April Disbursements 2019 Comment Consider a motion to approve disbursements in the amount of $10,969,658.84 for the period of April 1 through April 30,2019,as recommended by the Finance Director subject to audit. Disbursements are published and permanently retained in the City Clerks office in accordance with State Code. 7.b. Lindemann Subdivision Part 8 )q - I L r1 Resolution accepting the work for the storm sewer, sanitary sewer, water main, and paving public improvements for Lindemann Subdivision Part 8, and declaring public improvements open for public access and use. Comment This item will accept the public improvements for Lindemann Subdivision Part 8,generally located south of Lower West Branch Road between Hummingbird Lane and Brentwood Drive. 7.c. Villa Park and Highland Park CDBG Improvements - l 5`+ Resolution accepting the work for the Villa Park and Highland Park CDBG Improvements Project. Comment: The project has been completed by Carter&Associates, Inc.of Coralville, Iowa, in substantial accordance with the plans and specifications. The Engineer's Report and Performance and Payment bonds are on file with the City Engineer. . Project Estimated Cost $ 70,000.00 . Project Bid Received: $ 65,473.85 • Project Actual Cost: $ 66,707.42 7.d. Electronics Transportation and Recycling Contract Renewal 19 - l 5` Resolution Authorizing the Renewal of the Electronics Transportation and Recycling Contract for the City's Landfill Division. Comment On March 1,2013,the East Central Iowa Council of Governments issued a Request for Proposal for electronics management Services.The contract was awarded to Midwest Computers Brokers, Inc.The initial contract term was for three years,with the option to renew for two additional throe year periods.The contract is in its final three year period where the dollar value will exceed$150,000,requiring City Council approval under the guidelines established in the Cit/s Purchasing Policy Manual.This resolution authorizes the City Manager to effectuate the renewal of the contract. Reclassification of Special Projects Assistant- Cable TV position ci - Resolution amending the AFSCME pay plan and the budgeted positions in the Communications Division of the City Manager's Office by reclassifying the position of Special Projects Assistant- Cable TV from grade 8 to grade 14 and changing the position job title to Media Production Specialist. Comment The AFSCME classification review committee has reviewed the position of Special Projects Assistant-Cable TV as provided by the AFSCME collective bargaining agreement and has determined that the duties and requirements of the position are comparable to those of positions in grade 14 of the AFSCME pay plan.Therefore,it is recommended that the position be reclassified from grade 8 to grade 14 with a new title of Media Production Specialist Increased cost is estimated at$17,311. 7.f. Loan agreement NEX Apartments ci - cs Resolution authorizing the Mayor to execute a loan agreement with IC Housing Group, LLC for the Low Income Housing Tax Credit Project at 671 Nex Avenue. Comment In 2018 Council committed$200,000 toward a low-income tax project known as NEX apartments. IFA has approved the project,and this resolution approves the attached loan agreement. 7.g. ICHA Annual Plan for Fiscal Year 2019 q Resolution adopting the Iowa City Housing Authority's Annual Plan for Fiscal Year 2019. Comment The Quality Housing and Work Responsibility Act of 1998(QHWRA)requires submission of an Annual Plan.The Annual Plan provides details about the ICHA's current programs and the resident population served,as well as the ICHA's strategy for addressing the housing needs of currently assisted families and the larger community. The Annual Plan also serves as the annual application for grants to support improvements to public housing buildings(Capital Fund Program).The Capital Improvement funds are earmarked for general maintenance and repair of the Public Housing units. 7.h. FY20 28E Agreement for Mobility Coordinator Position - I S` Resolution authorizing the Mayor to sign and the City Clerk to attest the 28E Agreement between the City of Iowa City and Johnson County for the Mobility Coordinator position. Comment This is a resolution to continue the joint funding agreement with Johnson County Social Services for the Mobility Coordinator position which provides transportation and mobility referrals,education,and community outreach in Iowa City and across the metro area. Iowa City will contribute$27,694 of the total cost of the position in FY20,which is 35%of the total cost,while Johnson County will contribute 50%and Coralville will contribute 15%. Zoning code text amendment related to separation distance requirement for fuel dispensing equipment Motion setting a public hearing for Tuesday, July 2, 2019 on an ordinance to amend The 14, Zoning of the Iowa City Code to reduce the separation distance requirement between fuel dispensing equipment and residential zones for quick vehide service uses in the CN-1, CH-1, CI-1, CC-2, CB-2, and CB-5 zones. (ZCA19-01) Comment At its June 6th meeting by a vote of 6-1 (Martin dissenting),the Planning and Zoning Commission recommended approval of this amendment which would reduce the separation distance requirement between fuel dispensing equipment and residential zones to 50 feet. 8.b. City Hall Boiler and BAS Improvements 19- [4,0 Resolution setting a public hearing on July 2, 2019 on plans, specifications, form of contract, and estimate of cost for the construction of the City Hall Boiler and BAS Improvements Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said plans on file for public inspection. Comment This project includes replacement of the existing boiler system and BAS improvements at City Hall.The estimated project cost is$487,000 and will be funded by account#84129. 8.c. Establish urban renewal area I G - I I Resolution determining the necessity of and setting dates of a consultation (July 1)and public hearing (July 16) on a proposed Forest View Urban Renewal Plan in the City of Iowa City, Iowa. Comment This Resolution of Necessity initiates the legislative process for the City to engage in urban renewal projects in urban renewal areas.Following the adoption of this resolution of necessity,the City will hold a consultation with the other local taxing jurisdictions(July 1)and a public hearing before a vote on whether to adopt the Forest View Urban Renewal Plan(July 16).The Forest View Urban Renewal Plan will enable the City to consider providing financial assistance in the building of Forest View Drive and a connection to Algonquin Road using the tax increment created by new value in the district.
