National Hispanic Heritage Month Proclamation

PROCLAMATION
Whereas, National Hispanic Heritage Month is an opportunity to recognize the contributions
of Hispanic Americans and to celebrate Hispanic heritage and culture; and
Whereas, each year, the federal government and local governments observe National Hispanic
Heritage Month as the period from September 15 to October 15, by recognizing and celebrating
the histories, cultures and contributions of American citizens whose ancestors came from Spain,
Mexico, the Caribbean and Central and South America; and
Whereas, September 15th is significant as a starting date for Hispanic Heritage Month
because it is the anniversary of independence for the Latin American countries of Costa Rica, El
Salvador, Guatemala, Honduras and Nicaragua. In addition, Mexico and Chile celebrate their
independence on September 16th and September 18th respectively; and
Whereas, Latinxs have made innumerable contributions to the Iowa City community and it is
important for the City to recognize and celebrate the diverse histories and cultures of the Latinx
population; and
Whereas, the Latina community is integral to our City, with business owners and residents
alike who are proud to be a part of the Latinx community but hope for greater visibility,
recognition and representation; and
Whereas, the City of Iowa City continually strives to foster mutual understanding and respect
among all our people; and
Whereas, this observance affords special opportunities to become more knowledgeable about
Hispanic heritage and to honor the many Hispanics who have contributed to the progress of Iowa
City, the state, and the nation.
Now, therefore, I, James A. Throgmorton, Mayor of Iowa City, Iowa do hereby proclaim
September 15, 2019 — October 15, 2019 to be

PROCLAMATION
Whereas, a Play Deficit exists in our society, a very real decline in unstructured ph
has critical implications for the health of our community; and
Whereas, children's media usage has soared in the past two decades, with the average
American child engaging in 7 hours 38 minutes of media use each day; and
Whereas, play is critical to children's healthy brain development and building active, healthy
bodies; and
Whereas, play allows children to use their creativity while developing their imagination,
dexterity, and physical, cognitive, and emotional strength; and
Whereas, unstructured play allows children to learn how to work in groups, to share, to
negotiate, to resolve conflicts, and to learn self -advocacy skills; and
Whereas, play helps children develop new competencies that lead to enhanced confidence and
the resiliency they will need to face future challenges; and
Whereas, play is just as important for adults, especially in the workplace, keeping one
functional under stress, refreshing the mind and body, triggering creativity and innovation,
increasing energy and helping to prevent burnout; and
Whereas, play is so important to optimal child development that the United Nations High
Commission for Human Rights has recognized it as a right of every child; and
Whereas, above all, play is a simple joy that is a cherished part of childhood.
Now, therefore, I, James A. Throgmorton, Mayor of Iowa City, Iowa do hereby proclaim

PROCLAMATION
Whereas, for 100 years, since 1919, United Way of Johnson & Washington Counties has
strived to ensure that our community's important health and human services' needs are met in an
atmosphere of mutual respect and trust; and
Whereas, the historic roles of United Way of Johnson & Washington Counties include
providing leadership in identifying and prioritizing community needs in City of Iowa City, and
bringing together community leaders, businesses, local government, community organizations
and committee individuals in a united effort to solve problems for those needs in our
communities; and
Whereas, the partnership between the community -at -large and United Way of Johnson &
Washington Counties includes an emphasis on long-lasting community solutions in education,
financial stability and health through charitable giving and volunteer engagement; and
Whereas, United Way of Johnson & Washington Counties engages and mobilizes donor
investments to support organizations and nonprofit partners; and
Whereas, the United Way of Johnson & Washington Counties is actively involved in
community disaster preparedness and provides important disaster assistance and volunteer
coordination in the aftermath of a disaster; and
Whereas, the citizens of City of Iowa City receive great benefit, assistance and services from
the many United Way Partner Agencies; and
Whereas, this celebration will provide the opportunity for citizens to reflect on the United
Way of Johnson & Washington Counties' accomplishments over the past 100 years and join
United Way to continue building on our successes and move into our 2' century of service.
