CALL TO ORDER Donahue called the meeting to order at 4:30 PM. a. Recognize alternates None b. Consider approval of meeting minutes Motion to approve was made by Hoffman; Foster seconded. The motion carried unanimously. c. Set date of next meeting The next meeting was tentatively set for Wednesday, July 10th, hosted by Coralville. 2. PUBLIC DISCUSSION OF ANY ITEM NOT ON THE AGENDA None. 3. TRANSPORTATION PLANNING a. Consider a resolution approving the FY2020 MPOJC Transportation Planning Work Program Ralston informed the group that the work program includes all locally requested projects and general projects and procedures as required by the I owa DOT, FHWA, and FTA. A project to conduct a traffic study on Forevergreen Road west of I-380 was added to the work program at the request of North Liberty. Thomas moved to approve the work program; Hoffman seconded the motion. The motion carried unanimously. 2 b. Public hearing and consideration of amendments to the adopted FY2019-2022 MPOJC Transportation Improvement Program (TIP) - Adding two City Highway Bridge Program projects. Neumann informed the group that Iowa City has requested two amendments to the FY19 TIP. The request is to add two bridge projects that have recently received funding. Adding the projects to the FY19 TIP allows Iowa City to receive the funding and move forward with both projects. The Transportation Technical Advisory Committee (TTAC) unanimously recommended approval. From moved to approve the replacement of the 2nd Avenue bridge over Ralston Creek; Hoffman seconded the motion. The motion carried unanimously. Heiden moved to approve the replacement of the Gilbert Street bridge over Ralston Creek; Shane seconded the motion. The motion carried unanimously. c. Consider approval of Draft FY2020-2023 MPOJC Transportation Improvement Program (TIP) projects Neumann informed the group that the TIP includes all federal and state transportation projects including both road and transit projects. All FY19 projects that were not completed will carry over to FY20. Four percent is added to the total cost of those projects to account for inflation. There are two new Surface Transportation Block Grant (STBG) projects included in FY2020-2023 TIP. The first project, Coralville’s 5th Street project was awarded $1,650,000 in STBG funding. Tiffin’s North Park Road project was awarded $1,200,000 in STBG funding. Both projects are programmed in FY2023. Iowa City’s Dodge Street improvement project was also awarded $3,750,000 in STBG funds and is programmed in FY2024. Three new Transportation Alternative Projects (TAP) were added. The first project, Coralville’s Iowa River Trail replacement project was awarded $548,000 in TAP funding and is programmed in FY21. Iowa City’s Highway 6 Trail project was awarded $438,000 in TAP funding and is also programmed in FY21. Coralville’s Clear Creek Trail connection project was awarded $212,000 in TAP funding and is programmed in FY22. From moved to approve the Draft FY2020-2023 MPOJC Transportation Improvement Program (TIP); Green-Douglass seconded the motion. The motion carried unanimously. d. Update on the CRANDIC passenger rail study Neumann informed the group that there have been some issues regarding the methodology for ridership data collection and projections for the Phase III study. CRANDIC, the Iowa DOT, and the consultant (HDR) are working on a resolution. 4. Other Business a. Update on Bike to Work week/month Walz informed the group that there were 25 official bike month events. The official opening of the expanded Woodpecker Single Track Trail in Coralville was delayed due to flooding. The trail has doubled in length to about six miles. Trail maps have been printed and will be distributed. 3 b. Update from North Liberty staff on significant community projects Heiar informed the group of several ongoing projects in North Liberty. The first project includes several roundabouts near the new Christine Grant Elementary School. One roundabout will be located at the intersection of Penn Street and Front Street and one at the entrance to South Slope on Mehaffey Bridge Road. Both roundabouts are scheduled to be completed before school starts in the fall. North Bend Drive construction is underway and will provide a secondary access to the Christine Grant Elementary School. Construction is nearly complete and the road will serve as a detour route when Front Street is closed. Main Street construction is underway and is being fully funded by the revenue from the gasoline tax increase in 2013. Construction should be done by the end of July. Kansas Avenue improvements from Forevergreen Road to St. Andrews Drive are ongoing and should be completed soon. The interchange project at Forevergreen Road and Interstate-380 is ongoing and scheduled to be complete by the end of the year. The route will serve as a detour as the I-80 and I-380 interchange project progresses. Ralston informed the group that attached to the packet are two DOT notices of funding availability. The first is for the Railroad Revolving Loan and Grant Program and the second is for the State Recreation Trails Program. 6. Adjournment Motion to adjourn was made by Hoffman; seconded by Green-Douglass. The motion was approved unanimously. The meeting was adjourned at 5:06 PM.
