Housing Choice Voucher Program (HCVP) Administrative Plan 8 - D-7 Resolution adopting the Iowa City Housing Authority Housing Choice Voucher Program (HCVP) Administrative Plan. Comment: The HCVP Administrative Plan establishes policies for issues not covered under federal regulations for the HCVP voucher and Family Self- Sufficiency programs administered by the ICHA. Modifying targeted preferences and creating a project-based voucher (PBV) program, constitutes significant amendments to the HCVP Administrative Plan; and, requires the approval of City Council. CSO-Support Services Assistant Position Resolution amending the budgeted positions in the Support Services and Field Operations Division of the Police Department and the AFSCME pay plan by deleting one Community Service Officer position from Field Operations and adding one full-time CSO — Support Services Assistant position to the Support Services Division. Comment: As a result of a vacancy, there has been an evaluation of Departmental needs. Operational efficiency will be best served by eliminating one full-time Community Service Officer position from the Field Operations Division and replacing it with one full-time CSO Support Services Assistant position in the Support Services Division. The new position will assist with the evidence workload and with the stationmaster duties as needed. The old and new positions have identical pay and benefits. 6.c. Glenwood Springs Part 2 Resolution approving extraterritorial final plat of Glenwood 13 - Springs - Part Two, Johnson County, Iowa. (SUB18- 00010) Comment: A preliminary plat of Glenwood Springs was approved in July 2016. Staff recommends approval of the final plat subject to approval of legal papers and construction drawings by the City Attorney and City Engineer. It is anticipated that legal papers and construction drawings will be approved prior to the October 2 City Council meeting. Approval will allow the development of Glenwood Springs — Part Two, a 7-lot, 8.51-acre residential subdivision located on Dane Road in Fringe Area C of the Iowa City/Johnson County Fringe Area Agreement. 6.d. West Side Estates Phase One Resolution accepting the work for the sanitary sewer, i g ^ � 9 _ water main, storm sewer, subdrains, sidewalk, and paving public improvements for West Side Estates Phase One, and declaring public improvements open for public access and use. Comment: This item will accept the public improvements for West Side Estates Phase One generally located north of Rohret Road and east of city corporate limits. Setting Public Hearings 7.a. Behavioral Health Urgent Care Center Rezoning Motion setting a public hearing for October 16th on an ordinance conditionally rezoning approximately 5.82 acres from Intensive Commercial (C-1 ) to Neighborhood Public (P-1 ) located at 1914 S Gilbert Street, 1805 Waterfront Drive, 260, 306, & 346 Southgate Avenue (REZ18-00018). Comment: At its September 20 meeting, by a vote of 5-0 (Dyer absent, Hensch recused) the Planning and Zoning Commission recommended approval of this rezoning subject to a conditional zoning agreement addressing development of a Class 1 Critical Facility within the floodplain and potential archeological resources. Approval will allow the development of the proposed Behavioral Health Urgent Care Center. 7.b. Zoning code amendment related to public art fees Motion setting a public hearing for October 16th on an ordinance to amend Title 14 of the Iowa City Code related to public art fees in Riverfront Crossings (ZCA19-00002) Comment: At its September 6 meeting, by a vote of 4-1 (Dyer and Parsons absent, Baker dissenting), the Planning and Zoning Commission recommended approval of this amendment, which would allow public art funds received for height bonuses to be spent anywhere in the Riverfront Crossings District, including the park, as opposed to only within the same subdistrict as the project that requests the bonus. UniverCity Sale - 516 Fairchild Street Resolution setting a public hearing for October 16, 2018, I g - s1 on a proposal to convey a single-family home located at 516 Fairchild Street. Comment: In the UniverCity Neighborhood Partnership Program, the City purchases rental units located in designated neighborhoods surrounding the University, rehabilitates them, and then sells them to income-eligible buyers. Highland Avenue Traffic Calming Cabe l g D-23 Resolution authorizing the installation of speed humps on Highland Avenue, between Boyrum Street and Keokuk Street. Comment: The residents of Highland Avenue, between Boyrum Street and Keokuk Street, have completed the City of Iowa City's Traffic Calming Program. A survey of neighbors yielded an 55% response rate. Twenty households were e:(_-)619-' surveyed; eleven households responded. Of those households that responded, 81% indicated their approval of the proposal to install speed humps. Funding for the project is available in the annual traffic calming budget [CIP #S3816].
