CALL TO ORDER; RECOGNIZE ALTERNATES; CONSIDER APPROVAL OF MEETING MINUTES Neumann called the meeting to order at 10:32 AM. Motion to approve the October 16th minutes was made by Wheatley and seconded by Fosse. The motion carried unanimously. 2. PUBLIC DISCUSSION OF ANY ITEM NOT ON THE AGENDA There was no public discussion of any item not on the agenda. 3. UPDATE ON THE FY10 JCCOG PASSENGER TRANSPORTATION DEVELOPMENT PLAN (PTDP) Neumann updated the committee on the PTDP by explaining its history, the process used to acquire data, and referring to the FY09-12 goals and objectives. Neumann stated the PTDP committee will meet Thursday January 22nd to discuss the draft plan before it is submitted to the Iowa DOT on February 1 st. Neumann also mentioned that the draft plan will be submitted to the JCCOG Transportation Technical Advisory Committee and the JCCOG Urbanized Area Policy Board in March for approval. McClatchey noted that participation among local agencies in this program has grown dramatically in the past year. a. PUBLIC DISCUSSION There was no public discussion. 4. CONSIDER A RECOMMENDATION ON AN AMENDMENT TO THE FY09 JCCOG TRANSPORTATION IMPROVEMENT PROGRAM TO ADD CAMBUS BUSES, FOR WHICH A FEDERAL GRANT HAS BEEN AWARDED Neumann stated the University of Iowa has received $1 million in Congressionally designated funds for the sole purpose of bus replacement, and as such an amendment to the FY09 TIP is necessary to include this project. Wheatley moved to approve the amendment to the FY09-12 JCCOG Transportation Improvement Program and was seconded by Fosse. The motion carried unanimously. 5. DISCUSSION AND CONSIDERATION OF A RECOMMENDATION ON THE SCORING CRITERIA FOR JCCOG-ALLOCATED SURFACE TRANSPORTATION PROGRAM AND TRANSPORTATION ENHANCEMENT FUNDS Yapp summarized changes to the scoring criteria as they relate to a proposed sliding scale that will award more points to a project based on the percentage of local funding, and criteria for level-of-service and emissions reductions to more effectively target projects demonstrating improvements in these areas. The committee discussed clarifying the difference between a pledge and a local match for the scoring criteria, and it was decided to reword the descriptions to address the confusion. Yapp explained proposed changes to question #6 of the STP criteria, relating to level-of-service, which would incorporate a sliding scale point system based on JCCOG traffic modeling software. Yapp stated that this is one method to be used for the scoring criteria, and other methods will still be utilized that are better indicators of other types of traffic systems, such as intersections. The committee discussed potential projects that could be weighted differently based on their being a capacity improvement or intersection improvement project. After some discussion it was decided to allow projects pertaining to capacity improvements and intersection improvements to combine scoring criteria for a maximum of five points. Parker moved to recommend the revised scoring criteria be passed along to the JCCOG Urbanized Area Policy Board and was seconded by Holderness. The motion carried unanimously. 6. DISCUSSION OF THE LEGAL STATUS OF AUTOMATED TRAFFIC ENFORCEMENT Yapp stated that he has received inquires regarding the potential use of automated traffic enforcement in the urbanized area as well as being asked if any communities planned to use them, to which Yapp replied he did not believe so. Yapp went on to explain the history of such systems in Iowa, noting a recent Iowa Supreme Court case that upheld the validity of their use and statistics supporting their effectiveness. The committee discussed several questions about the specifics of the systems, such as the triggering mechanisms, the methods of enforcement, and indirect benefits of such systems, such as fewer ambulance and emergency vehicle trips to intersection accidents. 7. UPDATE ON NORTH LIBERTY'S ROADWAY SAFETY AUDIT Yapp explained what a roadway safety audit is, who it usually involves, and what areas of roadways are typically evaluated. Yapp noted that one of the primary benefits of a roadway safety audit is a comprehensive review of a roadway from multiple backgrounds. Yapp stated that JCCOG will serve to help coordinate meetings and provide transportation planning expertise for the audit. 