FY20 Wastewater Clarifier Repairs ZO' Resolution awarding contract and authorizing the Mayor to sign and the City Clerk to attest a contract for construction of the FY20 Wastewater Clarifier Repairs Project. Comment Bids for this project were received on Wednesday, April 15, 2020, and the following bids were received: Fab Tech WastemraterSolutiorrs Warrenton, MO $ 476,000.00 Miron Constnaction Cedar Rapids, IA $ 497,009.00 Tricon Construction Group Cedar Rapids, IA $ 628,000.00 Engineer's Estimate $ 375,000.00 Public Works and Engineering recommend award of the Fab Tech Wastewater Solutions of Warrenton, MO. The project will be funded through the Wastewater Clarifier Repairs account # V3144. 5.c. Procurement of Snow Plow Trucks ,7-0- `l -7Resolution authorizing the procurement of three (3) snow plow trucks for Streets Operations. Comment This Resolution will approve the procurement of three (3) new snow plow trucks to be used by the Streets Division. Request for Bid #20-246 will be utilized for the procurement of the three cab and chassis trucks ($243,693.00); Sourcewell cooperative contract #080818 -HPI will be utilized for the procurement of the three plow truck body packages ($320,538.00). The total purchase is $564,231.00, which exceeds the $150,000.00 spending authority of the City Manager, and so requires Council approval. 6. Setting Public Hearings 6.a. Rezoning - Eastbrook Street and American Legion Road Motion setting a public hearing for May 5, 2020 on an ordinance conditionally rezoning land near the intersection of Eastbrook Street and American Legion Road from Interim Development Single -Family (ID -RS) to Neighborhood Public (P-1) for approximately 2.14 acres, to Low Density Multi -Family Residential (RM -12) for approximately 10.64 acres, and to Low Density Single -Family Residential (RS -5) for approximately 22.51 acres. (REZ19-13) Comment At its April 2 meeting, by a vote of 7-0, the Planning and Zoning Commission recommended approval of this rezoning subject to conditions related to affordable housing, platting, conformance with the concept plan, trail connections, drainage, and traffic calming. Transit Funding Application Resolution authorizing the filing of an application with the Iowa Department of Transportation for FY2021 Iowa Department of Transportation State Transit Assistance and Federal Transit Administration Funding Comment: The Metropolitan Planning Organization of Johnson County will be filing a Consolidated Transit Funding Application on behalf of Iowa City Transit with the Iowa Department of Transportation. Comment The project involves installing storm sewer on Deforest Avenue and Ginter Avenue and street pavement reconstruction on Deforest Avenue, from Sycamore Street to Franklin Street The estimated cost for this project is $1,210,000. Funds are available in the Lower Muscatine Area Storm Sewer Improvements amount #M3632 and the Annual Pavement Rehabilitation account #S3824. 1. The City has e received an offer to purchase 1232 Sandusky Dr. for $115,000 from an income -eligible household. The sale will provide affordable owner -occupied housing. 1. Utility Rate Public Hearing Resolution Ordinance Amending Title 3, Entitled "City Finances, Taxation And Fees," Chapter 4, Entitled "Schedule Of Fees, Rates, Charges, Bonds, /off/ Fines, And Penalties," Section 3-4-5, Entitled "Solid Waste Disposal. e� Comment Title 3, Chapter 4 amendments include an increase in residential solid waste collection fees for curbside recycling fees by $.90 per dwelling unit per month, a change in residential solid waste collection fees for all TVs or monitors to $21.50, a change in landfill use fees for all TVs or monitors to $15.00 per item, an increase in landfill contaminated soil rates to $50 per ton, an increase in landfill use fees for solid waste disposal fees by $2.50 per ton, and an increase of landfill use fees for minimum fee in lieu of tonnage fees by $.50 on July 1, 2020. 1. Radon Testing -Delay Effective Date Ordinance amending Title 17, entitled 'Building and Housing," Chapter 5, entitled Housing Code," to delay the requirement for radon testing and mitigation in single-family and duplex rental units until July 1, 2021. (First Consideration) Comment: Due to the Citys COVID19 response, staff recommends delaying the effective date for the radon testing and mitigation requirement by one year. This will help reduce the number of contractors or people who must enter a home at this time. Action: h l i i yup r- t Sw 15. 2020 GO Bonds Bidding Procedure o - i o2 Resolution directing the advertisement for sale of $12,145,000* (subject to adjustment per terms of offering) General Obligation Bonds, series 2020, and approving electronic bidding procedures and distribution of preliminary official statement. Comment: This resolution allows for the advertisement for the sale of the bonds, approval of the preliminary official statement, and the receipt of the electronic bids through the SPEER AUCTION competitive bidding system. This resolution is for the $12,145,000 General Obligation Bonds, Series 2020. The sale date for these bonds will be May 5, 2020. Action: April 21, 2020 Iowa City City Council Agenda Page 7 16. Harrison Street Parking Garage Master Lease Partial Redemption 20' 1 o3 Resolution authorizing the redemption of Harrison Street Parking Ramp Master Lease Purchase Agreement and directing notice to be given. 5�� Comment This resolution authorizes staff to proceed on behalf of the City with a redemption of $2,000,000 of the Master Lease Purchase Agreement using a portion of the proceeds from the sale of the Court & Linn Street parking lot By redeeming a portion of the lease early, the City will save over $902,578. Adopt Accelerating Climate Actions Report �' 1 0j Resolution adopting the Iowa City Accelerating Climate Actions Report as amended by the Climate Action Commission. Comment City Council requested a staff report to accelerate and focus implementation of the Pj1L CVs 2018 Climate Action and Adaptation Plan. The Accelerating Iowa City Climate Actions Report was delivered to City Council in November 2019 and reviewed by the timate Action Commission in early 2020.
