Street Name Change - Barber's Place to Barber Place Resolution changing the name of Barber's Place, located in The Peninsula Neighborhood Phase 2A, to Barber Place. Comment: Residents have requested to change the name of Barber's Place, located in The Peninsula Neighborhood Phase 2A, to Barber Place, and staff has no objections to this request. 7.b. Cardinal Pointe West - Part Two Resolution accepting the work for the storm sewer, sanitary sewer, water main, street paving, and certain sidewalk public improvements for Cardinal Pointe West - Part Two, and declaring public improvements open for public access and use. Comment: This item will accept the public improvements for Cardinal Pointe West — Part Two generally located west of Camp Cardinal Boulevard. 7.c. Highway 1 Trail Project - Sunset Street to Mormon Trek Boulevard - � 7 Resolution authorizing the acquisition of property interests necessary for construction of the Highway 1 Trail Project - Sunset Street to Mormon Trek Boulevard. Comment: The City of Iowa City must acquire right-of-way, fee title, permanent easements and/or temporary construction easement to construct the Highway 1 Trail Project — Sunset Street to Mormon Trek Boulevard. The project will construct a new trail connection from Sunset Street to Mormon Trek Boulevard and is an extension to the recently completed Highway 1 Trail that is located from Orchard Street to Sunset Street. 8. Planning and Zoning Matters If a majority of the Council is inclined not to concur with the Planning and Zoning Commission recommendation a consult with the Planning and Zoning Commission should be offered before the vote on items 11 a and 11b. 11 .a.Zoning code amendment related to public art fees Ordinance amending Title 14, Zoning Code of the Iowa City Code related to Public Art Fees in Riverfront Crossings (ZCA19-00002) Comment: At its September 6 meeting, by a vote of 4-1 (Dyer and Parsons absent, Baker dissenting), the Planning and Zoning Commission recommended approval of this amendment, which would allow public art funds received for height bonuses to be spent anywhere in the Riverfront Crossings District, including the park, as opposed to only within the same subdistrict as the project that requests the bonus. 1. Gilbert Street, 1805 Waterfront Drive, 260, 306, & 346 Southgate Avenue, from Intensive Commercial (CI-1 ) to Neighborhood Public (P-1 ). (REZ18-00018) Comment: At its September 20 meeting, by a vote of 5-0 (Dyer absent, Hensch recused) the Planning and Zoning Commission recommended approval of this rezoning subject to a conditional zoning agreement addressing development of a Class 1 Critical Facility within the floodplain and potential archeological resources. Approval will allow the development of the proposed Behavioral Health Urgent Care Center. Staff recommends continuing the public hearing and deferring first consideration to allow the applicant more time to obtain signatures for the conditional zoning agreement. 1. Comment: In the UniverCity Neighborhood Partnership Program, the City purchases rental units located in designated neighborhoods surrounding the University, rehabilitates them, and then sells them to income-eligible buyers. Commitment of City funds for Low Income Housing Tax Credit proposal 8 Resolution committing $200,000 in FY2019 General Funds to the IC Housing Group, LLC Low Income Housing Tax Credit project. Comment: A resolution committing $200,000 in City funds to the IC Housing ' ,4 Group, LLC Low Income Housing Tax Credit (LIHTC) project. The proposed e project is located on Herbert Hoover Highway east of Eastbury Drive and will provide 32 affordable rental units and four market rate units. Adopting City Flower " 90 Resolution adopting the black-eyed Susan as the City flower. Comment: Project GREEN has requested that the City Council adopt the black- eyed Susan as the official City flower. Iowa City Assessor Evaluation Committee Iowa City Assessor Evaluation Committee (1 ) ��- 2018-19 appointee — Botchway Comment: This committee meets annually to discuss the job performance and goals of the Iowa City Assessor, as well as make recommendations for any merit increase. The committee will meet prior to the first Iowa City Conference Board meeting which is held in either January or February. The Iowa City Council, Board of Supervisors, and the Iowa City Community School Board each appoint one member to serve on this committee. Time and location to be determined by committee. JC Criminal Justice Coordinating Committee JC Criminal Justice Coordinating Committee (1 ) 2018-19 appointee — Botchway Comment: The Committee (CJCC) serves as a Countywide vehicle for communication and collaboration among governmental entities and citizens; it provides a forum to review policy and practice within the criminal justice system; and to generate comprehensive planning regarding the space and services in the County Jail. The CJCC has three subcommittees: Alternatives & Treatments, Facilities, and Adult Disproportionate Minority Contact. Committee meets the first Wednesday of the month as needed at 4:30 in the Johnson County Health and Human Services Building. Action: f i vZ f Br(Ace 15.c.
