Discuss future City actions in response to the home at 101 Lusk [IP3] Neighborhood and Development Services Intern Foelsch presented a power point on residential infill comparative analysis. Senior Planner Russett and City Manager Fruin provided additional information. Individual Council members expressed their views. Action: Staff will work with Opticos to develop single-family infill regulations aimed at preventing out of scale development in targeted neighborhoods and will ask that Opticos address this topic at the front end of their engagement with the City. Prior to advancing a recommendation through the legislative process staff will seek comment from Manville Heights neighbors. Discuss Northside Marketplace Form Based Code 11P41 City Manager Fruin provided a brief background and summarized the memo (IP4 of the 3/28 Information Packet). Individual Council members expressed their views. Action: Staff will work with Opticos on a Northside Market Place visioning contract that also includes a parking analysis. The public visioning process should be two-days or less and involve stakeholder meetings with businesses/property owners and the public. Imagery should be emphasized in the deliverable package including exploratory concepts for the City owned parking lot and the private parking lot on Bloomington and Linn (with direct involvement from the property owner). Once negotiated, staff will bring the contract to the City Council for approval. Clarification of Agenda Items • [11.a/11.b]... Comprehensive Plan Amendment (North District Plan)/ Rezoning South of Interstate 80, West of N. Dubuque Street, and East of Mackinaw Drive, commonly referred to as Forest View ... Mayor Throgmorton asked City Attorney Dilkes to explain the super-majority requirement as it applied to each item. City Attorney Dilkes provided additional information. Individual Council members expressed their views. • [9.b]... Karen Eakes Murphy: Parking...Council member Salih asked if staff had followed up. City Manager Fruin stated that the Police Department had responded. • [9.c]... James Schoenfelder: Poet Laureate of Iowa City...Council member asked if the Council was interested in the suggestion by Schoenfelder. Council members agreed to have Council member Cole take it to the City of Literature board for discussion. Council Work Session April 2, 2019 Page 2 • [9.e]... Deer Management: Gary and Marcy Wolf, Bob Thompson, Lori Kendrick...Council member Cole asked for an update. City Manager Fruin and Mayor Throgmorton provided additional information. Action: Staff will develop a memo for the regular meeting on the 23rd that will lay out recommended next steps regarding deer management. The memo should include a ballpark cost estimate for the one-year sharpshoot as well as ways in which we might try to mitigate the chances of injured deer interfering with the public or private property outside of the hunt zone during future bow hunts. Communications will help create public notification for those wanting to provide public input. Staff will notify the DNR staff of the meeting and ask that they notify NRC members. Their attendance is welcome. Information Packet Discussion [March 14, March 21, March 28j > March 14 1. (IP2, Email from Mayor: Proposed Bills - SSB 1201 / HSB 185 [Previously distributed in 3/12/19 Late Handouts]) Mayor Throgmorton asked for an update on the proposed bills. Assistant to the City Manager Andrew provided additional information. Individual Council members expressed their views. Action: Staff will instruct the lobbyist to register opposed to the solar act being considered by the State legislature. 2. (IP3, Email from Council member Thomas: Mann Elementary- Parent Drop-off on Fairchild St. [Previously distributed in 3/12/19 Late Handouts.]) Council member Salih asked for clarification. City Manager Fruin and Council member Thomas provided additional information. (Break to Formal meeting 6:39 pm — Returned to Work Session 10:53 pm) Community Comment (continued from formal meeting) Caroline Dieterle appeared regarding Deer Management. > March 21 1. (IP2, Email to Mayor from Helen Schneblen (x2): IC Climate Plan, State of City (Mayor's response included) Mayor Throgmorton asked Council members for feedback regarding the email and his response. 2. (IP6, Email from Mark Signs: Rental Caps Legislation) Council member Thomas thanked Mark Signs for his letter. > March 28 3. (IP8, Memo from City Clerk: KXIC Radio Show) Council members signed up for upcoming dates. Action: Staff will fill the June 5th KXIC radio slot. 1. (Pending Work Session Topics [Distributed in the 4/2 Late Handouts]) Mayor Throgmorton noted the pending list was distributed in the 4/2 late handouts. Council Work Session April 2, 2019 Page 3 2. (IP7, Memo from City Clerk: Joint Meeting Agenda Items for April 15) Mayor Throgmorton suggested topics of discussion for the joint meeting and asked for additional items from Council. Individual Council members expressed their views. Action: The City Clerk will add the following topics to the joint governments meeting agenda: Property Assessments, Legislative Update, Mobile Home Park Acquisition Update. The City Clerk will also ask the Iowa City and Johnson County Assessor to provide a brief overview of 2019 assessments at the joint meeting.
