Individual Council members expressed their views. Action: Item 8j will be pulled and deferred indefinitely. Council member Cole noted that he has seen numerous deer in several locations that he has not seen in the past. Mayor Throgmorton inquired on the timeline with the DNR. Mayor Throgmorton and Civil Engineer Reichart provided information. Information Packet Discussion (November 8, November 151 ➢ November 8 1. (IP3, Copy of article from City Manager: Why Are Developers Only Building Luxury Housing? — Strong Towns) Council member Mims thanked the City Manager for including the article and encouraged all to read it. Individual Council members expressed their views. 2. (IP4, Copy of article from Assistant City Manager: With 2020 Census Looming, Governments Face Many Unknowns) Council member Mims inquired what the City's role is to promote opportunities available. Assistant City Manager Monroe provided additional information on current and future efforts. 3. (1 P5, Memorandum from City Clerk: Proposed Council Meeting Schedule, January — December 2019) Council member Mims asked for confirmation regarding the March meeting schedule. Council agreed to the proposed schedule with only one meeting in March of 2019 which will be on March 12tH 4. (1 P7, Bar Check Report —October, 2018) Mayor Throgmorton asked if staff could develop graphs showing trends of the prior 12 months. Individual Council members expressed their views. City Manager Fruin and City Attorney Dilkes provided information on revocations. Assistant to the City Manager Andrew provided additional information regarding discussions with the Alcoholic Beverages Division on proposed legislation. Action: Staff will work with the Partnership for Alcohol Safety and the Police Department to determine ways to visually enhance and show trends in our Monthly Bar report. Staff's focus will be to key in on what data is most meaningful and how that data can best be displayed for the Council, PAS stakeholders and the general public. 5. (IP14, Telecommunications Commission: October 22) Mayor Throgmorton noted the discussion by the Commission appeared to be very similar to the discussion Council had previously regarding Commission duties. ➢ November 15 1. (1 P4, Memo from Mayor: 12 Court Street Height bonuses) Council member Salih asked Mayor Throgmorton to summarize his memo. Individual Council members expressed their views. 2. (1 P3, Pending Work Session Topics) City Manager Fruin discussed the information that will be presented for 12 E Court and when to schedule the discussion. Fruin suggested December 4th starting at 4:00 p.m. 3. (1 P5, Letter to Mayor from President & CEO, U.S. Green Building Council: LEED City) Council member Mims commented on the achievement of the City for receiving a LEED City designation. Mayor Throgmorton asked if staff could issue a press release regarding the designation. Action: Communications will issue a press release on our recent designation as a LEED city. (1 P6, Memorandum from Neighborhood and Development Services Director: Affordable Housing Action Plan Update) City Manager Fruin mentioned the update and noted that many items have been completed and the few remaining items should be completed sometime in early 2019. 5. (IP7, Letter from State Historian, State Historical Society of Iowa to Historic Preservation Planner: First Unitarian Church) Mayor Throgmorton noted the placement of the First Unitarian Church being approved to be listed on the National Register of Historic places.
