Summary of Minutes
May 1, 2019
Iowa City City Council special meeting, 11:00 a.m.at City Hall. Mayor Throgmorton
presiding. Council Members present: Cole, Mims, Salih, Taylor, Teague, Thomas,
Throgmorton. Absent: None. Staff members present: Fruin, Monroe, Andrew, Dilkes,
Fruehling, Hightshoe, Kubly, Laverman.
Unless otherwise noted, all actions were affirmative and unanimous.
Moved by Mims, seconded by Cole, give first consideration to an ordinance
amending Title 17 of the City Code (Building and Housing) to establish a moratorium
until March 7, 2020 on the issuance of new rental permits for single-family and duplex
units in RS-5, RS-8 and RNS-12 zones within certain rental permit districts in the Rental
Impact Area shown in Figure 17-1 of the City Code.
The following individuals appeared: Tim Lehman, Ross Nusser, Lorraine Bowans,
Mark Kamps, Gwen Johnson, Zac Evans, Gerhild Krapf, Anna Buss, Carl Williams,
Adam Pretorius, Keith Neuzil, Nancy Carlson, Jesse Burns, and Terry Varguson.
Individual Council members expressed their views.
Moved by Teague, seconded by Salih, to amend the ordinance to establish a
moratorium until December 1 , 2019. Motion failed, 2/5, with the following division of roll
call vote: Ayes: Teague, Mazahir. Nays: Cole, Mims, Taylor, Thomas, Throgmorton
voting no.
The Mayor declared the original motion carried, 7/0.
Moved by Cole, seconded by Thomas, to accept correspondence from Mark Signs,
Leslie Schwalm, Thomas Agran, and R. Michael Hayes.
Moved by Mims, seconded by Cole, to adjourn special meeting 12:29 p.m.
