HomeMy WebLinkAboutSenior Treatment Plant Operator - WaterCITY OF IOWA CITY - Job Description Job Class #14-12 FLSA Non-Exempt Civil Service Identification Position Title: Senior Treatment Plant Operator - Water Department: Public Works Division: Water Supervisor: Assistant Superintendent – Water / Water Superintendent Job Summary Under general direction, coordinates and participates in the daily operation and maintenance of the City water treatment plant. Essential Job Duties and Responsibilities Coordinates and participates in treatment plant operations and maintenance; evaluates process changes and problems; ensures consistent control is maintained by all shifts in compliance with applicable local, federal and state laws and regulations. Participates in training new treatment plant personnel and evaluation of their work performance. Maintains records relating to chemical inventory, water flows, pressures, level and quality. Places chemical orders and coordinates deliveries. Maintains plant safety programs and ensures compliance with applicable laws and regulations. Coordinates maintenance work on water treatment plant and grounds. Oversees general, relief and emergency operation shift scheduling. Coordinates activities related to laboratory quality control/quality assurance studies, sampling programs and reporting requirements; ensures Department of Natural Resources compliance, sampling quality control; prepares monthly operating report. Inspects water treatment plant equipment and facilities to locate needed repairs; maintains a spare parts inventory. Coordinates special projects and gathers information as requested. Manages the laboratory. Contacts technical representatives, equipment vendors and suppliers; solicits bids and purchases supplies and equipment as needed. Monitors work of outside contractors and evaluates compliance with contractual agreements. Job Class #14-12 Water Page 2 Updated 01/17/2020 Implements the operation and maintenance schedule. Participates in safety programs, activities and training. Reviews budget requests and provides input. Participates in budget development for operations and maintenance. Assists in public tours inquiries and informational programs. Operates the water plant. May perform routine or emergent electrical switching operation to facilitate maintenance, plant shut- down and restart by generator, in the event of power outage or due to local energy compliance. Performs emergency duties related to water main breaks; responds to after-hour emergency calls; performs on-call duty. Provides customer service internally and f or external customers such as the public and vendors; performs water quality complaint investigations. Conducts self in a manner which promotes and supports diversity and inclusivity in the workplace and community. Performs all other related duties as assigned. While performing the duties of this job, the employee is occasionally exposed to wet and/or humid conditions, moving mechanical parts, high, precarious places, fumes or airborne particles, toxic or caustic chemicals, outside weather conditions, risk of electrical shock, vibration, communicable diseases and confined space. The noise level in the work environment is usually moderate. Minimum Education, Experience and Certification High school diploma or equivalent required. Two years of post-high school education from an educational institution accredited by a DOE recognized accreditation body or CEU equivalent required. Job Class #14-12 Water Page 3 Updated 01/17/2020 Iowa DNR Grade III Water Treatment Plant Operator’s License required. Iowa DNR Grade IV Water Treatment Plant Operator’s License required within three years of hire. Supervisory, lead capacity or comparable experience required. Must live within 17 miles of the corporate limits of Iowa City, Iowa within one year of appointment to the position. Valid driver’s license with satisfactory driving record required. Valid Iowa Class B commercial driver's license with air brake and tank endorsements required within 90 days of hire. This position is subject to federal drug testing requirements including screening through the FMCSA Clearinghouse. A pre-employment drug screen is required. Must be 18 years of age per Iowa Code 92.8. Must pass criminal background check. Preferred Education, Experience and Certification Bachelor’s degree in a related field from an educational institution accredited by a DOE recognized accreditation body preferred. Iowa DNR Grade IV Water Treatment Plant Operator’s License preferred. Five years of related water treatment experience preferred. Knowledge, Skills, and Abilities Knowledge of water process control theory and methods and applicable regulations. Knowledge of occupational hazards and safety precautions. Knowledge of water laboratory quality control methods. Skills in evaluating water plant equipment and process performance. Skills in operating equipment and instrumentation at water treatment plant. Skills in collecting water samples and conducting laboratory tests. Ability to communicate effectively both orally and in writing. Ability to read and understand technical reports, manuals and regulations. Ability to perform basic calculations and calculating formulas, plant flows, chemical feed rates, total pumpage and averages. Ability to attend work regularly.
