Resolutions and Motions 6.a. Statewide Urban Design and Specifications (2020 Edition) Resolution adopting the Statewide Urban Design and Specifications (SUDAS) Standard Specifications (2020 Edition), as revised by the SUDAS General Supplemental Specifications and the revised City of Iowa City Supplemental Specifications (January 2020). Comment This dem will approve the use of the 2020 Edition of the SUDAS Standard Specifications for all public improvement projects and construction within the city rightof- way. In addition, the City has revised supplemental specifications to reflect the 2020 Edition of the SUDAS Standard Specifications. 6.b. Burlington and Madison Intersection Improvements Resolution awarding contract and authorizing the City Engineer to sign and the City Cleric to attest a contract for construction of the Burlington and Madison Intersection Improvements Project (NHSX-001-5(120)-3H-52). Comment Bids for this project were received on Tuesday, December 17, 2019 by the Iowa Department of Transportation, and the following bids were received: Vieth Construction Cedar Falls, IA $1,561,739.50 Boomerang Corp. Anamosa, IA $1,967,426.15 Metro Pavers, Inc. Iowa City, IA Non-responsive Bid Engineer's Estimate $1,400,000.00 Public Works and Engineering recommend award of the contract to Vieth Construction of Cedar Falls, IA. The project will be funded with STBG funds, 3R funds, and General Obligation bond proceeds. January 7, 2020 Iowa City City Council Agenda Page 2 6.c. Annual Pavement Repairs 2019 -2-C)3 Resolution approving a contract for the Annual Pavement Repairs 2019 Project. Comment Each year the Public Works Department bids a project to remove and replace street and sidewalk pavement as necessary to repair water main breaks. This year, the location, number and severity of fhe water main breaks has increased the amount of pavement repairs Men compared to previous years. The contract amount will exceed $150,000. This resolution, as required by the current purchasing policy, requests council authorization to exceed the $150,000 contract value. 6.d. Miller Avenue Sidewalk and Retaining Wall z 4Resolution accepting the work for the Miller Avenue Sidewalk and Retaining Wall Project. Comment The project has been completed by Triple B Construction Corp. of Witton, Iowa, in substantial accordance with the plans and specifications. The Engineers Report and Performance and Payment bonds are on file with the City Engineer. • Project Estimated Cost: $ 95,000.00 • Project Bid Received: $ 88,873.50 • Project Actual Cost: $ 104,881.08 6.e. 2019 Drain Tile L' Resolution accepting the work for the 2019 Drain Tile Project. Comment The project has been completed by Calacci Construction of Iowa City, Iowa, in substanfial accordance with the plans and specifications. The Engineer's Report and Performance and Payment bonds are on file with the City Engineer. • Project Estimated Cost: $ 78,000.00 • Project Bid Received: $ 78,476.40 • Project Actual Cost: $ 104,832.06 January 7, 2020 Iowa City City Council Agenda Page 3 6.f. Foster Road Extension Resolution accepting the dedication of easements, partially accepting the public improvements and certain sidewalks for the Foster Road extension between Dubuque Street and Prairie du Chien Road, and declaring the improvements open for public access and use. Comment This item will accept the public improvements for the Foster Road extension between N Dubuque Street and Prairie du Chien Road installed by the developers of Forest Hill Estates, subject to a partial release agreement to ensure the completion of punchlist work. In addition, this resolution will accept the dedication of the offsite underground utility easements. 6.g. Procurement of Fire Truck u Resolution authorizing the procurement of one (1) Pierce Enforcer Fire Truck. '2-[ Comment This Resolution will approve the procurement of one (1) new Pierce Enforcer Fire Truck. H -GAC cooperative contract # FS12-19 will be utilized for this procurement The total purchase price is $660,974.00 which exceeds the $150,000.00 spending authority of the City Manager, and so requires Council approval. 6.h. South Wastewater Plant - Water Filters Replacement Resolution approving and authorizing the City Manager to sign a Settlement Agreement and General Release by and between the City of Iowa City, Joseph J. Henderson & Son, Inc. and Amiad USA Inc. regarding the automatic self-cleaning water filters supplied by Amiad for the Wastewater Treatment Facilities Consolidation Project. Comment Joseph J. Henderson, Inc. ("JJH") was the general contractorfor the City's Wastewater Treatment Facilities Consolidation Project. JJH contracted with Amiad USA Inc. ("Amiad") to supply self cleaning water finers. The water filters have not performed as specified; the self-cleaning mechanisms failed and the screens collapsed and are no longer operable. After numerous attempts to remedy the problems and negotiation, Amiad has agreed to supply replacement filters with a larger diameter opening in exchange for a release of liability. 