Police Labor Relations Organization of Iowa City Tentative A -qt Motion to approve a tentative agreement between the City of Iowa City and the Police Labor Relations Organization of Iowa City. Comment This is a 5 year agreement for fiscal years 2021-2025. The agreement establishes wage and insurance settlements for each of the 5 years, permits the Chief to hire oertiFied officers up to and including step 3 of the wage scale, establishes a sick leave conversion option for officers with at least 1000 hours of acrnued sick leave, and extends the City's Family and Parental Leave Policy to Police bargaining unit members. In addition, the agreement modifies contract provisions related to uniforms, scheduling of over time, accrual of oomp tPne for contracted event over time assignments, and monthly target ammunition allotments. 6.d. Amended agreement for Hieronymus Square Resolution approving Amendment #2 to an Agreement for Private Development between the City of Iowa City, Hieronymus Square Developers, L.L.C., Iowa City ES Hotel, L.L.C., and HS3 L 4, L.L.C. Comment The original Development Agreement included details of roan design in the Element Hotel that changed by the time architectural documents were finalized and the building was buit This amendment addresses those changes. 6.e. Removing Appointee to the Community Police Review Board roc re Resolution to remove Board Member Samuel Conaway from the �e Community Police Review Board. Comment State law requires that removal of a person appointed by the Council to a city CO office must be by written order detailing the reasons for the removal and the appointee must be given notice of the removal and the opportunity to be heard at a public hearing. Samuel Conaway was appointed to the Community Police Review Board on May 21, 2019 and did miss four consecutive regular scheduled meetings on November 14, 2019, December 10, 2019, January 14, 2020 and February 11, 2020. Neither the Board Chair or staff to the Board have had any contact with Mr. Conaway since the Cdober 8, 2019 meeting. 6.f. Approval of FY2020 Inter -fund Transfer Amendment Resolution Amending FY2020 Inter -fund Transfers. Hickory Hill Park Natural Areas Management Resolution authorizing the procurement of professional and technical services for Hickory Hill Park Natural Areas Management for the City of Iowa City. Comment This resolution authorizes the Purchasing Division to procure professional and technical services for Hickory Hill Park natural areas management The work will consist of select forest management and streambank restoration. The project will be paid for with REAP grants from the State. 6.h. Robert A Lee Recreation Center Phase 2 Improvements 2-L -' Resolution rejecting bids received on March 11, 2020 for the Robert A Lee Recreation Center Phase 2 Improvements Project. 6.i. Jefferson Street/Glendale Road Traffic Calming Resolution authorizing the installation of speed humps on Jefferson Street and Glendale Road, between Clapp Street and 7th Avenue. Water Distribution East Pressure Zone Project Resolution awarding contract and authorizing the Mayor to sign and the City Clerk to attest a contract for construction of the Water Distribution East Pressure Zone Project. Comment Bids for this projectwere received on Thursday, March 19, 2020. Staff is reviewing the bids and recommendation for award will be made at the Council meeting. Comment This agenda item rescinds the previous award and sets a new bid date and time for rebidding the FY20 Wastewater Clarifier Repairs Project. The estimated cost for this project is $375,000. Funds are available in the Wastewater Clarifier Repairs account *V3144. 6.1. Sale of 1234 Sandusky Dr. Resolution setting a public hearing for April 7, 2020, on a proposal to convey a single family home located at 1234 Sandusky Drive. Comment As part of the South District Program, the City purchased a duplex at 1232- 1234 Sandusky Drive, rehabilitated it, and converted it to a 2 -unit condominium. The City has received an offer to purchase 1234 Sandusky Drive for $115,000 from an incorneefigible family. The sale will provide affordable owneroocupied housing. Iowa Avenue Bridge Repair Resolution setting a public hearing on April 7, 2020 on project manual and estimate of cost for the construction of the Iowa Avenue Bridge Repair Project, directing City Clerk to publish notice of said hearing, and directing the City Engineer to place said project manual on file for public inspection. Comment: This project involves repairing all the expansion joints, including edge repair and spall repair along thejoints, on the W. Iowa Avenue bridge between S. Riverside Drive and S. Madison Street. The estimated construction cost is $100,000 and funds for this project are available in the Annual Bridge Maintenance and Repair account # S3910. 