HomeMy WebLinkAboutSenior Treatment Plant Operator - WastewaterCITY OF IOWA CITY - Job Description Job Class #14-11 FLSA Non-Exempt Civil Service Identification Position Title: Senior Treatment Plant Operator - Wastewater Department: Public Works Division: Wastewater Supervisor: Assistant Superintendent – Wastewater / Wastewater Superintendent Job Summary Under direction, serves as group leader and participates in the daily operations of the City wastewater treatment facilities. Coordinates information between lab and maintenance Essential Job Duties and Responsibilities Implements division goals, policies and procedures established by the Wastewater Superintendent. Directs and participates in the daily operations of the City wastewater treatment facilities; gathers, analyzes and transmits information from all division work groups that impacts the technical performance of treatment processes; monitors and controls plant performance through computer SCADA system and other tools and techniques. Formulates, implements and evaluates process changes, reports results to Wastewater Superintendent, Assistant Water Superintendent and work group leaders. Operates treatment processes; performs lab duties; maintains performance records; and produces reports for compliance with regulations. Collects wastewater and industrial samples. Operates sampling equipment for treatment facilities and industrial customers; prepares and maintains sampling equipment up to “ultra-clean” specifications for specific locations and parameters. Trains Operators and Relief Operators in treatment plant operations, sampling and record keeping; develops task lists, procedures and schedules for different shifts. Assigns work on a daily basis; troubleshoots issues with lab analysis and treatment plant processes. Places chemical orders. Assists in emergency duties resulting from storms, power failures and slug discharges. Conducts tours of the facility; performs public outreach. Collects data and prepares reports for National Weather Service monitoring stations; prepares required state reports and special project information; conducts special field studies or assignments when needed; maintains weather station. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. While performing the duties of this job, the employee is regularly exposed to fumes or airborne particles, outside weather conditions and risk of electrical shock. The employee is frequently exposed to moving mechanical parts and vibration. The employee is occasionally exposed to wet and/or humid conditions, high, precarious places, toxic or caustic chemicals, extreme cold, extreme heat, explosives, confined space and communicable diseases. The noise level in the work environment is usually loud. Minimum Education, Experience and Certification Associate degree or equivalent from an educational institution accredited by a DOE recognized accreditation body required. One year of experience in wastewater treatment required. Iowa DNR Grade III Wastewater Operator's License required. Must live within 17 miles of the corporate limits of Iowa City, Iowa within one year of appointment to the position. Valid commercial driver’s license instruction permit required within 90 days of hire. Valid Class B commercial driver’s license with air brake and tank endorsements required within 6 months of hire. This position is subject to federal drug testing requirements including screening through the FMCSA Clearinghouse. A pre-employment drug screen is required. Must be 18 years of age per Iowa Code 92.8. Must pass criminal background check. Preferred Education, Experience and Certification Bachelor’s degree from an educational institution accredited by a DOE recognized accreditation body preferred. Five or more years of experience in wastewater preferred. Supervisory experience preferred. Iowa DNR Grade IV Wastewater Operator’s License preferred. Knowledge, Skills, and Abilities Knowledge of wastewater treatment processes and laboratory procedures and computer operations. Knowledge of federal, state and local regulations concerning wastewater treatment. Skills in interpersonal and public relations. Skills in equipment troubleshooting. Skills in computer operations for monitoring and operating process control equipment. Ability to read and comprehend blueprints, Job Class #14-11 Wastewater Page 3 Updated 9/15/2016 technical manuals, gauges and other instrumentation. Ability to perform basic mathematical calculations and calculate formulas for wastewater treatment laboratory tests and plant operations. Ability to maintain accurate records and logs.
