6.a. November 2018 Disbursements
Disbursements - Consider a motion to approve disbursements in
the amount of $16,007,325.02 for the period of November 1
through November 30, 2018, as recommended by the Finance
Director subject to audit. Disbursements are published and
permanently retained in the City Clerk's office in accordance with
State Code.
6.b. Renewal of a 3-year Contract
Resolution Authorizing the Renewal of a 3-year Contract for
13 33 I Asphalt Shingle Collection, Processing, and Marketing Services.
Comment On September 12, 2014 the Purchasing Division issued a Request for
Proposal for Asphalt Shingle Collection, Processing, and Marketing Services. The
contract was awarded to LL Pelling Company. The initial term of the contract was for 3
years,with the option to renew for 2 additional 3-year periods. This Resolution authorizes
the City to extend the contract for an additional 3-year period and authorizes the City
Manager to effectuate future contract renewals.

6.c. Landfill Dual Extraction System Construction
Resolution accepting the work for the Landfill Dual Extraction
1 g - 3 Z System Construction Project.
Comment The project has been completed by Tri Con Works of Houston,
Texas, in substantial accordance with the plans and specifications. The
Engineer's Report and Performance and Payment bonds are on file with the
City Clerk.

Comment Staff recommends approval of the final plat, which will allow for residential
development.The 26-lot subdivision on 7.90 acres will create 25 single-family lots and 1

7.a. American Legion Road Improvements
l 337 Resolution authorizing mailing and publication of notice of intent to
commence the American Legion Road Improvements Project
and to acquire property for the project; and setting date of public
hearing on January 22, 2019.
Comment: The City of Iowa City must acquire right-of-way, fee title, permanent
easements and/or temporary construction easement to construct the American Legion
Road Improvements Project This project generally includes the reconstruction of
American Legion Road from Scott Boulevard to Taft Avenue.

for historic properties
Ordinance amending Title 14, Zoning Code of the Iowa City Code
related to Transfer of Development Rights for certain historic
properties. (ZCA18-00003)
Comment At its October 18th meeting, by a vote of 6.0 (Baker absent), the Planning
and Zoning Commission recommended approval of this amendment,which would allow
transfer of development rights city-wide for certain historic properties. The Planning and
Zoning Commission will discuss the Council's request for a consult at its 12/20 meeting.
Staff recommends continuation of the public hearing and deferral of first consideration
until 1/8.

11. Building Change Incentive Program
Resolution approving an agreement between the City of Iowa City, Iowa,
I g- 33R and Hills Bank&Trust Company, MidwestOne Bank, and the University
of Iowa Community Credit Union for the Building Change Loan Program.
Comment: The City of Iowa City's Economic Development Division is re-opening a limited
financial assistance program called "Building Change" to help revitalize older buildings in the
downtown and northside marketplace areas for continued viability, sustainability, increased tax
base and better aesthetics.There are grant and loan components to the program.
