HomeMy WebLinkAboutSigns & Pavement Markings TechnicianCITY OF IOWA CITY - Job Description Job Class #07-05 FLSA Non-Exempt Civil Service Identification Position Title: Signs & Pavement Markings Technician Department: Public Works Division: Streets & Traffic Engineering Supervisor: Assistant Superintendent/Superintendent of Streets & Traffic Engineering Job Summary Under general direction of Superintendent of Streets & Traffic Engineering, coordinates sign making, sign installation, sign inventory, sign retro reflectivity, temporary traffic control and pavement marking program. Operates light and heavy equipment. Essential Job Duties and Responsibilities Sets temporary traffic control devices for City projects and emergency situations according the Manual of Uniform Traffic Control Devices (MUTCD) standards. Organizes work orders for sign inventory and street markers, sign repair and sign installation; Orders all appropriate materials to perform work ; enters sign information into computer database system, may include GIS; submits locates as needed. Coordinates sign making program and sign retro reflectivity program according to MUTCD standards (Flexi software sign making program). Maintains street markings, crosswalks, school crossing and stop bar painting. Follows and checks MUTCD devices for sign codes and regulations. Follows up on sign repairs and billing for damaged signs due to accidents, theft or vandalism. Coordinates with City departments and outside contractors on public and private construction projects for sign removal and sign installation. Attends pre-construction meetings when needed. Reviews plans for signs and striping improvements. Assigns and monitors permanent and hourly workers on crew. Coordinates and performs banner change outs and installation. Assists in preparation for special events such as road races, parades and block parties. Hauls materials to and from sites. Job Class #07-05 Streets & Traffic Engineering Page 2 Updated 01/16/2020 Operates a variety of light and heavy equipment dump truck, end loaders, sanders, backhoes, tamper, air compressors with jack hammers, skid loaders, bucket truck, crane, painting equipment, leaf equip- ment and various hand tools. Removes leaves and debris from roadways in very dusty conditions; cuts brush in extreme temperatures. Removes snow and ice from roadways during winter months. Cleans, maintains and constructs catch basins and storm drains on streets and creeks. Maintains equipment and cleans interior and exterior of vehicles and equipment when needed. Performs first call. Mixes salt and sand. Perform on-call duties. Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. The employee must regularly lift and/or move up to 25 pounds, frequently lift and/or move up to 50 pounds, and occasionally lift and/or move up to 100 pounds with assistance. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. While performing the duties of this job, the employee is frequently exposed to wet and/or humid conditions, moving mechanical parts, high, precarious places, fumes or airborne particles, toxic or caustic chemicals, outside weather conditions, extreme cold, extreme heat, risk of electrical shock, explosives and vibration. The noise level in the work environment is usually very loud. Minimum Education, Experience and Certification High school diploma or equivalent required. Three years of experience in street construction and maintenance required. Forklift certification required. Must live within 17 miles of the corporate limits of Iowa City, Iowa within one year of appointment to the position. Valid Iowa Class B commercial driver's Job Class #07-05 Streets & Traffic Engineering Page 3 Updated 01/16/2020 license with satisfactory driving record required. Valid Iowa Class A commercial driver's license with air brake and tanker endorsements required within 6 months of hire. This position is subject to federal drug testing requirements including screening through the FMCSA Clearinghouse. A pre-employment drug screen is required. Must be 18 years of age per Iowa Code 92.8. Must pass criminal background check. Preferred Education, Experience and Certification Two years of experience in sign making, installation, and repair. One year of pavement marking and striping experience. ATSSA certified in Temporary Traffic Control. Knowledge, Skills, and Abilities Knowledge of street construction and maintenance procedures. Skills in the operation of light and heavy equipment including trucks, end loaders, sanders, back hoe, jack hammers, snow removal equipment and various hand tools. Ability to read and comprehend route maps and work instructions. Ability to read and comprehend complex guidelines found in manual on uniform traffic control devices. Ability to read a tape measure to cut lumber or figure area to order materials. Ability to prepare written work records.
