Executive S ummary:
As directed by Title 9, Chapter 1, Section 3A of the C ity C ode, this is to advise the City Council of
the following action:
Pursuant to Section 9-1-3A (10); Establish 'Two-Hour Parking F or P ark Use Only' parking
prohibition on Cardigan L ane and Charlotte L ane near C ardigan P ark and on City P ark Roads in
Upper City Park.
Background / Analysis:
T his action is being taken to restrict parking for periods longer than two-hours and for reasons
other than park use. This action is requested by the Parks & Recreation Department.

The beauty and serenity of
Oakland Cemetery is
undeniable. This is where White
Buffalo decided to set up a bait
site and kill Iowa City’s deer.
Hired guns shoot from trucks
with gun mounts, aimed at
bait sites. They shoot right
over top of the gravestones to
kill their prey.
The kill site for
Hickory Hill:
Within feet of
gravestones and
pathways through
Oakland Cemetery
They kill overnight, and this is what is left behind….
Blood-soaked areas,
bits of tissue and
flesh
Fresh kill site
just steps away
from graves
Bottom Line:
•These are contract
killers from out-of-
state (Montana and
Connecticut plates
were seen).
•They don’t respect
our city and they
don’t respect life.
•They should not
be asked to
return in
February.
