Resolutions and Motions
7.a. Motion to approve disbursements in the amount of $13,104,204.44 for

State Code.
7.b. Resolution amending the budgeted positions in the Government
Buildings Division of the Parks and Recreation Department by deleting
one full-time Senior Maintenance Worker — Government Buildings and
amending the AFSCME and Administrative pay plans by deleting the
position Senior Maintenance Worker — Government Buildings, grade 9
and adding the position Assistant Facilities Manager, grade 27.

BUDGET OVERVIEW AND HIGHLIGHTS
Mayor Teague and City Manager Fruin thanked members of the public for attending breakfast on
a budget which preceded the meeting and thanked staff and Council for all the time and effort
that will be put into the budget prior to submitting to the state. City Manager Fruin reviewed the
budget review schedule, the budget document, fund structures, population growth, and budget
goals from the August 20, 2019 budget work session. Assistant to the City Manager Andrew
reviewed long term budget planning concerns. Assistant City Manager Monroe reviewed
revenues and expenditures. Assistant to the City Manager Andrew reviewed the debt service
levy. City Manager Fruin wrapped up with an analysis and summary of the budget, and next
year's budget. [Power point of FY2021 Budget coincided with overview.]
Finance Dir. Bockenstedt and Budget & Compliance Officer Fleagle present for discussion.
Department budgets were presented as outlined on the agenda (IP2 of 01/02/20 Info Packet);
and page number in parenthesis refers to pages in the Proposed Financial Plan (12/20/19 Info
Packet). Power points of organization charts for the City departments were shown and archived.

Development joint meeting with City Council; and Megan Alter regarding support and
neighborhood betterment in the south district neighborhood.
9. Planning and Zoning Matters
9.a. Ordinance conditionally rezoning approximately 35.29 acres of land located
north of American Legion Road and east of Eastbrook Street from County
Residential (R) zone to Interim Development - Single Family Residential (ID -RS)
zone. (REZ19-09) (Second Consideration)
Motion to give second consideration. Moved by S. Mims, seconded by J.
Thomas. Motion Passed. (7 Ayes) Councilor Mims noted the rezoning was to Interim
Development and would have to come back to the Council for another rezoning
before development occurs.
9.b. Ordinance amending Title 14, Zoning related to utility -scale, ground -mounted
solar energy systems. (ZCA19-05) (Pass & Adopt)
Motion to pass and adopt Ordinance 20-4817. Moved by J. Thomas, seconded by
M. Salih. Motion Passed. (7 Ayes)

10. Resolution approving the project manual and estimate of cost for the
construction of the Spruce Street Water Main Replacement Construction
Project, establishing amount of bid security to accompany each bid, directing
City Clerk to post notice to bidders, and fixing time and place for receipt of bids.
A public hearing was held. Senior Civil Engineer Welter presented a power point.
Councilor Salih asked about access for area residents.
Motion to approve Resolution 20-9. Moved by S. Mims, seconded by J. Thomas.
Motion Passed. (7 Ayes)
11. Resolution approving project manual and estimate of cost for the construction
of the McCollister Boulevard Extension Project, establishing amount of bid
security to accompany each bid, directing City Clerk to post notice to bidders,
and fixing time and place for receipt of bids.

point. Individual Council members expressed their views. City Manager Fruin provided
additional information.

13. Resolution adopting Iowa City's 2021-2025 Consolidated Plan (known as City
Steps 2025), authorizing the City Manager to submit said plan, technical
corrections, and all necessary certifications to the U.S. Department of Housing
and Urban Development, and designating the City Manager as the authorized
Chief Executive Officer for the Consolidated Plan.
Motion to approve Resolution 20-11. Moved by S. Mims, seconded by J. Weiner. Motion
