rezoning subject to a cDnditional zoning agreement addressing development of a
Class 1 Critical Facility within the floodplain and potential archaeological resources.
Approval will allow the development of the proposed Behavioral Health Urgent Care

Comment At its October 181h meeting, by a vote of 42 (Baker absent, Dyer and
p (� Martin dissenting), the Planning and Zoning Commission recommended approval of
this rezoning subject to a conditional zoning agreement requiring a naU1/south public
street to be built to City standards and dedicated to the City as a public improvement,
a City Forester approved landscaping plan along Herbert Hoover Highway, and
replatting of the site to ensure consistency with the proposed zone district
boundaries. Approval will allow the development an affordable, multifamily housing
community. Applicant has reauested expedited action.

Ordinance Amending Title 1 "Administration", Chapter 5 "City

-'J -7 Council", Section 3 "Compensation" of the City Code to increase the
salary and health insurance benefit of the Mayor and Members of the
City Council effective January 1, 2020. (Pass and Adopt)
�J Comment: At Council's direction this ordinance will increase the annual salary of council
members and the Mayor to $11,960 and $14,950, respectively, and make health
insurance benefits available to council members at the rate offered to half-time city
employees. In accordance with Iowa law, the changes will be effective January 1, 2020.