8. UPDATE AND SUMMARY OF THE YIELD TO PEDESTRIANS SIGN STUDY Ackerson gave an update of the recent sign study, noting the four locations throughout the urbanized area where signs were tested, and explained the different types of signs used. Ackerson then summarized the findings and recommendations of the study, noting results from each location. Ackerson also referenced an evaluation sheet that can be used by a community when they choose to consider the placement of a Yield to Pedestrian signs. Yapp summarized the study recommendations by stating that the best locations for such signs are areas with heavy pedestrian traffic and periods of heavy vehicle traffic such as school crossings. Wilson asked about seasonal placement of in-street signs, especially how snowplows will navigate around signs. The committee discussed the importance of removing the signs before snowplows operate. 9. DISCUSSION OF THE BICYCLE COMMUTER TAX CREDIT ACT Ackerson explained the recent passing of the bicycle commuter tax credit by stating that employers are anticipated to provide a pre-tax allowance of up to $20 per month for bicycle commuting expenses. Ackerson then explained that the IRS is in the process of reviewing the legislation in order to offer guidance for employers that choose to offer the incentive. 10. DISCUSSION OF ON-STREET ACCOMODATIONS FOR BICYCLISTS Ackerson summarized some results obtained from the bike master plan public workshops pertaining to on-street bike accommodations. Ackerson explained that workshop participants expressed interest in marked on-street facilities, and because of the ongoing debate regarding designated bike-lanes for the urbanized area, reference documents from other areas were provided to serve as objective resources for questions and comments; the documents were a Comparative Analysis of Bike Lanes Versus Wide Curb Lanes by the Federal Highway Administration, and a report on Shared Lane Pavement Markings to Improve Bicycle Safety from San Francisco. 11. UPDATE ON THE AMERICAN RECOVERY AND REINVESTMENT PLAN Yapp explained the recent federal stimulus infrastructure legislation and stated that JCCOG is tentatively scheduled to receive $3.6 million to allocate for projects. Yapp emphasized that this money is tentative because the legislation is not finalized. Yapp stated several criteria that will be used to select projects for consideration, including being on a Federal Aid Route, no land acquisition, little to no environmental review, and the project not being in the JCCOG Long Range Multi-Modal Transportation Plan. Cutler stated that only transportation projects qualify for this funding - buildings are a separate subject. Yapp stated that a list of projects needed to be submitted to the Iowa DOT by the end of the week and must include a project description, scope, cost, and letting date. The committee collectively assembled a list of projects that was displayed on an overhead spreadsheet visible to the entire committee. Yapp explained the upcoming process as it has been explained by the Iowa DOT, noting that the DOT will review the project selections to determine which projects are eligible, and then a thirty-day public comment period will be held before the final list of projects is determined. Yapp suggested holding another TTAC meeting when a list of projects is further assembled, suggesting Thursday February 19th at 10:30 AM. Upon the list being finalized at the current meeting, Yapp asked if the committee was comfortable with additional projects being added in the next day. The committee had no problems with this recommendation. Yapp stated that JCCOG staff would provide additional information relating to potential projects. 12. UPDATE ON RECENT ACTIVITIES Yapp suggested that instead updates from each entity, only updates of much significance should be mentioned. McClatchey noted CAMBUS routes are being rerouted to accommodate temporary buildings being used to house performing arts departments. 13. OTHER BUSINESS There was no other business at this time. 14. The meeting adjourned at 11 :44 AM. wJCCOG r......... m e m 0 Date: February 12, 2009 To: JCCOG Urbanized Area Policy Board From: John Yapp, Executive Director 7 7' vry;-- Re: Agenda Item #3: Consider a recommendation to the JCCOG Urbanized Area Policy Board on an amendment to the FY09-12 JCCOG Transportation Improvement Program to add projects to be funded with American Recovery and Reinvestment Act ("stimulus") federal funds As of this writing, the funding target for transportation infrastructure funds allocated to JCCOG for apportionment is $3,606,819. The full list of projects initially submitted to JCCOG as potential projects for stimulus funds is attached. To be eligible for stimulus funds, projects must: 1. Be able to be implemented (contract letting) within the required timeframe As of this writing, our understanding is the required timeframe is for the contract letting to occur within 90 to 120 days; we will have more information at our February 19 meeting. 