7. Planning and Zoning Matters - If a majority of the Council is inclined not to concur with the Planning and Zoning Commission recommendation a consult with the Planning and Zoning Commission should be offered before the close of the public hearing. 9.a. Rezoning American Legion Road Ordinance conditionally rezoning approximately 35.29 acres of land located north of American Legion Road and east of Eastbrook sly Street from County Residential (R) zone to Interim Development - Single Family Residential (ID -RS) zone. (REZ19-09) (Second Consideration) Comment At its November 7 meeting, by a vote of 7-0 the Planning and Zoning Commission recommended approval of this rezoning subject to conditions related to fulfilling the Citys affordable housing annexation policy, dedicating additional right-of-way, and oonveyance of a temporary construction easement to the City. (ZCA19-05) (Pass & Adopt) Comment At its November 7 meeting, by a vote of 7-0 the Planning and Zoning Commission recommended approval. The amendment will allow utility -scale, ground - mounted solar energy systems as a provisional use in Interim Development Industrial (ID -1), General Industrial (1-1), Heavy Industrial (1-2), Neighborhood Public (P-1), and Institutional Public (P-2) zones, and via special exception in all Commercial zones as well as Interim Development Research Park (ID -RP), Research Development Park (RDP), and Office Research Park (ORP) zones. Spruce Street Water Main Replacement Resolution approving the project manual and estimate of cost for the construction of the Spruce Street Water Main Replacement Construction Project, establishing amount of bid security to accompany each bid, directing City Clerk to post notice to bidders, and fixing time and place for 64?'e- receipt of bids. ei � Comment This project includes water main replacement along the west side of Spruce Street between Deforest Avenue and Friendly Avenue/Lower Muscatine Road. The estimated project oast is $276,702 and will be funded by the Spruce St (1300-1400 Block) Water Main Replacement - Account #W3216. 1. Public Hearing Action: CLUSec� +KV=77-0 1:=7 January 7, 2020 Iowa City City Council Agenda Page 6 11 Z©-dO McCollister Boulevard — Gilbert Street to Sycamore Street Improvement Resolution approving project manual and estimate of cost for the construction of the McCollister Boulevard Extension Project, establishing amount of bid security to accompany each bid, directing City Cleric to post notice to bidders, and fixing time and place for receipt of bids. Comment: This project involves the extension of McCollister Boulevard from Gilbert Street to Sycamore Street, the installation of bicycle lanes and sidewalk which will conned to the regional trial network. The project also includes the installation of water main, new storm and sanitary sewer, fiber and electric conduit and street lights in the corridor. Traffic Signals will be installed at the Gilbert Street intersection. The estimated project cost is $3,911,000 and funds are available in account ##53934. 1. Public Hearing Action: CLC) S -e_ 2. Consider Resolution Action: 7l(-) VT 12. Repeal Rental Permit Moratorium Ordinance repealing Ordinance No. 194793, a temporary moratorium on new rental permits for single-family and duplex units. (First Consideration) 5 Comment: Following a law passed last spring prohibiting the City from having a rental permit r� cap, Council passed an ordinance issuing a temporary moratorium on new rental permits for single-family and duplex units in certain neighborhoods to allow staff time to explore aftemative strategies to mitigate the impact of rental housing on such areas as neighborhood stability and affordable housing. The moratorium automatically sunsets on March 1, 2020, and with the passage of the ordinances on radon testing and single-family site development standards, the moratorium should be repealed prior to its sunset [Deferred from 12/03/19 and 12/17/17) Correspondence included in Council packet. Approval of the 2021-2025 Consolidated Plan '-i Resolution adopting Iowa City's 2021-2025 Consolidated Plan (known as City Steps 2025), authorizing the City Manager to submit said plan, technical corrections, and all necessary certifications to the U.S. Department of Housing and Urban Development, and designating the City Manager as the authorized Chief Executive Officer for the Consolidated Plan. Comment: The City hired Mullin & Lonergan Associates to prepare C#y Steps 2025, the City s Consolidated Plan for 2021-2025. The City annually receives federal funds for housing and community development activities that primarily benefit low- and moderate -income residents. To receive these funds, the City must submit a strategic plan every five years that identifies local needs and how these needs will be addressed.
