August 2018 Disbursements Consider a motion to approve disbursements in the amount of $18,799,397.62 for the period of August 1 through August 31 , 2018, as recommended by the Finance Director subject to audit. City Street Financial report g" o7 Resolution approving the City Street Financial Report for the fiscal year ending June 30, 2018. Comment: Iowa Code section 312.14 requires all cities to submit the Street Financial Report (SFR) to the Iowa Department of Transportation by September 30 of each year. Copy of item included in council packet. 7.c. Towncrest Part 1 I - LO Resolution approving final plat of Towncrest Subdivision - Part One, Iowa City, Iowa. (SUB18-00011 ) Comment: Staff recommends approval of the final plat subject to approval of legal papers by the City Attorney. It is anticipated that legal papers and construction drawings will be approved prior to the September 18 City Council meeting. Approval will allow the development of a Kum & Go. 7.d. Stevens Drive Stormwater Pump Station I Resolution authorizing the acquisition of property interests necessary for construction of the Stevens Drive Stormwater Pump Station Project. Comment: The City of Iowa City must acquire right-of-way, fee title, permanent easements and/or temporary construction easements to construct the Stevens Drive Stormwater Pump Station Project. The project includes a new pump station, earthen berm and wet well grading, new storm sewer pipe and structures, and modifications to existing storm sewer pipe and structures. g - 7.e. Second Avenue Bridge over Ralston Creek South Branch Resolution approving, authorizing and directing the Mayor to sign and the City Clerk to attest the Iowa Department of Transportation funding agreement for the replacement of the Second Avenue Bridge over Ralston Creek. Comment: The Iowa Department of Transportation recently awarded the City funds for the replacement of the Second Avenue Bridge over Ralston Creek through the Highway Bridge Program. Federally funded projects can receive reimbursement of 80% of eligible project costs, up to a limit of $1 ,000,000. Procurement of Street Sweeper - I Resolution authorizing the procurement of one (1 ) street sweeper for Streets operations. Comment: This resolution will approve the procurement of one (1) new Elgin Pelican NP Street Sweeper to be used by the Streets Division. Sourcewell cooperative contract #122017-FSC will be utilized for this procurement. The total purchase with setup, delivery and training is $210,039.15, which exceeds the $150,000.00 spending authority of the City Manager, and so requires Council approval. 8. Setting Public Hearings 8.a. UniverCity - 727 N Lucas — Resolution setting a public hearing for October 2, 2018, on a proposal to convey a single-family home located at 727 North Lucas Street. Comment: In the UniverCity Neighborhood Partnership Program, the City purchases rental units located in designated neighborhoods surrounding the University, rehabilitates them, and then sells them to income-eligible buyers. Under the UniverCity Neighborhood Partnership Program, the City proposes to sell 727 North Lucas Street. The amount of the sale will be approximately $207,000. 9. Correspondence 9.a. (ZCA18-00001 ) (Second Consideration) Comment: At its August 16 meeting by a vote of 6-0 (Dyer absent) the �J Planning and Zoning Commission recommended approval of this _e1/4(- amendment which would allow ground floor residential uses within required retail storefront areas if located within the Central Crossings subdistrict and at least 60 percent of the units are rent and income restricted. Public Works Facility Phase " 3 Resolution approving plans, specifications, form of agreement, and estimate of cost for the construction of the Public Works Facility Phase I Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for receipt of bids. Comment: This project will construct the Public Works Facility which will include approximately 49,813 square feet of heated vehicle storage (60,623 square feet with the alternate), 9,292 square feet of first floor shop space, 6,734 square feet �-- of heated mezzanine storage / shop area and 4,158 square feet of wash bay area. The site will include site security and a fire training area. Site grading, paving and utilities are included to provide additional outdoor laydown and storage areas with drive aisles to accommodate future phases. Rental Permit Cap Amendment 8 - 476,9 Ordinance amending Title 17, entitled "Building and Housing," Section 5, entitled "Housing Code," to require properties with new rental permits to be leased promptly. (Pass and Adopt) Comment: City Council established a rental permit cap and strengthened the minimum requirements for rental housing in December 2017. Staff is aware of homeowners within these areas obtaining rental permits as a speculative measure. Resolution Adopting the Iowa City Climate Action and Adaptation Plan. Comment: Council requested the development of a plan to meet greenhouse gas reduction targets for 2025 and 2050. A steering committee of Council-appointed community members worked with staff and a hired consultant to complete the 6 plan, which includes 35 actions to meet the reduction target goals.