2. Must be part of the federal-aid street network 3. Must be consistent with the JCCOG Long Range Transportation Plan 4. Must not already be funded in Federal Fiscal Year 09 with federal funds We have split the projects into three categories. The GREEN sheet includes projects which appear to meet all three criteria, and are eligible for federal stimulus funds. The YELLOW sheet includes projects which meet most, but not all of the criteria and mayor may not be eligible. For projects which require property acquisition for example, it is questionable if they can be implemented within the required timeframes. The projects listed on the RED sheet do not appear to qualify, either because they are not on the federal-aid network, or are not identified in the JCCOG Long Range Transportation Plan. Additional information During JCCOG Board discussion, the Board requested additional information on the projects, including whether or not the project is in a Tax Increment Financing District, whether the entity is prepared to contribute local funds to the project and whether or not the project is currently in a Capital Improvement Program. We have provided this additional information in the attached materials to the best of our knowledge (we are still waiting for some information from a few communities). Please note this 'additional information' was requested by the Board, and mayor may not factor into your decision-making. The project must be able to be implemented within the required timeframe - if it is not, we run the risk of losing the stimulus funds for the JCCOG Urbanized Area. 2. If property acquisition is required, or additional funding is required to implement the project, you must be confident the project can be implemented within the required timeframe. Construct new transit facility - includes administration, storage, and maintenance, replaces flooded facility (Phase II) - $2,000,000 total - $2,000,000 federal The Phase II funds will be used to construct additional storage space in the new transit facility. This facility will replace the flood damaged Coralville Transit Facility located at 314 3rd Avenue. The City of Coralville, FEMA, and the FTA have determined that the flood damaged facility will not be repaired. Coralville Transit also received $703,403 in Infrastructure Funding through the Iowa DOT for Phase I of the project. Add to TIP: .:. Iowa's portion of the economic recovery (stimulus) funding will be $39.4 million for transit capital, including rolling stock. The anticipated apportionment of the funding includes $24.9 million for the small urbanized transit systems. Of this, $12.4 million goes to areas over 200,000 in population, leaving $12.5 million to be programmed for the smaller urbanized areas which includes Coralville Transit, Iowa City Transit, and Cambus. Iowa DOT will use the current bus replacement list (PTMS) for rolling stock, with some additional stimulus items, to determine how the funds will be used. In reviewing the Iowa DOT recommendations for stimulus funding, Coralville Transit, Iowa City Transit, and Cambus can expect the following to be funded at 100% federal funds (subject to change): Iowa City Transit: 5* 40' heavy-duty buses $1 ,416,000 $75,000 $1,770,000 $708,000 Coralville Transit: 4 40' heavy-duty buses 1 light-duty expansion bus Cambus: 2 40' heavy-duty buses *If Des Moines and Quad Cities receive direct federal funding. If not, Iowa City will receive two buses. State Infrastructure Program Funding (State) The Iowa Transportation Commission has recently approved $2.8 million for infrastructure projects around the State. Coralville Transit has received $703,403 (could go as high as $880,000) of the $2.8 million for a project supporting construction of a new transit facility. Date: February 12, 2009 To: JCCOG Transportation Technical Advisory Committee From: Kristopher Ackerson, Assistant Transportation Planner~ Re: Agenda Item #6: Consider a recommendation on an amendment to the FY09-12 JCCOG Transportation Improvement Program to add the Coralville Clear Creek Trail Phase 5, Part 2 On February 10th, 2009, the Iowa Transportation Commission approved Federal Recreational Trail funds for the City of Coralville's Clear Creek Trail Phase V, Part 2 project. The proposed trail will begin where the Clear Creek Trail passes under the future extension of Coral Ridge Avenue extension and will end near the Deer Creek Road bridge in Coralville (see sketch plan). The approved funding is $226,526. Although the funding is approved for Federal fiscal year 2010, the Iowa DOT is accepting requests to utilize the funding sooner. The proposed trail project will be programmed for Federal FY2009, pending environmental review. To program the funds for FY09, the JCCOG TIP must be amended to include the proposed project (see attached). If the JCCOG Board does not approve this action, the funds for the project would not be available until October 2009.
