Joint meeting with the Housina and Community Development Commission (HCDC) to discuss
funding for the Aid to Agency arant proaram
Members of the Housing and Community Development Commission (HCDC) and City Council
discussed the FY21 Aid to Agencies Grant Funding. Community Development Planner Lehmann
provided background on the funding process and how the Commission came to the decision for the
current request. Nicki Ross, Table to Table and Crissy Canganelli, Shelter House presented a power
point on behalf of the Agency Impact Coalition. The following individuals appeared: Stu Mullins, UAY;
Becci Reedus, Community; and Barbara Vinograde, Iowa City Free Medical Clinic.
Action: `FY 2021 Aid to Agencies Grant Funding' will be listed as a work session topic on the February
4th agenda. Staff will provide the City Council additional background on past social service funding and
will also provide a few funding scenarios and outline staff's recommendation for increasing financial
support within the parameters of the previously proposed tax rate.
Determine discussion topics for February 1111 ioint meetina with UISG
UISG Alternate Liaison, Charlotte Lenkaitis, and Council members discussed the survey results
provided in the 1/16/20 Information Packet (IP5). Individual Council members expressed their views
Likely topics include affordable housing, climate action, physical safety of students, parking and
transportation, waste and recycling, and housing inspections/sidewalk snow removal. Lenkaitis
provided additional meeting information.
Action: The joint City Council meeting with UISG will take place on February 11th from 7-9pm at the
Iowa Memorial Union. UISG will present a draft agenda at the February 0 work session.
Clarification of Agenda Items
• [12]... Repeal Rental Permit Moratorium... Council member Mims stated she would be proposing to
consolidate the second and third readings during the formal meeting.

noted the proposed summer meeting schedule.
Action: City Manager Fruin asked Council members to disregard the memo on the
summer meeting schedule. A revised proposal for the summer meeting schedule will be
published in a forthcoming IP for your consideration at the February 4th work session.
