Resolution Authorizing the Extension and Renewal of the Contract
for Third Party Administrative Services for Workers' Compensation
and Liability Claims.
Comment In the Spring of 2016,the City's insurance broker sent out requests for
proposals for Third Party Administrative services for the City's workers'compensation
and liability daims.Proposals were received from six vendors and the contract was
awarded to EMC Risk Services, LLC.The contract has expired and is being extended
for an additional two years.This resolution,as required by the current purchasing policy,
authorizes the contract value to exceed$150,000 and authorizes the City to extend the
contract for an additional two years and authorizes the City Manager to effectuate future
contract renewals.

I -i - l \ 1 Resolution approving an agreement with Summer of the Arts, Inc.
to allow the sale, consumption, and possession of beer and wine
on City streets during Arts Fest, Jazz Fest, and Soul and Blues
Festival.
Comment The City Code allows for the sale and consumption of alcohol on City streets
pursuant to written agreement.The agreement,which is attached to the resolution,allows
Summer of the Arts, Inc.to sell beer and wine in a fenced off areas in the downtown
during Arts Fest Jan Fest and Soul&Blues Festival The exact locations and
dimensions of the sites are attached as exhibits to the agreement The agreement is
substantially similar to the one executed last year with the exception of the addition of Soul
&Blues Festival.

7.e. Biennial Bridge Inspection and Master Plan 2019

execute and the City Clerk to attest an Agreement by and
between the City of Iowa City and IIW, P.C. to provide engineering
consultant services for the Biennial Bridge Inspection and Master
Plan 2019 Project.
Comment This agreement with IIW P.C.provides for bridge inspections&SIIMS
updates, preparation of a City Master Bridge Plan,review of oversized bad requests,
load ratings for Group 2 Special Haul Vehicles(SHV's),and inspection of the Iowa
Avenue Pedestrian Bridge over Riverside Drive. Public Works and Engineering
recommend approval of the agreement in the amount of$98,506 which will be funded by
account#S3910.

of the city code to increase water service charges and storm water

13. Moratorium on rental permits
Ordinance amending Title 17 of the City Code(Building and Housing)to
establish a moratorium until March 7, 2020 on the issuance of new rental
permits for single-family and duplex units in RS-5, RS-8 and RNS-12
5e2. zones within certain rental permit districts in the Rental Impact Area
i shown in Figure 17-1 of the City Code. (Second consideration)
Comment On April 23,2019 the lowa legislature passed SF 447 which prohibits cities from
adopting or enforcing rental permit caps.This ordinance establishes a 10 month moratorium on
the issuance of new rental permits for single-family and duplex units in RS-5, RS-8 and RNS-12
zones within the neighborhoods that currently exceed the 30%rental cap to enable the City to
study and address how best to mitigate the consequences of this legislation.Correspondence

Retail Recruitment Services for the City of Iowa City.
Comment The City issued a request for proposal to provide Retail Recruitment Services in order
SQ,Qi to ma dmize the retail potential for the City of Iowa City,provide business retention tools,and
access to a web portal for customized reports and updates. Of the two proposals received,
evaluated,and scored,the proposal submitted by Retail Strategies, LLC,Birmingham,Alabama
best met the needs of the City.The one year contract is for$45,000 and has an option to renew
for two(2)additional one(1)year periods.This resolution authorizes the award of the contract
and the City Manager to execute future contact renewals.