7.c. Transit Funding Application Resolution setting a public hearing for the April 21, 2020 City Council meeting regarding the FY2021 Iowa Department of Transportation Consolidated Transit Funding Application for Iowa City Transit. Comment: The Metropolitan Planning Organization of Johnson County will be filing a consolidated transit funding application on behalf of Iowa City Transit with the Iowa Department of Transportation. This is an annual process that Iowa City undertakes, outlining federal funds requested for operating and capital expenses and ensures projects become eligible for potential use of federal funds. In accordance with statutory requirements, this resolution will set the public hearing for the April 21, 2020 City Council meeting. A notice will be published announcing the date of the hearing. 8. Lease Agreement with MidAmerican Energy Company for a Solar Energy System at Waterworks Prairie Park Resolution approving the lease of land at the Waterworks Prairie Park to _ MidAmerican Energy Company for a large-scale solar energy system. Comment This is a lease of 18.89 acres of land at Watervwrics Prairie Park to MidAmerican Energy Company for the purpose of establishing a large-scale solar energy system. The lease term is 30 years with an additional 10 year option. The annual rental payment will be $13,440 with a 3% annual escalator. Resolution authorizing the issuance of $12,145,000 General Obligation bonds, series 2020, and levying a tax for the payment thereof. Comment The pre -levy resolution imposes a levy for the Fiscal Year beginning July 1, 2020 and ending June 30, 2021. This is included in the Fiscal Year 2021 Budget This resolution satisfies the requirements for the resolution and levy as required by Iowa Code Chapter 76. When the Bonds are issued (the sizing of Wiich may charge as directed by the Council), the authorizing resolution will incorporate this levy based on the actual rates at the sale. 14. Comment Resolution to adopt the Three -Year Financial Plan for FY2020-2022 and five-year Capital Improvement Plan for 2020-2024. EPA Consent Order - Zinc effluent limits 20 -83 Resolution Authorizing the Mayor to sign and the City Clerk to attest the Consent Order between the City of Iowa City and the Environmental Protection Agency regarding zinc effluent limitations at the Wastewater s4�,e— Treatment Plant. Comment: Since June of 2016 the City has been waiting to address the identified zinc exceedances in the Wastewater Treat neut Plant (W WTP) effluent by identifying zinc sources and attempting to capture and retain more zinc in the biologic process and bicsolids. All zinc exceedances were reported to the Iowa Department of Natural Resources (IDNR) as required by the NPDES Permit and increased sampling both internally and externally was done to identify additional sources of zinc. The initial indication was the zinc was being ooncentrated through the biosolids dewatering process and that modified treatment techniques would address it In November of 2019 the EPA performed a Pretreatment Audit which identified the problem as the use of an estimated treatment plant removal efficiency in the City's calculation of and the IDNR's approval of local limits rather than a more accurate site-specific removal efficiency. The zinc exceedarxes and the City's failure to reoogn¢e the data showed a more accurate site-spedfic removal efficiency could be derived are violations of the NPDES Permit and applicable regulations. The Consent Order addresses these violations and identifies a Compliance Plan. It does not assess a fine. 18. Wastewater Code Modification Ordinance amending Title 16, entitled "Public Works", Chapter 3, "City Utilities", Article D, "Wastewater Treatment Works Users", Section 6, S "Building Sewers and Connections"; and Article E, "Wastewater 2` -*-CL- Treatment Works Indirect Discharge", Section 4, "Pretreatment Standards", Subsection B(2) to establish updated influent limitations for Zinc. (First Consideration) Comment This ordinance will make two amendments to ft Wastewater Ufility section to the City Code. The first clarifies the responsibility of abandoning building servers and connections. Comment This resolution will approve a 28E agreement forfunding to be provided by the cities to the construction of the Center (2.5M from Iowa City, 500K by Coalville, 500K by North Liberty). The agreement also addresses matters, such as police response and reporting, that will require coordination and collaboration by area haw enforcement and the operators of the Center.
