Joint Meeting with Telecommunications Commission
Telecommunications Commission members present: Adam Stockman, Andrew Austin and Commission
Staff Ty Coleman.
Mayor Throgmorton welcomed Telecommunications members and staff and asked to have the
recommendation attached to the staff memo (IP3) included in the 9/12 Information Packet summarized.
Commission members present summarized the proposal which requested the Iowa City City Council to
form an advisory board to explore creating a municipal broadband network to serve Iowa City.
Individual Council members expressed their views. Council members discussed and provided direction
Action: Staff ask the Telecommunications Commission to conduct a preliminary review of information
regarding municipal broadband services offered in Iowa and across the country and advise the City
Council if they believe further study into the issue is warranted. The report back to the City Council shall
be completed by April 2020.
Consideration of a Climate Commission
Mayor Throgmorton noted three points for Council discussion: (1) number of commission members (2)
desired diversity and expertise of commission members (3) the purview of the Commission. City
Manager Fruin, Assistant City Manager Monroe, City Attorney Dilkes and Climate Action Advisory
Board members Krieger and Fraser provided additional information. Individual Council members
expressed their views.
Action: Staff will modify the resolution creating a formal Climate Action Commission to include eleven
total members, including two fixed seats for appointments from the UI and MidAmerican Energy. Staff
shall also obtain individual confirmation from the seven active members of the informal climate action
advisory board that they wish to serve on the on the newly formed commission.
Presentation on Bike Lanes for Dodge/Governor
Transportation Planner Ralston presented a power point and provided background information and
options for discussion. Individual Council members expressed their views.

Action: Staff will proceed with option #2 from the power point presentation on the Dodge and Governor
Bike lanes. Staff shall reach out directly to the bike advisory committee and Think Bicycles to make
sure they are informed about the decision. Similarly, a notification should be sent to the property
owners and residents that were previously notified during the public meeting phase of the project.
Work can proceed this fall as originally planned.

(IP15) Council member Taylor commended the Airport Commission for discussing ways to
help the City meet their Climate Action goals.
Council member Mims asked to briefly discuss the 9/17 late handout to the City Manager from Johnson
County regarding land use of a commercial development outside of Iowa City limits. City Manager Fruin
summarized the request and asked for one or two Council members to participate in an informal
discussion with Johnson County.
Action: Mayor Throgmorton and Council member Thomas will join staff in meeting with the County
regarding the commercial development proposal on Riverside and Oak Crest.
Council members agreed to carry over the September 5 and September 12 Information packets for
discussion at the October 1 work session due to the late time.
