Call to order Iowa City Mayor Jim Throgmorton called the joint meeting to order at 5:00 P.M. Elected officials present: City of Iowa City—Mayor Jim Throgmorton, Mayor Pro tem Pauline Taylor, Rockne Cole, Susan Mims, Mazahir Salih,John Thomas, Johnson County—Chair Mike Carberry,Vice Chair Lisa Green-Douglas, Kurt Friese, Janelle Rettig, Rod Sullivan Others present: City of Iowa City—Geoff Fruin,Ashley Monroe, Simon Andrew, Kellie Fruehling, Jason Havel, Darian Nagle-Gamm, Kent Ralston, Jody Matherly, Denise Brotherton, Colin Fowler Iowa City Climate Action Plan -Iowa City Iowa City Mayor Throgmorton noted that the proposed adoption of the Climate Action adaptation plan for Iowa City was going to be on the formal agenda for consideration and gave some brief information. Individual County Board members expressed their views. Sustainability Services Coordinator Nations provided additional information. Johnson County Board of Supervisors member Carberry thanked the City for collaborating with the County on the solar project. Construction Update-Iowa City City Engineer Havel gave a construction update of various projects in Iowa City. Individual Council members and County Board members expressed their views. Update on the Behavioral Health Urgent Care Center by Matt Miller,Project Manager-Iowa City/Johnson County Project Manager Matt Miller gave an update breaking the project into the following 5 categories: building, governance structure, funding, community outreach, and operations. Discuss current and future transportation and transit projects and issues in Iowa City and Johnson County, including CRANDIC, SEATS, bus rider survey, 1-380, and trails-Johnson County Johnson County Board of Supervisors member Carberry,Transportation Planner Ralston, Transportation Services Director Nagle-Gamm, and Mayor Throgmorton gave updates on the express bus, various trails, CRANDIC study, I-380 widening, and the transit study. Individual Council members and County Board members expressed their views. Joint Meeting minutes September 18, 2018 Page 2 Update on the Johnson County Historic Poor Farm -Johnson County Johnson County Board of Supervisors member Friese gave an update on events at the Poor Farm, new signage, reconstruction of structures, and tour contact information. Discuss Iowa City's plans for electric car charRinR stations-Johnson County Transportation Services Director Nagle-Gamm gave an update on the charging stations currently in use, plans for expansion, and the monitoring system used. Johnson County Board of Supervisors member Friese asked City staff to reach out to the County regarding charging stations at the County Administration building. Action: Transportation Services will reach out to Becky Soglin with the County and coordinate on possible electric vehicle charging station locations near their facilities. Other Updates Board of Supervisors Chair Rettig offered clarification to Johnson County's minimum wage plan since the Iowa City Council would be discussion later in the evening.
