Review 2016 and 2017 Police Department traffic stop data with Dr. Chris Barnum of St. Ambrose University Captain Kelsay of the Iowa City Police Department gave a brief introduction for Dr Barnum and read a statement from Police Chief Matherly. Dr. Chris Barnum gave a power point presentation on the 2016 and 2017 Police Department traffic stop data. Individual Council members expressed their views. Action: Chief Matherly will prepare a memo on the overall number and geographic distribution of traffic stops noted in Dr. Barnum's study and explain officer patrol assignments as they pertain to geographic location, call frequency and other factors. The presentation given by Dr. Barnum will be included in the next Information Packet. Pre-budget kick-off discussion Assistant City Manager Monroe summarized the results of the Chip In event and identified the top 3 strategic plan goals chosen by the event participants. Monroe also listed the top 10 areas of focus from the general feedback received by residents that attended the event and participated in the online survey. Individual Council members expressed their views. City Manager Fruin stated if Council members have specific suggestions for initiatives to consider for the FY20 budget, please submit them to the City Manager. Action: City Manager's office has noted Council comments on the pilot budget engagement efforts and will incorporate feedback into future outreach. (IP5, Memorandum from Assistant Transportation Planner: Establishing a Quiet Zone on the Iowa Interstate Railroad through Iowa City) Mayor Throgmorton encouraged staff to look into establishing a Quiet Zone in Iowa City. > August 16 1. (IP5, Pending Work Session Topics) Mayor Throgmorton mentioned a special work session for height bonuses and suggested a new work session topic, "review downtown historic property inventory" to be added to the pending list. Council member Thomas asked if a review of narrow streets could be added to an existing pending work session item. Action: A new work session topic, "review downtown historic property inventory", will be added to the Pending Work Session list; A review of narrow streets and parking regulations will be added to the work session item covering the traffic crash analysis from staff and commentary from Dr. Jodie Plumert; The City Clerk's Office will check availability of Council members for a special work session in September focusing on the Riverfront Crossings form-based code, including the height allowances and bonus provisions.
