AIRPORT TERMINAL BUILDING Members Present: Warren Bishop, Scott Clair, Christopher Lawrence, Judy Pfohl Members Absent: Bob Libby Staff Present: Eric Goers, Michael Tharp Others Present: Todd Allyn, Toby Myers, John Moes, Pat Prior RECOMMENDATIONS TO COUNCIL: (to become effective only after separate Council action): None. DETERMINE QUORUM: The meeting was called to order at 6:02 P.M. APPROVAL OF MINUTES: Minutes from the October 10 and October 21, 2019, meetings were reviewed. Bishop moved to accept the minutes from both the October 10 and October 21, 2019, meetings as presented. Clair seconded the motion. The motion carried 4-0, Libby absent. PUBLIC DISCUSSION: None. ITEMS FOR DISCUSSION/ACTION: a. Airport Website Update — Tharp noted that the FUEL team has put together a proposal for the Commission to review. He added that he wants to make sure that everyone understands what it is they are asking FUEL to do at this time, which would be to just do a web site design. John Moes with FUEL began by saying that they have added options for things like web site hosting, depending on the Commission's decision. The idea of having a web site separate from the City's was then discussed. Pfohl suggested using the City's web site, with a link to an outside web site for the Airport. Speaking to the Iowa City web site, Lawrence noted that he is familiar with how it came into existence in the first place, through somewhat of a partnership with the University of Iowa. He questioned if it would be compatible with the Word Press that is noted in FUEL's contract. The FUEL team spoke to this, noting what their preferences are. Continuing the discussion, Members asked questions of the FUEL team regarding their proposal. Questions centered around security and hosting of a web site, as well as general content. One suggestion was offering a November 14, 2019 Page 2 way for people to schedule time on the flight simulator, or to even be able to offer e-commerce on the Airport's web site. The team also spoke to Jet Air and what their goal is for their site, and how the two web sites could be complementary to each other. The goal of bringing more attention to the Iowa City Airport could be achieved through this. Members asked if they need to pick a proposal today, and Tharp stated that they are not ready to do that quite yet. The FUEL team spoke to this as well, noting that the more the Commission shares with them on how they want the web site design to go, the better they can design it. Tharp noted that if the Commission is in agreement, he can work with the FUEL team to draw up a contract for next month's meeting. He added that they do have the cash on hand to cover such a project. Members then briefly discussed how they would like to proceed at this point. b. FAA/IDOT Projects i. Obstruction Mitigation — Tharp stated that on Tuesday bids were accepted for the tree removal project, and he further explained what they have seen during this process. The recommendation for the Commission is to accept the bids, pending FAA concurrence and any other legal review that needs to take place, and to authorize the Chair and the Secretary to sign the contracts. Tharp noted that the low bid was $496,770 and that they did receive only two bids. He then responded to Member questions regarding the bid being considered. 1. Consider a resolution accepting bids and awarding contract, per FAA approval — Lawrence moved to consider Resolution #A19-17, accepting bids and awarding contract. Bishop seconded the motion. The motion carried 4-0, Libby absent. ii. Runway 25 Threshold Relocation — Tharp stated that the crew will be down next week to start the final data and collection points. Once this is done they can move forward with the FAA submittal, which will then give them a better idea of the timeline involved. iii. Terminal Apron/Taxiway reconstruction — Tharp noted that this is a springtime project. Therefore Members should see the bid process begin in the next month or so. iv. Fuel Farm Expansion and card reader kiosk replacement — Tharp stated that this project timeline was similar to the Terminal Apron and members would see the bid process begin in the next couple of months. V. FY21 Airport Improvement Program (AIP) Pre -Application — Tharp then spoke to this, noting that the way the FAA projects are handled is everything is funneled to the states, and then the states submit one big grant package to the FAA. He noted that now is the time for the Airport to start this process. Working from the master plan, the projects will include the remaining work to get the runway 25 threshold moved; some pavement maintenance is included in this. Tharp then moved on to the runway 12-30 work, which is the displacing of the 12 threshold and the extension of 30's front apron, along with maintenance on the remainder of the runway system. He responded to Member