8.a. UISG Appointment
Motion approving the appointment of Ryan Longnecker as the
Altemate City Council Liaison from the University of Iowa Student
Government (UISG) to the City Council until May 1, 2020.
Comment This motion affirms the appointment of UISG representative Ryan
Longnecker as Alternate City Council Liaison replacing Charlotte Lenkaitisfor the
remainder of her term. Cormspondence included in Council packet.
8.b. Condominium Declaration for 2129-2131 Taylor Dirve
Resolution approving and authorizing the Mayor to execute and the
City Cleric to attest a Declaration of Condominium Regime for the
2129-2131 Taylor Drive Condominiums.
Comment: As part of the South District Program, the City purchased a duplex located at
21212131 Taylor Drive for the purpose of converting it to 2 condominium units and
selling each unit to income eligible households. The resolution approves the attached
Declaration of Condominium Regime, the legal document that allows for the sale of a
condo unit
8.c. Parks and Recreation Fees
Resolution establishing a revised schedule of fees and charges for
Parks and Recreation services and programming and rescinding
Resolution Number 19-43 previously establishing said fees and
charges.
Comment City Code requires the City Council to provide reviewfor adoption. The
Parks and Recreation Commission annually reviews, makes suggestions and approves
fees and charges for all Parks and Recreation Department services and programs.

8.d. Mercer Aquatic Center Pool LED Lighting
Resolution awarding contract and authorizing the Mayor to sign
and the City Cleric to attest a contract for construction of the
Mercer Aquatic Center Pool LED Lighting Project.
Comment Bids for this project were received on Tuesday, February 25, 2020,
and the following bids were received:
Gerard Electric Iowa City, IA $ 85,460.00
Advanced Electrical Services Iowa City, IA $ 132,750.00
Engineer's Estimate $ 155,000.00
Public Works and Engineering recommend award of the contract to Gerard
Electric of Iowa City, Iowa. The project will be funded through the
CarbonEmissions Reduction Project - Account # E4520.
8.e. Hickory Hill Park Improvements Project— Phase 1
Resolution accepting the work for the Hickory Hill Park
Improvements Project—Phase 1.
Comment The project has been completed by Calacci Construction of Iowa
City, Iowa, in substantial accordance with the plans and specifications. The
Engineer's Report and Performance and Payment bonds are on file with the
City Clerk.

execute and the City Clerk to attest an Agreement by and
between the City of Iowa City and Midland GIS Solutions, LLC, of
Maryville, MO to provide engineering consultant services for the
Asset Management Project.
Comment This agreement authorizes Midland GIS Solutions, LLC. to provide consultant
services induding the study of existing asset management data and products, assist in the
procurement of products and swAoes, implementation of processes and products, and
the collection of asset inverttay data for the Asset Management Project The total cost of
the services is $429,973.00 and will be funded by General Obligation Bonds.

Comment This Resolution will approve the procurement of one (1) new Vermeer
TR5300 Trommel Screen to be used by Landfill Operations. Sour ewell 000perative
contract #!050119-VRM will be utilized for this procurement The total purchase price is
$180,700.00, which exceeds the $150,000.00 spending authority of the city Manager,
and so requires Council approval.
8.h. FY20 Wastewater Clarifier Repairs

and the City Clerk to attest a contract for construction of the FY20
Wastewater Clarifier Repairs Project.
Comment Bids for this project were received on Tuesday, February 25, 2020,
and the following bids were received:

Engineer's Estimate $ 375,000.00
Public Works and Engineering recommend award of the contract Fab
Tech Wastewater Solutions of Warrenton, Missouri. The project will be
funded through the Wastewater Clarifier Repairs account # V3144.
8.i. Support for SOTA grant application
A-53 -53 Resolution of the Iowa City City Council authorizing support for a
grant application by Summer of the Arts for the purpose of
receiving benefits from the Washington County Riverboat
Foundation.
Comment Summer of the Arts produces the Iowa City Jazz Festival and it is seeking
grant funding from the Washington County Riverboat Foundation (WCRF) for support of
the event Because the event is held on municipal property, the WCRF requires City
Council support of the grant request

8j. Element Hotel parking agreement
Resolution authorizing the Mayor to sign and City Clerk to attest a
parking agreement with Iowa City ES Hotel L.L.C., for use by
registered Element Hotel patrons.
Comment This resolution authorizes the execution of a parking agreement between the
City of Iowa City and the Element Hotel alb mng for the purchase of 25 parking permits to
be used in the Court Street Transportation Center for the use and benefit of hotel patrons
at the hotel operator's expense.

Comment This resolution sets a public (nearing for 7:00 pm on March 24, 2020 to
receive public comment regarding issuance of up to $11,600,000 General Obligation
Bonds and audxAzes the City Clerk to publish notice of hearing.
9.b. Setting Bond Public Hearing - $700,000 General Obligation Bonds

proposed FY2021 Operating Budget, the proposed three-year
Financial Plan for FY2020 - FY2022, and the five-year Capital
Improvement Plan 2020 - 2024.
Comment This resolution sets a public hearing on March 24, 2020 to discuss the
FY2021 proposed operating Budget, the three-year Financial Plan for FY2020 -
FY2022 and multi-year Capital Improvement Plan (CIP) 2020 - 2024. Detailed
information on the budget will be available for public inspection on Friday March 13,
2020.
9.e. Lease Aareement with MidAmerican Energy Company fora Solar
Energy System at Waterworks Prairie Park
Resolution of intent to consider the proposed lease of land at the
Waterworks Prairie Park to MidAmerican Energy Company for a
large scale solar energy system and setting a public hearing
thereon for March 24, 2020.
Comment: This is a lease of 18.89 acres of land at Waterworks Prairie Park to
MidAmerican Energy Company for the purpose establishing a large-scale solar energy
system. The lease term is thirty years with an additional 10 year option. The annual
rental payment will be $13,440 with a three percent annual escalator. The lease is
consistent with the actions called for in Iowa City's Climate Action and Adaptation Plan.

Comment At its January 16 meeting by a vote of 7-0 the Planning and Zoning
Commission recommended approval of this amendment which would allow general
animakelated commercial uses in Highway Commercial (CH -1) zones. The amendment
also creates definitions for animal daycare and indoor animal recreation uses, and allows
these new uses provisionally as general animakelated commercial uses. Lastly, the
amendment creates private outdoor animal related commercial uses as an accessory use

Resolution approving project manual and estimate of cost for the
construction of the Prentiss Street Bridge Replacement Project (BROS-
3715(663}-BJ-52), establishing amount of bid security to accompany
each bid, directing City Clerk to post notice to bidders, and fixing time
and place for receipt of bids.
Comment: This project incudes the replacement of the Prentiss Street Bridge over Ralston
Creek, roadway improvements on Prentiss Street from the bridge to Dubuque Street and
improvements on Linn Street from Prentiss Street to 200' north, storm sewer and water main
replacement, and installation of ADA sidewalk ramps. The estimated project construction cost is
$1,370,000 and funds are available in Account #tS3935 — Prentiss Street Bridge Replacement

14. Water Distribution East Pressure Zone
Resolution approving project manual and estimate of cost for the
construction of the Water Distribution East Pressure Zone Project,
establishing amount of bid security to accompany each bid, directing City
Cleric to post notice to bidders, and fixing time and place for receipt of

Comment The Water Distribution East Pressure Zone Project generally incudes the
construction of water distribution system infrastructure to create an east pressure zone. These
activities will occur at multiple locations throughout the City to remove water main connections,
install fire hydrants, valves, water main, and check valves. The estimated project cost is
$240,000 and will be funded by the Water Fund.
