Joint Meeting with Housing & Community_Development Commission (HCDC) Mayor Throgmorton thanked the Commission for their thorough job of reviewing the applications and asked the Commission Chair, Paula Vaughan, to explain how the Commission reviews the applications, what the recommendations were and why and why the Commission decided to recommend fully funding the requests. Vaughan along with other members of the Commission explained the process and the recommendation. City Manager Fruin provided additional information. Individual Council members expressed their views. Action: The Council directed staff to fully fund all Legacy applications in the Aid to Agencies process. Staff will adjust the budget and prepare the necessary formal Council approval documents for a future meeting. The exact budget increase will depend on the City's CDBG allocation. This is a one-year commitment and staff will have to coordinate another application round next year. Staff will also reach out to Legacy agencies this summer to have a discussion on the Aid to Agencies budget levels for FY2021. University of Iowa Labor Center Support...Mayor Throgmorton stated he reached out to President Harreld as a courtesy regarding the resolution on the agenda and forwarded a copy. Information Packet Discussion ['January 24, January 31j > January 24 1. (IP2, Email from Council member Thomas: Rental vacancy) Council member Thomas noted the article came from a resident and had previously been in the Corridor Business Journal. 2. (IP3, Email from City Manager with request from Council member Cole: 4 to 3 Lane Conversion) Council member Cole summarized an article in the Des Moines Register regarding the benefits of road diets. City Manager Fruin provided additional information. Individual Council members expressed their views. Council Work Session February 5, 2019 Page 2 3. (IP6, Memo from City Clerk: KXIC Radio Show) Council members signed up for upcoming dates. Action: Staff will fill the February 20th KXIC radio slot. ➢ January 31 1. (IP7/IP8, Memo from Historic Preservation Planner Downtown District Survey Recommendations/Letter from Iowa City Downtown District: National Register Historic District nomination) Council member Salih voiced her support for the Consultant's study and the recommendations from the Historic Preservation Commission. Individual Council members agreed. Action: Staff will move forward with the consultant contract for the National Register Historic District application for downtown and continue its ongoing dialogue with the Iowa City Downtown District (ICDD). 2. (IP9, Memo from NDS Code Enforcement Specialist: Request for Information - 225 & 229 N. Gilbert Street) Council member Thomas expressed his enthusiasm for the proposals. Individual Council members expressed their views. Action: Staff will work with the Community Foundation and Public Space 1 for the two Gilbert Homes as outlined in the Information Packet memo. 3. (IP10, Memo from MPOJC Assistant Transportation Planner and Director of Transportation Services: Update on regional transit system discussions [Previously distributed in the 1/10/19 Info Packet, IP4.]) Council member Salih had questions regarding the update and the transportation expansion study. City Manager Fruin provided additional information. Individual Council members expressed their views. 4. (IP6, Copy of article from City Manager: Growth of electric cars could jeopardize Iowa's road fund) Council member Taylor noted the article and encouraged lobbyists to listen for discussions regarding changes. 5. (IP5/IP2, Email from Council member Cole x2: Drink Specials/Work Session agenda) Council member Cole asked for support for a work session regarding the drink special policy. City Manager Fruin provided additional information. Action: Staff will add a review of drink special regulations to the Pending List. Staff will provide a background memo on the topic and also engage the Partnership for Alcohol Safety(PAS) on the topic at an upcoming meeting. Council updates on assigned boards, commissions and committees There were no updates. Adjourn 9:56 p.m.
