Position Title: Landfill Operator – Heavy Equipment
Department: Public Works
Division: Resource Management
Supervisor: Assistant Superintendent – Landfill
Job Summary
Under general direction, operates equipment at Landfill to push, compact and cover solid waste,
recycle brush, discarded appliances and yard waste. Maintains litter control at the landfill. Monitors
groundwater, leachate and air emissions. Recycles household hazardous waste, electronic waste,
tires, oil and antifreeze. Performs composting and drop-site recycling. Performs general service and
maintenance of landfill grounds, equipment and buildings.
Essential Job Duties and Responsibilities
Operates heavy equipment including a trash compactor, dozer and a scraper; hauls, spreads,
compacts and covers solid waste at Landfill, ensuring safety for all at the site; operates spray-on
cover machine and tarp deployment machine.
Sets grade stakes and operates equipment to run grades.
Builds and grades landfill maintenance roads.
Performs maintenance including welding and gluing on methane flare and gas wells.
Maintains litter control of Landfill, surrounding areas and access roads, including erecting and
moving litter control devices.
Performs dust control.
Performs routine inspection and general scheduled maintenance to Landfill equipment and flare.
Orders inventory and parts; maintains records on equipment.
Picks up supplies and parts for daily landfill operations.
Regularly assists customers unloading; answers questions regarding Landfill services.
Samples contaminated soils, spreading and discing to ensure site is in compliance with guidelines.
Serves as backup to Landfill Operator as needed.
Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace

Performs all other related duties as assigned.

While performing the duties of this job, the employee is regularly required to use hands to finger,
handle, or feel, reach with hands and arms, and talk and hear. The employee frequently is required
to walk and sit. The employee is occasionally required to stand, climb or balance, stoop, kneel,
crouch, or crawl; smell. The employee must regularly lift and/or move up to 50 pounds and
occasionally lift and/or move more than 50 pounds with assistance. Specific vision abilities required
by this job include close vision, distance vision, color vision, peripheral vision, depth perception and
ability to adjust focus.
While performing the duties of this job, the employee is regularly exposed to high, precarious places,
fumes or airborne particles, toxic or caustic chemicals, outside weather conditions and vibration. The
employee is frequently exposed to wet and/or humid conditions, moving mechanical parts and risk of
electrical shock. The employee is occasionally exposed to explosives and communicable diseases.
The employee will be exposed to flies and insects.
The noise level in the work environment is usually very loud.
Minimum Education, Experience and Certification
High school diploma or equivalent required. One year of experience in heavy equipment operation
required. One year of related experience and/or training required. Or equivalent combination of
education and experience. Landfill Operator and Hazardous W aste Operator certifications are all
required within one year of hire. Valid driver’s license with satisfactory driving record required. Valid
Iowa Class B commercial driver’s license with air brakes endorsement required within 90 days of hire.
This position is subject to federal drug testing requirements including screening through the FMCSA
Clearinghouse. A pre-employment drug screen is required. Must be 18 years of age per Iowa Code
92.8. Must pass criminal background check.
Preferred Education, Experience and Certification
One year of college or technical school an educational institution accredited by a DOE recognized
accreditation body preferred. Two years of related experience and/or training preferred. Composting
and forklift certifications are preferred.
Knowledge, Skills, and Abilities
Knowledge of landfill rules and regulations. Knowledge of composting procedures, hazardous waste
handling procedures and regulations. Knowledge of safety procedures. Skills in operating and
maintaining trucks, equipment and machinery used in landfill operations. Ability to read and
comprehend maintenance and parts manuals. Ability to prepare written work orders and job records.
Ability to interface positively with customers, clients and service technicians. Knowledge of basic

mechanics and safety procedures. Knowledge of federal, state and local regulations for landfill
operations. Ability to read and comprehend maintenance and parts manuals and forms.
