 3, Entitled "Rules of the Road," Section 6, Entitled "Speed Restrictions," to establish a 35-mph speed limit on Camp Cardinal Boulevard from Melrose Avenue north to a point 550 feet south of the city limits and to establish a 25-mph speed limit on Camp Cardinal Boulevard from the city limits to a point 550 feet south. (Second Consideration) Comment: Iowa City Code does not currently define the maximum speed limit on Camp Cardinal Boulevard as 35-mph. This action will set the maximum allowable speed at 35-mph which is consistent with Coralville's portion of Camp Cardinal Boulevard. This action will also allow for the implementation of a 25- mph speed limit, in conjunction with the City of Coralville, north and south of Kennedy Kennedy Parkway allowing for a safer pedestrian crossing. Animal Services Ordinance r 71100'42S) 5ecx-- or e -� Ordinance amending Title 8, entitled "Police Regulations," Chapter 3, entitled "General Animal Regulations," and Chapter 4, entitled "Animal Control" to provide for animal services. (Second Consideration) Comment: Sections 8-3 and 8-4 of the City Code govern the provision of animal services including licensing, permitting, and neglect.
