Job Summary
Under general direction, performs field inspections of all commercial, industrial, institutional and
residential structures for compliance with related codes and regulations. Prescribes action for
conformance to codes and standards. Assists in the planning and implementation of owner-occupied
and rental housing rehabilitation programs.
Essential Job Duties and Responsibilities
Schedules, conducts and performs field inspections related to commercial, industrial, institutional
and residential structures for compliance with codes and regulations.
Reviews construction plans for code compliance.
Reviews applications for compliance; issues building, electrical, plumbing, sign and mechanical
permits and collects fees.
Issues and tracks licenses for plumbers, electricians, mechanical, fire alarm and fire sprinkler
contractors and sign erectors.
Identifies non-compliance issues associated with specifications and the inspected buildings and
informs appropriate parties of lack of compliance with City standards; works with other inspectors
and City staff regarding compliance issues and interpretation.
Meets with building owners, tenants, contractors, developers, architects, general public and
homeowners to answer questions concerning code requirements, including pre-design meetings.
Meets with Housing Inspectors and Legal, Planning and Engineering departments to answer
questions or resolve problems with different properties.
Assists and administers all aspects of rehabilitation projects.
Conducts property surverys and processes bid and loan documents.
Provides assistance to clients and contractors including outreach and guidance on home repairs
and lead paint hazards in home.
Oversees emergency repair, exterior repair, accessibility and energy conservation programs and
some comprehensive and rental rehabilitation projects.

Surveys dwellings, estimates feasibility and costs of rehabilitation, prepares bid specifications and
cost estimates, reviews and evaluates bids and recommends project awards.
Monitors construction work and repairs on projects to ensure compliance with all local, state and
federal laws, as well as assurance to quality standards.
Maintains detailed files for projects.
Reviews and monitors all budgets and expenditures for each individual project and the Housing
Rehabilitation program as a whole.
Creates and prepares loan documents and duties pertaining to loan closings.
Reviews and recommends approval of all rehabilitation payments and processes check requests.
Performs visual risk assessments and lead dust clearance tests for all projects involving or
assuming lead paint presence.
Prepares rehabilitation reports including expenditures and client characteristics, and quarterly Housing
and Urban Development contractor reports.
Writes detailed construction specifications.
Updates and edits construction and program manuals.
Interacts with all City departments and divisions concerning development and administration of City
ordinances and policies.
Answers questions concerning code compliance.
Enters information into computer and prepares reports, recommendations and correspondence.
Establishes, submits and maintains records and reports on all inspections.
Maintains files.
Compiles statistical data for inclusion in annual reports
Recruits contractors for rehabilitation program and maintains prospective bidders list.
Writes grant applications for housing rehabilitation.
Conducts environmental review for all housing rehabilitation projects.
Conducts Davis-Bacon interviews for community development projects.
Represents the City in appeals of code requirements.
Researches plans, standards, specifications and codes, and development of proposed changes.

Investigates nuisance complaints.
Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace

While performing the duties of this job, the employee is regularly required to talk and hear. The
employee frequently is required to stand; walk; and stoop, kneel, crouch, or crawl. The employee is
occasionally required to sit; use hands to finger, handle, or feel; reach with hands and arms; climb or
balance; and taste or smell. The employee must occasionally lift and/or move up to 10 pounds.
Specific vision abilities required by this job include close vision, distance vision, color vision,
peripheral vision, depth perception, and ability to adjust focus.
While performing the duties of this job, the employee is regularly exposed to outside weather
conditions. The employee is frequently exposed to moving mechanical parts; high, precarious places;
fumes or airborne particles; confined spaces, and risk of electrical shock. The employee is
occasionally exposed to wet and/or humid conditions; toxic or caustic chemicals; extreme cold;
extreme heat; explosives; risk of radiation; and vibration.
The noise level in the work environment is usually very loud.
Minimum Education, Experience and Certification
Associate’s degree from an educational institution accredited by a DOE recognized accreditation
body or equivalent experience in a related field required. International Code Council Residential
Building Inspector (B1) and Residential Plumbing Inspector (P1) certification required within 12
months of hire. Valid driver’s license with satisfactory driving record required. Must be 18 years of
age per Iowa Code 92.8. Must pass criminal background check.
Preferred Education, Experience and Certification
Bachelor’s degree in a related field from an educational institution accredited by a DOE recognized
accreditation body or three years experience in construction/building trades preferred. Additional
International Code Council certifications such as Commercial Building Inspector (B2), Commercial
Plumbing Inspector (P2), or other Residential, Commerical, or Plans Examiner certifications (M1-3,
E1-3, P-3, B-3), or the ability to obtain such certification within 12 months of hire is highly desired
Knowledge, Skills and Abilities
Knowledge of materials, methods and practices used in building construction. Knowledge of federal,
state and local regulations and codes related to building construction. Skills in interpersonal and
public relations. Skills in the use of a variety of machines, including personal computers, copiers,

scanners and facsimilie machines. Ability to detect defective materials and workmanship and work
well in a team environment. Ability to perform mathematical functions in order to review contractor
compliance with standards. Ability to read and interpret plans and specifications, blueprints,
easement documents, design manuals and textbooks. Ability to record concise field notes and report
progress. Ability to deal with upset customers and to explain code interpretation in a calm and
understandable manner to the public.
