6.a. City Plaza Mar)
.� Resolution approving City Plaza Map.
•�� Comment The City Code divides City Plaza (aka, the ped mall) into 3 zones. Zone 1 is the
area within 10 feet of the building face, Zone 3 is the emergency/service lane through the
middle of City Plaza, and Zone 2 is everything else. The 3 zones are to be illustrated on
the City Plaza map kept on file ki the City CkWs of iioe and approved by Council
resolution. The map reflects the reconfiguration of amenities, planters, and vegetation
resulting from the recent improvements to City Plaza.
6.b. Downtown Alleys -Solid Waste Containers
Resolution extending the duration of the permit for solid waste
containers in the downtown alleys.
Comment Solid waste containers (i.e., dumpsters) may only be placed in the downtown
alleys pursuant to a 31ear permit The City has issued a permit only to one waste hauler,
Republic Services. This resolution extends the duration of the permit to June 30, 2021 to
allow the City, with input from the Downtown District, time to evaluate
the current system for removing solid waste and collecting recydables in the downtown
alleys.
6.c. Wetherby Park Improvements
Resolution awarding contract and authorizing the Mayor to
sign and the City Clerk to attest a contract for construction

Upgrades Project.
Comment Bids for this project were received on Wednesday, April 1, 2020, and

7.a. Utility Rate Public Hearing Resolution
Resolution setting a public hearing for April 21, 2020 on an
ordinance amending Title 3, entitled "Finance, Taxation and
Fees," Chapter 4, entitled "Schedule of Fees, Rates, Charges,
17-D �sq Bonds, Fines and Penalties," Article 5, entitled, "Solid Waste
Disposal," of the City Code to increase or change solid waste
disposal charges and fees.
Comment Title 3, Chapter 4 amendments include an increase in residential solid
waste collection fees for curbside recycling fees by $.90 per dwelling unit per
month, an increase in residental solid waste collection fees for all TVs or
monitors to $21.50, an inose in landfill use fees for all TVs or mcnitors to
$15.00 per stem, an increase in landfill contaminated soil rates to $50 per ton, an
increase in landfill use fees for solid waste disposal fees by $2.50 per ton, and
an increase of landfill use fees for minimum fee in lieu of tonnage fees by $.50 on
July 1, 2020.

7.b. Sale of 1232 Sandu Drive
Resolution setting public hearing for April 21, 2020, on a proposal
-2-0 -90 to convey a single family home located at 1232 Sandusky Drive.
Comment As part of the South District Program, the City purchased a duplex at 1232-
1234 Sandusky Drive, rehabilitated it, and converted it to a 2 -unit condominium. The
City has received an offer to purchase 1232 Sandusky Dr. for $115,000 from an
income-ligible household. The sale will provide affordable owner -occupied housing.
7.c. Lower Muscatine Area Storm Sewer Improvements
Resolution setting a public hearing on April 21, 2020 on project
manual and estimate of cost for the construction of the Lower
.-20 — q I Muscatine Area Storm Sewer Improvements Project, directing
City Cleric to publish notioe of said hearing, and directing the City
Engineer to place said project manual on file for public inspection.
Comment The project invohfes installing storm sewer on Deforest Avenue and Ginter
Avenue and street pavement reconstruction on Deforest Avenue, from Sycamore Street to
Franklin Street The estimated cost for this project is $1,210,000. Funds are available in the
Lower Muscatine Area Stam Sewer Improvements account #M3632 and the Annual
Pavement Rehabilitation account #S3824.
7.d. 2020 Water Pavement Patching
Resolution setting a public hearing on April 21, 2020 on project
manual and estimate of cost for the construction of the 2020 Water
-9'2— Pavement Patching Project, directing City Clerk to publish notice of
said hearing, and directing the City Engineer to place said project
manual on file for public inspection.
Comment This project is for pavement repair work associated with water- main breaks
on various sheets throughout Iowa City. The estimated cost is $135,000 and will be
funded with Water operational funds.

Energy System at Waterworks Prairie Park
Resolution approving the lease of land at the Waterworks Prairie Park to
MldAmencan Energy Company for a large-scale solar energy system.
Comment This is a lease of 18.89 awes of land at Waterworks Prairie Park to 11/&merican
Energy Company for the purpose of establishing a large-scale solar energy system. The lease
term is 30 years with an additional 10 year option. The annual rental payment will be $13,440
with a 31/6 annual escalator. The lease is consistent Wt h the acfions called for in Iowa City's

13. Wastewater Code Modification
I Ordinance amending Title 16, entitled "Public Works', Chapter 3, "City
f Utilities", Article D, "Wastewater Treatment Works Users", Section 6,
"Building Sewers and Connecfions'; and Article E, "Wastewater
Treatment Works Indirect Discharge", Section 4, "Pretreatment
Standards", Subsection B(2) to establish updated influent limitations for
