The Engineer's Report and Performance and Payment bonds are on file with the City Clerk. • Project Estimated Cost: $ 1,015,000.00 • Project Bid Received: $ 943,064.02 • Project Actual Cost: $ 919,194.45 Background /Analysis: This project included reconstruction of Hebl Avenue from I WV Road to the Landfill and Recycling Center entrance. The reconstruction of Hebl Avenue improved the roadway to full -depth Portland Cement Concrete (PCC) with rock base and paved shoulder to improve the drainage system. A new roadway culvert was also installed at the existing creek crossing. This project was bid as a unit price contract and the final contract price is $919,194.45. There were a total of five (5) change or extra work orders for the project: Change Order #1 —Temporary Fencing $2,171.25 Change Order #2 — Additional Fencing $6,426.00 Change Order #3 — Creek Crossing $1,169.80 Change Order #4 — Signage $1,485.00 Change Order #5 — Ditch Stabilization $8,951.26 I recommend that the above -referenced improvements be accepted by the City of Iowa City. The Engineers Report and Performance and Payment bonds are on file with the City Engineer. • Project Estimated Cost: $ 62,500.00 • Project Bid Received: $ 59,383.60 • Project Final Cost: $ 57,148.80 Background /Analysis: The Dover Street Drainage Channel, generally located south of Dover Street and adjacent to Mercer Park and the Iowa Interstate Railroad, functions as a storm sewer outlet for runoff from the neighborhoods surrounding Mercer Park. Prior to the project, the channel would frequently overtop its banks due to overgrown vegetation and limited storage capacity. This project removed the vegetation, debris, and silt and over excavated the channel for increased capacity. The project utilized Neighborhood Open Space Funds and Climate Initiative Funds for tree planting for the purpose of carbon emission reduction in the community. The preliminary plat was approved on August 15th, 2017 along with a conditional rezoning of 1.59 acres of the subject area from Medium Density Single Family Residential (RS -8) to Low Density Multi -Family Residential (RM -12). The conditions associated with this rezoning include: 1) Granting of the necessary temporary construction easements for the future improvement of Taft Avenue to City standards. 2) Prior to the issuance of a building permit, the developer shall contribute to the City 12.5% of the cost of upgrading the portions of Taft Avenue that are adjacent to the property 3) Lots adjacent to Taft Avenue be a minimum of 140 feet in depth 4) A minimum of 50% of the landscaping along Taft Avenue be comprised of evergreen plantings, while all other aspects of the landscaping substantially comply with the submitted landscaping plan. ANALYSIS: The lot size, lot boundaries, and total acreage of the final plat of Stone Bridge Estates Part Ten are in general compliance with the approved preliminary plat and subdivision regulations. Legal papers and construction drawings are currently being reviewed by staff. It is anticipated that these documents will be approved prior to the December 4' Council Meeting. PCD\Staff Reports\staff report-final.docx 3 Per the Conditional Zoning Agreement attached to this development during the initial rezoning in August 2017, the developer has agreed to grant the city the necessary temporary construction easements for future improvements to Taft Avenue. The agreement also specified that the developer will contribute 12.5% of the cost of the Taft Avenue upgrades with the cost estimate being provided by the City Engineer. Due to Taft Avenue's status as a future arterial road, lots adjacent to Taft Avenue must be a minimum of 140 feet deep. Finally, the Conditional Zoning Agreement requires that a minimum of 50% of the landscaping along Taft Avenue shall be comprised of evergreens to reduce noise and act as a buffer. The final plat identifies the 20 foot construction easement along Taft Avenue and shows the lots along Taft Avenue as at least 140 feet deep. The condition related to landscaping will be addressed at the site plan review stage. Neighborhood parkland or fees in lieu of: The City's Parks Master Plan identifies the proposed subdivision as part of the NE3 Neighborhood Open Space District. Based on The City's Neighborhood Open Space Ordinance, the 1.59 acres of RM -12 zoning and 6.31 acres of RS -8 zoning requires the developer to dedicate 0.58 acres of land. Fees in lieu of dedication would be appropriate given the lack of suitable open space on this property. This requirement will be addressed in the legal papers. Infrastructure Fees: At the time of final plat approval the applicant will be required to pay $435 per acre for water main extension fees. Payment of these fees should be addressed in the legal papers. As noted above, fees will also be collected for the improvement of Taft Avenue. STAFF RECOMMENDATION: Staff recommends approval of SUB18-00014, the final plat of Stone Bridge Estates, Part 10, a 26 -lot, 7.90 acre residential subdivision located east of Taft Avenue and south of Lower West Branch Road SE subject to approval of construction drawings and legal papers by the City Engineer and City Attorney. Please let me know if you have any questions or suggested edits to that document. I'm also attaching a revised Subdivider's Agreement. The redline version shows edits made from the initial draft based on your comments and my review with John Moreland. A couple of things to note: 1. The trail on Outlot "F" is located in Stone Bridge Estates -Part 7 and is unrelated to this subdivision. We typically wouldn't agree to construct improvements in a neighboring subdivision as a part of public improvements in a later subdivision, but in this instance it is acceptable. There was an escrow fee of $4,700 previously paid to the City for this work in connection with SBE 7 that the Subdivider will want released once the work is completed. 2. Please confirm the effective date of when the water main extension fee increased from $435 per acre to $456.75 per acre. 3. The value that has historically been used in connection with the fee in lieu for neighborhood open space is $15,000 per acre. This is based on an appraisal previously done by Casey Cook. To use the value Rollins Pass paid for its land along LWB is not an appropriate measure of valuation because it is development land and vertical construction is permitted. The value of .58 acres of unimproved and unusable (except for open space) land is much different. For what it's worth, Arlington paid Lindemann's $15,000 per acre for the SBE Part 10 property. 4. John Moreland will be reviewing with City Engineers the lineal s.f. costs specified for Taft Avenue. These costs appear extraordinary based on the per square costs of constructing other arterial streets in Iowa City, as well as North Liberty and Coralville. I did add LOC language which I understand is acceptable to the City Engineer. In light of #4, the developer is requesting a deferral of this matter from the Council's December 4th meeting until we can work through that issue. Thank you for yourassistance, Mike Michael J.
