7.a. December 2019 Disbursements
Motion to approve disbursements in the amount of $13,104,204.44
for the period of December 1 through December 31, 2019, as
recommended by the Finance Director subject to audit.
Disbursements are published and permanently retained in the City
Clerk's office in accordance with State Code.

7.b. Amending Budgeted Positions - Government Buildings Division
Resolution amending the budgeted positions in the Government
Buildings Division of the Parks and Recreation Department by
deleting one full-time Senior Maintenance Worker—
Government Buildings and amending the AFSCME and
Administrative pay plans by deleting the position Senior
Maintenance Worker— Government Buildings, grade 9 and
adding the position Assistant Facilities Manager, grade 27.
Comment Upon retirement of a Government Buildings staff member the needs of the
division were reviewed. A new position of Assistant Facilities Manager was approved in
FY19 budget, but not filled. Staff recommends eliminating the Senior Maintenance Worker
position and filling the Assistant Facilities Manager to provide additional leadership,
supervision and project management in the Government Buildings division.
7.c. Amending budgeted positions - City Manager's Office and
Department of Public Works
Resolution amending the budgeted positions in the City Manager's
Office and Public Works and the AFSCME pay plan by deleting
the position Public Infotmation/Education Coordinator— Public
Works and adding the position Climate Action Engagement
Specialist to grade 12.
Comment: Approval of this resolution will remove the Public Information/Education
Coordinator, grade 12 in the AFSCME pay plan, from the Public Works Department
and add a Climate Ac ion Engagement Specialist position, at grade 12, to the Climate
Acton and Outreach division within the City Manager's Office. This position will be
responsible for community outreach, volunteer coordination, and communication
support as they pertain to the City's climate action objectives.
7.d. Landfill Consultant Services
Resolution approving, authorizing, and directing the Mayor to
execute and the City Clerk to attest an Agreement by and between
the City of Iowa City and Barker Lemar Engineering Consultants,
Inc., West Des Moines, Iowa to provide environmental compliance
and engineering consultant services for the Iowa City Landfill and
Recycling Center.
Comment This agreement authorizes Barker Lemar Engineering Consultants, Inc. to
provide ongoing environmental compliance and engineering services to comply with local,
state, and federal regulations for the Iowa City Landfill and Recycling Center from January
1, 2020 through June 30, 2024. The total cost of the services is $349,500 and will be
funded by the Landfill Engineering Services - Account # 75750121.

Te. First Avenue and Scott Boulevard Intersection Improvements
Resolution approving, authorizing and directing the Mayor to
execute and the City Clerk to attest an Amendment No.1 to the
July 30, 2019 agreement by and between the City of Iowa City and
Strand Associates, Inc. to provide engineering consultant services
for the First Avenue and Scott Boulevard Intersection
Improvements Project.
Comment This amendment authorizes Strand Associates, Inc. to prepare preliminary
and final design for the First Avenue and Scott Boulevard Intersection Improvements
Project. The fee fix Amendment No.1 is $114,800 which, along vvith original Consultant
Agreement, will bring the total consultant service fees to $142,300.
71 Prentiss Street Bridge Replacement
2-o `' Cp Resolution to rescind Resolution No. 19-292 which included
approving project manual and estimate of cost for the construction
of the Prentiss Street Bridge Project (BROS-3715(663)-W-52),
establishing amount of bid security to acoompany each bid,
directing City Clerk to post notice to bidders, and fixing time and
place for receipt of bids
Comment The City contracted with INV, P.C. of Dubuque, IA in May of 2018 for
consulting services. Final design plans were submitted to the Iowa Department of
Transportation (IDOT) on November 5, 2019 for the January 22, 2019 bid letting.
During the bidding period, a number of deficiencies were discovered. The DOT
determined that the necessary changes would be considered redesign, not appropriate
for an addendum, and reoornmended that the City withdraw the project from the current
letting. Revisions will be submitted to the DOT on 1/17/20 and the project has been
tentatively rescheduled for the March 17, 2020 letting. The completion of the project is
still e)pected to be by Fall 2020.
8. Setting Public Hearings
8.a. FY20 Wastewater Clarifier Repairs
Resolution setting a public hearing on February 4, 2020 on the
project manual and estimate of cost for the Construction of the
FY20 Wastewater Clarifier Repairs Project, directing City Cleric to
publish notice of said hearing, and directing the City Engineer to
place said project manual on file for public inspection.
Comment This project involves the removal, repair ardor replacement of ebsting
secondary clarifier equipment at the Wastewater Treatment Facility. The estimated cost of
oonstucfion is $375,000 and will be funded through the Wastewater Clarifier Repairs
account # V3144.

8.b. Mercer Aquatic Center Pool LED Lighting
Resolution setting a public hearing on February 4, 2020 on the
project manual and estimate of cost for the construction of the
Mercer Aquatic Center Pool LED Lighting Project, directing City
Clerk to publish notice of said hearing, and directing the City
Engineer to place said project manual on file for public inspection.
Comment The project improves lighting on the pod deck for increased safely and
includes improving energy efficiency by reducing carbon emissions through
replacement of ebsting metal halide lighting tMres with LED lighting fbMres. The
estimated oost of construction is $155,000 funded through the Carbon Emissions
Reduction Project a000unt # E4520.

Comment At its November 7 meeting, by a vote of 7-0 the Planning and zoning Commission
recommended approval of this rezoning subject to conditions related to fulfilling the City s
affordable housing annexation policy, dedicating additional right-of-way, and conveyance
of a temporary construction easement to the City. Approval will allow the future development
of this properly within Iowa City.

12. Repeal Rental Permit Moratorium
2�!a - 9?9 Ordinance repealing Ordinance No. 19-4793, a temporary moratorium on
new rental permits for single-family and duplex units. (Second
Consideration)
Comment Following a law passed last spring prohibiting the City from having a rental permit
cap, Council passed an ordinance issuing a temporary moratorium on new rental permits for
S 4�� single-family and duplex units in certain neighborhoods to allow staff time to explore alternative
strategies to mitigate the impact of rental housing on such areas as neighborhood stability and
e� affordable housing. The moratorium automatically sunsets on March 1, 2020, and with the
passage of the ordinances on radon testing and single-family site development standards, the

Rochester Avenue Reconstruction
Resolution establishing the design elements necessary to begin design
and engineering documents for the Rochester Avenue Reconstruction
Project.
Comment Considering the pedestrian accessibility and bicyde network improvement
goals identified in the Complete Streets Policy and Bicycle Master Plan, the City desires
to incorporate sidewalks and bike lanes with the project City Council is being asked to
