I PROCLAMATION "
` - Whereas, the Community Development Block Grant(CDBG) and HOME Investment
Partnership (HOME) programs support viable communities by providing safe, decent, 1
affordable housing, creating safer neighborhoods, helping seniors live independently and
investing in our next generation; and
Whereas, in our community, forty-four years of CDBG funding has developed a strong
network of relationships among local governments, residents, businesses, and non-profit
organizations that provide services and help make possible our commitment to meet the
needs of low- and moderate-income residents; and
Whereas, the HOME Program has allowed the City, with the help of private and non-
profit partners, to create and preserve affordable housing for low-income families for the
past twenty-seven years; and
Whereas, CDBG and HOME are some of the Federal Government's most effective
means to revitalize communities across the country. The importance of CDBG and
HOME to meet the unique needs of local communities is widely recognized; and
Whereas, Community Development and Affordable Housing activities have had a
significant impact on our local economy and the lives of our residents. Nearly $3 million
in CDBG funds and over $2 million in HOME funds have been invested in Iowa City in
the last five years. These funds help low income homeowners complete necessary
improvements to their property,provide low-interest loans for entrepreneurs, allow for
accessibility improvements in local parks, increase the quality and availability of
affordable housing throughout the community, and support agencies serving our at risk
youth, elderly, and residents with disabilities; and
Whereas, Iowa City, Iowa and other local governments have clearly demonstrated the
capacity to administer and customize the CDBG and HOME programs to identify,
prioritize and resolve pressing local problems, such as affordable housing, neighborhood
and human service needs,job creation and retention, and property redevelopment.
Now, Therefore, I, James A. Throgmorton, Mayor of Iowa City, do hereby proclaim
April 22—April 26, 2019 to be
Community Development Week
in Iowa City, Iowa, and urge all citizens to join us in recognizing and supporting the
1 important roles the CDBG and HOME programs play in our community.

PROCLAMATION t~
( Whereas, each year dozens of Iowa workers are killed at work, and hundreds more
suffer work related injuries or diseases; and
Whereas, each April we observe Worker's Memorial Day as a day to remember
those who have suffered and died on the job; and
Whereas, we remember those who have died in workplace catastrophes, suffered
disease because of exposure to toxic substances or been injured because of dangerous
conditions,we must fight for safe workplaces; and
Whereas, the core theme for Worker's Memorial Day has been "Mourn for the Dead,
Fight for the Living"; and
Whereas,April 28th was chosen because it is the anniversary of when the
Occupational Health and Safety Act went into effect; and
Whereas, Worker's Memorial Day is observed in nearly 100 countries; and
Whereas, the Iowa City Federation of Labor, The Center for Worker Justice and the
University of Iowa Labor Center will hold a remembrance ceremony on Friday April
26, 2019 at 12:30pm in Room A of the Iowa City Public Library.
Now, therefore, I, James A. Throgmorton, Mayor of Iowa City, do hereby proclaim
April 29, 2019, to be
Workers Memorial Day
in Iowa City and urge all citizens to remember those who have lost their lives while at
work.
