Position Title: Media Production Specialist – Cable Television

Job Summary
Under general direction, serves as a video field producer and/or host of audio/visual production
projects and performs other media functions and general duties. Operates a variety of specialized
electronic and video equipment. Creates short-format video content for the City’s website, social
media and City Channel 4. Assists the Communications Office with social media content
management and scheduling of public information.
Essential Job Duties and Responsibilities
Collaborates with City departments, divisions, boards, commissions and community
organizations to produce and distribute video programming to inform the public regarding City
and community entities and their activities.
Performs as facilitator and producer of video programming for City Channel 4, internet distribution
and/or internal City communications.
Hosts and creates various City multimedia projects, including podcasts, Facebook Live events and
other marketing projects in collaboration with the Communications Office, as well as hosting City
Channel 4 original programming.
Performs as host of City Channel originated live and pre-recorded video programming, represents
the City in external video communications.
Researches video program topics and conducts interviews with the public and City personnel.
Coordinates and assists in video production, including production planning, videography,
lighting, set design, script writing and equipment setup and teardown.
Prepares and distributes promotional materials and press releases, PSAs, etc., about projects and
programs on City Channel.
Manages the integration of social media as a promotional and/or distribution strategy and aids in the
development and use of new technologies, ideas and formats for digital based programming.
Ass ists with preparation of award and grant applications.
Assists supervisor with equipment and production estimates for budget preparation.

Manages, trains, and oversees the work activities of hourly employees, work-study, intern and
volunteer employees for production projects and serves as team leader for on-location and studio-
based video production and post-production activities, assists supervisor with staff training as
needed.
Participates in periodic assessment of City Channel 4 and Communications programming and
helps the Division to implement strategies.
Provides staff assistance to City departments and divisions as required.
Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace
and community.
Performs all other related duties as assigned.

While performing the duties of this job, the employee is frequently required to stand; walk; sit; use

or crawl; and talk and hear. The employee must frequently lift and/or move up to 35 pounds and
occasionally lift and/or move up to 100 pounds with assistance. Specific vision abilities required by
this job include close vision, distance vision, color vision, peripheral vision, depth perception, and
ability to adjust focus.
While performing the duties of this job, the employee is frequently exposed to outside weather
conditions and risk of electrical shock. The employee is occasionally exposed to moving mechanical
parts; high, precarious places; and fumes or airborne particles.
The noise level in the work environment may at times be very loud.
Minimum Education, Experience and Certification
One year of college coursework in videography or related field from an educational institution
accredited by a DOE recognized accreditation body required or one year experience in video
production and editing or in a related field required. Experience working with the public or with diverse
groups of people required. Valid driver’s license with satisfactory driving record required. Must be 18
years of age per Iowa Code 92.8. Must pass criminal background check.
Preferred Education, Experience and Certification
Bachelor’s degree from an educational institution accredited by a DOE recognized accreditation body
in a program related to video communications and three years of experience in video production or in a
related field preferred.

Knowledge, Skills, and Abilities
Knowledge of basic videography, scripting, editing, audio, and lighting techniques. Skills in making
minor electrical and mechanical repairs. Skills in operating a variety of specialized electronic and video
equipment. Ability to read and understand written technical materials in order to perform production
activities. Ability to write directions and provide oral instructions. Ability to perform basic mathematical
calculations and measurements.