questions regarding this particular project, noting some of the FAA's concerns with this. Tharp then asked for the Commission's consensus to move forward with the pre -application process. November 14, 2019 Page 3 C. FBO / Flight Training Reports i. Jet Air — Tharp introduced Toby Myers, General Operations Manager for Jet Air, to Members. Myers then spoke to the monthly maintenance reports. He highlighted a door repair and noted that they had to plow snow already this season. Speaking to flight instruction, Myers stated that they have one instructor currently and have been seeking additional ones. Members briefly discussed this issue, with Myers noting that it is extremely difficult to get instructors right now across the country. d. Airport Operations i. Management — Tharp stated that next month they will need to start the preliminary process for his job evaluation, which is due in February. ii. Budget — 1. Flight Simulator — Tharp stated that as of last Friday, they were at $7,700, in terms of pledges for the simulator. That means they are half -way to the needed amount. Tharp added that if the Commission wanted to, they could commit to the other half now. This would allow them to still actively seek pledges, giving them a marketing opportunity. Members spoke to this, agreeing they would like to have Tharp move forward with a formal proposal on the simulator. Members also asked for more information on all aspects of this project — the simulator itself and the room they intend to house it in. 2. FY2021 Budget — Tharp spoke to Pfohl's earlier question regarding lights. He gave a quick update on this, noting that the contractor is getting ready to start installations soon. Clair asked if they could revisit the FY21 pre -application process. He spoke to the list of allowable items, one of which is hangars. Tharp explained what is entailed with this type of situation and why it is not something they would qualify for. Tharp stated that he and Lawrence attended the annual budget meeting with the City Manager and the Finance Director. They both noted the Council's interest in solar and climate change activities. iii. Events — None. e. Commission Member Reports — None. Staff Report — Tharp spoke briefly to attending Council meetings in the new year, something they have done in the past. He stated that once budget sessions are done, they should think about starting this again. Kieft Business Manager University of Iowa A REQUEST TO USE THE OLD RUNWAY FOR SCCA SANCTIONED SOLO EVENTS From David Price, board member of Iowa Region SCCA This is a proposal to conduct a Solo driving event on the old runway at the Iowa City Municipal Airport. Listed below are the details of our organization, solo driving events, and coverage including underlined links to relevant information. THE SPORTS CAR CLUB OF AMERICA is the country's largest Motorsports organization; with 65,000 members, and headquarters in Topeka, Kansas. Through its 110local regions, the SCCA conducts Solo Driving events, Rallies, and Races for the enjoyment of members and the enthusiast public. THE IOWA REGION SCCA was chartered in 1954 as a non-profit organization. We have 154 members that participate in Solo or Rallycross events. Many members participate in national Solo events and we are qualified to organize such activities in our area. SOLO EVENTS, frequently called autocrosses, are considered non -speed events and are the fastest growing form of motorsports in the country. The SCCA sanctions thousands of autocross events each year. All are conducted in strict compliance to National Solo Rules that have been constantly improved over the last 33 years. These rules address event operation, safety guidelines, and entrant conduct. Safety is controlled by a licensed Safety Steward who is always onsite (see Course Approval.pdf). • Solo events are not races: they feature tight twisting courses defined by rubber traffic pylons. Emphasis is on driver ability and car agility. Entrants are timed one -at -a -time as they drive through a twisting course as quickly as possible, and time penalties are assessed for hitting a pylon. Trophies are awarded for the quickest time in a number of different classes. Competition licenses are not required, and hazards do not exceed those encountered in normal highway driving. Classes are provided for sedans and economy cars, as well as sports cars, and entrants are not required to be SCCA members. • There is no single course for Solo events. Courses are tailored for almost any lot size and conform to Solo Rules safety guidelines. A single timed run usually lasts 30 to 50 seconds (in car • All cars must pass a safety inspection, all entrants must have a valid driver's license, and wear an approved helmet. Entrants must sign an insurance waiver (minors must have legal permission and waiver to compete). There is no admission charge for