Comment: As part of the South District Program, the City purchased a duplex located at
1232-1234 Sandusky Drive for the purpose of converting it to 2 condominium units and
selling each unit to income eligible persons. The resolution approves the attached
Declaration of Condominium Regime, the legal document that allows for the sale of a
condo unit
7.b. Purchase of Prooerty from Kum'n Go for Public Works site
Resolution approving Purchase Agreement by and between the
City of Iowa City and KG STORE 526, L.L.C. for Auditor's Parcel
99093 at the northwest comer of S. Gilbert Street and McCollister
Blvd.
Comment Purchase of this two acre parcel will enable the expansion of the current
public works site. Kum n Go purchased the parcel in June of 2017 for $638,500. The
city will purchase the site for $640,000.
7.c. Budgeted Positions - Equipment Division
210 -�� a_ Resolution amending the budgeted positions in the Equipment
Division of the Public Works Department by adding one full-time
Mechanic I - Equipment, grade 9.
Comment This resolution adds one full-time Mechanic I - Equipment position in the
Equipment Division. This position is necessary due to a National Guard deployment
and will allow the Equipment Division to maintain the level of service for the City fleet.

7.d. Adding Purchasing Assistant, deleting Purchasing Clerk
=7 Amending budgeted positions in the Purchasing Division of the
Finance Department by deleting one full-time Purchasing Clerk
position, and adding one full-time Purchasing Assistant position,
and amending the AFSCME pay plan by deleting the position of
Purchasing Clerk, grade 2, and creating the position of Purchasing
Assistant, grade 4.
Comment Replacing the position of Purchasing Clerk, AFSCME grade 2, with a
newly -created position of Purchasing Assistant, AFSCME grade 4.
8. Setting Public Hearings
8.a. Prentiss Street Bridge Replacement
2-d - Resolution setting a public heading on March 3, 2020 on project
manual and estimate of cost for the construction of the Prentiss
Street Bridge Replacement Project (BROS-3715(663)-W-52),
and directing City Clerk to publish notice of said hearing, and
directing the City Engineer to place said project manual on file for
public inspection.
Comment This project incudes the replacement of the Prentiss Street Bridge over
Ralston Creek, roadway improvements on Prentiss Street from the bridge to Dubuque
Street and improvements on Linn Street from Prentiss Street to 200' north, storm sewer
and water main replacement, and installation of ADA sidewalk ramps. The estimated
project construction cost is $1,370,000 and funds are available in Account #IS3935 —

8.b. Water Distribution East Pressure Zone
2-0 Resolution setting a public hearing on March 3, 2020 on project
manual and estimate of cost for the construction of the Water
Distribution East Pressure Zone Project, directing City Clerk to
publish notice of said hearing, and directing the City Engineer to
place said project manual on file for public inspection.
Comment: The Water Distribution East Pressure Zone Project generally incudes the
construction of water distribution system infrastructure to create an east pressure zone.
These activities will occur at multiple locations throughout the City to remove water main
oonnections, install fire hydrants, valves, water main, and check valves. The estimated
project cost is $240,000 and will be funded by the Water Fund.

manual and estimate of cost for the construction of the Scott,
Napoleon, Fairmeadows Parte Improvements Project, directing
City Clerk to publish notice of said hearing, and directing the City
Engineer to place said project manual on file for public inspection.
Comment This project includes the removal of existing structures, play equipment,
pavements, and utilities and construction of open shelters, play equipment, sidewalks
and accessibility improvements in Soott, Napoleon, and Fainneadows Parks. The
estimated project cost is $395,000 and will be funded by the Napoleon, Scott,
Fairrneadows Park Rehabilitation account # R4367.
8.d. Wetherby Park Improvements
`f I Resolution setting a public hearing on March 3, 2020 on project
manual and estimate of cost for the construction of the Wetherby
Park Improvements Project, directing City Clerk to publish notice
of said hearing, and directing the City Engineer to place said
project manual on file for public inspection.
Comment This project includes the removal of eAsting structures, play equipment,
pavements, and utilities and construction ar an open shelter, restroan, play equipment,
sidewalks and accessibility improvements in Wetherby Park. The estimated project cost is
$585,000 and will be funded by the Wetherby Restroom, Shelter & Playground Upgrades
account # R4349.

Ordinance to amend Title 14, Zoning, related to animal -related
commercial uses. (REZ19-14)
Comment At its January 16 meeting by a vote of 7-0 the Planning and Zoning
Commission recommended approval of this amendment which would allow general
animal -related commercial uses in Highway Commercial (CH -1) zones. The amendment
also creates definitions for animal daycare and indoor animal recreation uses, and allows
these new uses provisionally as general animak-elated commercial uses. Lastly, the
amendment creates private outdoor animal related commercial uses as an accessory use
in Highway Commercial (CH -1) zones.

Zoning Commission recommended approval of the proposed rezoning. The proposed

Request
Resolution approving height bonuses for 12 E. Court Street in the
Riverfront Crossings — South Downtown Zone. (DRC19-04)
Comment The Staff Form -Based Code Committee has reviewed the proposed building
design and finds that the proposal meets the requirements of the Riverfront Crossings
Form -Based Code. On January 16, the Planning and Zoning Commission reviewed the
height bonus request and recommended approval by a vote of 5-2 (Dyer and Townsend in
the negative) subject to the following: redesign of Capital Street, administrative review of the
management plan, additional detail on student amenity space, secure, nonopaque
fencing around interior bicycle parking, and substantial changes to the approved design

Comment This resolution approves the recommendation by the Human Rights Commission to
provide full funding for the top sic scoring applicants and partial funding for the hop seventh

Resolution adopting an assessment schedule for unpaid mowing charges
and directing the Clerk to certify the same to the Johnson County
Treasurer for collection in the same manner as property taxes.
Comment State law allows City Council by resolution to assess properties for unpaid mowing
charges, snow removal, and other nuisance related e)penses, This resolution will assess 213
W. Benton St for $264.64, the cost incurred for removal of weeds, volunteer trees, and other
nuisance vegetation plus the administrative fee. The City has billed the property owner three
