Discuss Reauest for Resolution Endorsina the Enerav Innovation and Carbon Dividends Act Mayor Throgmorton provided information regarding the request and what the resolution would be endorsing. Individual Council members expressed their views. Action: Staff will prepare a resolution supporting the federal Carbon Dividend Act. The resolution should include direction to staff to electronically endorse the bill on behalf of the City as was requested by Mr. McCoy at the meeting. Clarification of Agenda Items • [9.i/9.j]... Houses Into Homes request/support... Council member Salih noted the request and asked for Council consideration. City Manager Fruin provided additional information. Individual Council members expressed their views. Action: Staff will prepare a memo to council outlining funding options for Houses into Homes and discussion will be scheduled for the November 191h work session. • [9.c]... Steven Rohrbach: 2021 IECC Proposal — CE264-19 Zero Code Renewal Energy Appendix... Mayor Throgmorton noted the correspondence and asked if the City had exchanged emails regarding the appendix. City Manager Fruin provided information. • [9.k/9.1]... Greg Shill: Dangerous, possibly unlawful obstruction of wheelchair users and other people/Donald Baxter(x3): Burlington and Madison Pedestrian Crossing Concerns... Council member Thomas requested a status update on the crossing. City Manager Fruin and City Engineer Havel provided information. Individual Council members expressed their views. Information Packet Discussion [October 17, October 24, October 311 ➢ October 17 1. (IP3, Copy of Press Release: Climate Action Expo) Assistant City Manager Monroe briefly explained the event details. 2. (IP2, Email from Mark Signs: Iowa APA Award) Mayor Pro tem Taylor noted the correspondence. Council Work Session November 4, 2019 Page 2 ➢ October 24 1. (IPS, Articles from Assistant City Manager: ICPD Community Outreach Assistant) Mayor Throgmorton mentioned the two articles and welcomed the new Community Outreach Assistant Daisy Torres. ➢ October 31 1. (IP4, Pending City Council Work Session Topics) Mayor Throgmorton asked Council member Thomas if he still had interest in discussing rubberized surfacing at park playgrounds or if it should be removed from the pending list. The Mayor noted to keep the item on for discussion. 2. (IP5, Memo from Transportation Planner and City Engineer: Dubuque Street Speed Limit) Transportation Planner Ralston provided background information and summarized the memo. City Engineer Havel and City Attorney Dilkes provided additional information. Individual Council members expressed their views. Action: Staff will change the speed limit signage on the discussed portion of Dubuque Street to 35 mph, consider the need for any additional signage or pedestrian alerts, and also schedule a time to review speeds in the corridor and report back to Council if there is a significant change in speeds or accident frequency/severity.
