HomeMy WebLinkAboutStorm Water SpecialistCITY OF IOWA CITY - Job Description Job Class # 12-18 FLSA Non-Exempt Civil Service Identification Position Title: Storm Water Specialist Department: Public Works Division: Engineering Supervisor: City Engineer Job Summary Under general direction, administers storm water construction site runoff, illicit discharge and storm water management facility inspection programs for the City’s Municipal Separate Storm Sewer System (MS4). Essential Job Duties and Responsibilities Administers the City’s MS4 permit activities; coordinates with the Iowa Department of Natural Resources (DNR), as needed, to ensure permit requirements are met. Compiles data on City-wide activities that support National Pollutant Discharge Elimination System (NPDES) MS4 compliance. Administers the Construction Site Runoff (CSR) permit program for the Engineering Division, and enforces a construction site storm water runoff control ordinance that reduces pollutants in storm water runoff from construction activities. Reviews construction site storm water pollution prevention plans; performs and documents construction site storm water pollution prevention inspections and compliance. Enforces an illicit discharge detection and elimination ordinance that prohibits non-storm water discharges into the MS4. Investigates, responds to and documents illicit discharges into the MS4. Performs and documents dry weather inspection of the MS4 components. Assesses condition of existing storm water management facilities, including pipes, detention basins, streams, drainage easements and storm water quality best management practices. Reviews non-compliance issues and recommends solutions to various stake holders. Communicates Public Works policies, regulations and procedures to the public and City staff; responds to identified problems or refers to appropriate staff members. Assists with ordinance research and development. Responds to complaints and information requests from the public Identifies and pursues outside funding sources for storm water quality projects. Job Class #12-18 Engineering Page 2 Updated 12/20/2019 Acts as volunteer coordinator by working with outside agencies such as the University for department emergency response to disasters and on-going community service projects; leads and directs volunteers in their project assignments. Organizes and maintains utility records related to storm water infrastructure and facilities. Meets, educates and coordinates with contractors, engineers, and the public regarding work related to storm water infrastructure and facilities. Identifies non-compliance issues associated with specifications and the inspected construction areas and informs appropriate parties of lack of compliance with City standards. Manages temporary hourly employees assigned to assist with storm water-related tasks and NPDES MS4 compliance. Coordinates regular testing of streams and City-owned ponds. Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. While performing the duties of this job, the employee is frequently exposed to outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, moving mechanical parts, high, precarious places, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, explosives, vibration, and confined spaces. The noise level in the work environment is usually moderate. Minimum Education, Experience and Certification Associate’s degree from an educational institution accredited by a DOE recognized accreditation body, plus two years of experience coordinating NPDES MS4 compliance activities or in a related field required, or equivalent combination of education and experience. Certification as an Iowa Certified Construction Site Pollution Prevention Inspector (ICCSPPI), or the ability to obtain certification within 1 year of employment. Valid driver's license with satisfactory driving record required. Must be 18 years of age per Iowa Code 92.8. Must pass criminal background check. Job Class #12-18 Engineering Page 3 Updated 12/20/2019 Preferred Education, Experience and Certification Bachelor’s degree from an educational institution accredited by a DOE recognized accreditation body Graduation in science, engineering or related field and experience with NPDES MS4 compliance preferred. Certified Professional in Erosion & Sediment Control (CPESC) or other related certification(s) preferred. Knowledge, Skills, and Abilities Knowledge of environmental regulations and permitting processes. Skills in technical writing. Skills in operating computer and various software. Skills in interpersonal and public relations. Ability to make decisions in stressful situations and communicate effectively. Ability to read and interpret plans and specifications, blueprints, easement documents, engineering reports, design manuals and contract documents. Ability to attend work regularly.
