Resolution Approving a Purchase Agreement by and between the
City of Iowa City and Iowa City Elks Lodge #590 for auditor's
parcel 2019-136 at the comer of Foster Road and No Name
Street
Comment City purchase of auditor's parcel 2019-136, an 8.06 -acre parcel of real
estate at the comer of Foster Road and No Name Street both satisfies the needs of the
Idlytlwild Storrnwater Diversion Project and furthers the Citys policy, since the flood of
2008, to pursue the acquisition of property in the floodplain when funding becomes
available or properties become available for sale at a reasonable price in order to
prevent development in the floodplain.

Budgeted Positions - Water Division
Resolution amending the budgeted positions in the Water Division
of the Public Works Department by deleting one full-time
Maintenance Worker I — Meter Reader position and adding one full-
time Maintenance Worker I — Water Customer Service position and
amending the AFSCME pay plan by deleting the position
Maintenance Worker I — Meter Reader position, grade 2.
Comment The Maintenance Worker I — Meter Reader position in the Water Division
was recently vacated. An evaluation of staffing needs of the Water Division has
determined that a Maintenance Worker I — Water Customer Service position would
better serve the reeds of the City. Therefore, the Water Division seeks approval to
eliminate the Maintenance Worker I — Meter Reader position and replace it with a
Maintenance Worker I — Water Customer Service position. The net change is an
increase of $1,289.60.
Spruce Street Water Main Replacement
Resolution awarding contract and authorizing the Mayor to sign
and the City Clerk to attest a contract for construction of the
Spruce Street Water Main Replacement Project.

Setting Public Hearings
8.a. Zoning code text amendment related to animal related commercial
uses
Motion setting a public hearing for February 18 on an ordinance to
amend Title 14, Zoning related to animal -related commercial uses.

Comment At its January 16 meeting by a vote of 7-0 the Planning and Zoning
Commission recommended approval of this amendment which would allow general
animal -related commercial uses in Highway Commercial (CH -1) zones. The amendment
also creates definitions for animal daycare and indoor animal recreation uses, and allows
these new uses provisionally as general animal -related commercial uses Lastly, the
amendment creates private outdoor animal related commercial uses as an accessory use
in Highway Commercial (CFk1) zones.

8.b. Robert A Lee Recreation Center Phase 2 Improvements
Resolution setting a public hearing on February 18, 2020 on the
project manual and estimate of cost for the construction of the
Robert A Lee Recreation Center Phase 2 Improvements Project,
directing City Clerk to publish notice of said hearing, and directing
the City Engineer to place said project manual on file for public
inspection.
Comment The project includes renovations to existing pool deck restroorns,
renovations to the existing racquetball court and game room, and renovations to the
existing building fire alarm system. All improvements will be compliant with Americans
with Disabilities Act (ADA) regulations. The estimated crostrtx tion cost is $370,000 and
will be funded with Account #84351— Recreation Center ADA Improvements.

12. Mercer Aquatic Center Pool LED Lighting
20 - Resolution approving project manual and estimate of cost for the
construction of the Mercer Aquatic Center Pool LED Lighting Project,
establishing amount of bid security to accompany each bid, directing City
Clerk to post notice to bidders, and fixing time and place for receipt of

Comment The project improves lighting on the pool deck for increased safety and includes
improving energy efficiency by reducing carbon emissions through replacement of existing
metal halide lighting fixtures with LED lighting fixtures. The estimated cost of construction is
$155,000 funded through the Carbon Emissions Redudon Project account # E4520.

Comment This project involves the removal, repair ardor replacement of eassting secondary
clarifier equipment at the Wastewater Treatment Facility. The estimated cost of construction is

15. Hickory Trail Traffic Calming
o _31 Resolution authorizing the installation of speed humps on Hickory Trail,
between First Avenue and Tamarack Trail.
Comment The residents of HickoryTrail have successfully completed the City of k>wa Cilys
Traffic Calming Program. The street qualifies for the program based on traffic speed data. Staff
discussed the proposal with residents at a neighborhood meeting held on November 14. A fdkwv-
up survey of residents of the street yielded an 83% response rate. Of those households that
e responded by the deadline, 791/6 indicated their approval of the proposal to install speed humps.

16. Assessment Schedule
2,0-32— Resolution adopting an assessment schedule of unpaid mowing, dean -up
of property, snow removal, sidewalk repair, and stop box repair charges
and directing the Clerk to certify the same to the Johnson County
Treasurer for collection in the same manner as property taxes.
Comment The City has the authority under Iowa Code §364.13B to assess the nuisance
abatement costs in the same manner as a property tax. This resolution allows the City Clerk to
I� certify to the Johnson County Treasurer the abatement cost to be assessed against the property.
�' r This assessment is being pursued only after the City took many steps to resolve the matter. The
City notified the homeawners to abate the nuisance (for example, to remove snow from the
sidewalk) and after the homeowner did not take action to abate the nuisance, the City abated the
nuisance and billed the owner. After being billed at least twice, these owners still have not paid the
abatement costs. The City has sent a letter to the homeowner giving them notice that this
resolution would be on the agenda, a copy of which is attached to the resolution. No interest will
be charged if the owner pays within 30 days of the first required publication. Attached as an exhibit
to the resolution is a list of the properties that will be assessed and the amount that will be