spectators, but an insurance waiver must be signed for admission to the event site. All participants and spectators must wear a wrist band indicating they have signed the waiver. • We have conducted events in the Central Iowa area since 1954, and currently use the concrete pad associated with Hawkeye Tech truck driving school in Waterloo, IA and the Hawkeye Downs Speedway in Cedar Rapids, IA. In addition, we share one event with each of our sister clubs; the Des Moines Valley Region and the Great River Region (Quad Cities). Typically, we have from 40 to 80 drivers at each event (average was 61 for the 2019 season). INSURANCE: SCCA provides event insurance covering participants, spectators, and property owners (see Insurance Coverage by the SCCA.pdf). PROPOSAL: If the Iowa City Municipal Airport Commission is in favor of allowing us to hold events on the old runway, a Sanction Application (attached) will need to be filled out and approved by the SCCA. We are willing to pay a fee to acquire the site for up to 3 events per year (—$300/event) This assumes that we discover that the current limitations in size and concrete quality of the runway allow us to design and use the space safely and effectively. Our events are organized and executed in a self- sufficient manner. We will need access to the area from the South gate and will not enter any active areas of the airport. We will arrange for delivery and pickup of portable toilet(s), will be responsible for containment and removal of all trash, and will also perform some cleaning away of sand and rocks from the course using brushes. Our event sites are returned as we found them or in better condition than when we arrived. Our responsibility, when working as the Event Safety Steward, is defined in the SIIR Section 4.2. We are to review the on course and near course layout as it pertains to worker, spectator, and driver safety. At a Regional event this may be completed some time prior to the event or on the day of the event prior to competition. If there is an issue, we are to report the issue to the event chairman and request that the issue is resolved prior to the first vehicle being allowed to compete. Once the correction or corrections are made to your satisfaction, the course is approved for competition it must not be further changed without your approval. During the course of the event, you may observe or have reported to you, a situation that would allow you question your initial approval. Again you should go to the event chairman and request that the competition cease until the situation is resolved. Once the situation is resolved, again to your satisfaction, the course is again approved, the competition may continue. The result of your actions may create other event management issues such as reruns etc., but these issues should be of no concern to you as an Event Safety Steward. On this same subject, you may also be a competitor at the event and see something while you are competing that raises an issue that you were unaware of during your initial approval. In this situation, you must report your concerns to the Safety Steward who is serving in the Event Safety Steward capacity while you are competing and request that they take your concern to the event chairman for resolution. Some Regions will allow the Event Safety Steward to pre -run the course to minimize course changes that may be needed during an event. Although this would be in conflict with Section 4.8 of the SIIR, that Section is not mandatory for Solo II events. At an event that requires pre -approval by the Divisional Solo Safety Steward, such as an event conducted on a road course. The thing to remember is that you can only conduct an event on an approved course, if there is a need to change an approved course, it must be re -approved before competition can began. This can be complicated if the Divisional Solo Safety Steward, required for the approval, does not attend the event. If this is anticipated, the Divisional Solo Safety Steward must have the involvement of the Event Safety Steward during the approval process so they can make contingency plans that can be carried out by the Event Safety Steward, if needed, during the event. The Event Safety Steward must operate within the guidelines agreed upon by the Divisional Safety Steward or remove the sanction of the event. For these types of events, having the Division Solo Safety Steward on hand certainly facilitates the management of the event. On an additional subject, it is the opinion of the SSC that a Divisional Solo Safety Steward has safety dominion over the Solo Events conducted within their Division. The only exception would be National Events. Put another way, a Divisional Solo Safety Steward is not considered to be a visiting Safety Steward as defined in Appendix E Section XLB for events within their Division except for National Events.
