North Liberty Mayor, Terry Donahue, provided information regarding a contract with Yellow Cab for
on -demand transportation, focusing on the elderly who are unable to drive or persons who temporarily
cannot drive due to a physical or mental disability to get them to basic services.

The next joint meeting will be January 13, 2020 and will be hosted by North Liberty.

Review of RFC Form Based Code chanaes recommended by ODticos. and
discuss Dossible chanaes to the densitv bonus Drovisions and heiaht allowances
City Manager Fruin provided background information, recapped the report from Opticos and presented
a power point on previous height bonuses given. Mayor Throgmorton summarized his email provided
in the October 14 late handouts. Individual Council members expressed their views.
Action: Staff will consider RFC code amendments outlined in the Opticos report as part of their 2020
workplan and begin to consider a recommendation for changes to the height bonus provisions in the
code. Staff will forward Council's request to have the Climate Action Commission research and advise
the Council on the carbon footprint of buildings of varying density and scale
