TO ALL TAXPAYERS OF THE IOWA CITY URBANIZED AREA AND TO OTHER INTERESTED
PERSONS:
Public notice is hereby given that the University of Iowa will conduct a public hearing on the
University's FY2021 Iowa Department of Transportation Consolidated Transit Funding grant application.
The application will be for approximately $750,359 (4.95734235%) in State Transit Assistance formula
funds to be used for operating and/or purchasing capital items for University of Iowa CAMBUS during
FY2021. Said application will also include a listing of projects to be applied for in FY2021 from the
Federal Transit Administration (FTA) Section 5307, Section 5310, and/or Section 5339 programs. The
FTA Section 5307 program provides federal funds to be used for the operating and capital needs of
University of Iowa CAMBUS. Section 5310 provides funds for programs targeting persons with special
needs, and Section 5339 is a discretionary capital funding program. Section 5307, Section 5310, and/or
Section 5339 projects to be applied for in FY2021 include (total cost and federal amount):

JAAdSx0�013nty (MPOJC) Transportation Planning Division office, 410 E. Washington Street, Iowa
City, Iowa.
A preliminary application will be on file April 17, 2020, at the MPOJC Transportation Planning
Division Office, and may be inspected by interested persons. Any questions or comments regarding the
application, the projects, or the public hearing, should be directed to Brad Neumann, MPOJC Assistant
Transportation Planner, 319-356-5235 or e-mail brad-neumann@iowa-city.org.
These projects will not have any significant detrimental environmental effect on the area and no
persons or businesses will be displaced by these activities. The projects are in conformance with the
MPOJC Long Range Transportation Plan for the Iowa City Urbanized Area.
Any interested persons may appear at the public hearing for the purpose of making objections or
comments. Written comments will be accepted by MPOJC at the above address through the date and
time of the hearing specified above. The proposals in this notice, including the Program of Projects, will
become final unless amended and republished. This notice is given by the Director of Parking and
Transportation for the University of Iowa.

and estimated cost for the construction of the 2020 Water
Pavement Patching in said city at 7:00 p.m. on the 21 st day
of April, 2020, said meeting to be held in the Emma J. Harvat
Hall in the City Hall, 410 East Washington Street in said city,
or if said meeting is cancelled, at the next meeting of the
City Council thereafter as posted by the City Clerk.
This project includes pavement repairs associated with
water main breaks on various streets throughout Iowa City.
Some locations will require the removal and replacement of
driveway, sidewalk, and/or curb and gutter.
Said Project Manual and estimated cost are now on file
in the office of the City Clerk in the City Hall in Iowa City,
Iowa, and may be inspected by any interested persons.

and pedestrian curb ramp improvements

Whereas, pursuant to Chapter 384, Code of Iowa (2013), the City of Iowa City is authorized to establish and
provide for the collection of rates to pay for the City's utility systems, including the City's solid waste disposal
services at the municipal landfill; and

Whereas, the Iowa City Council intends to provide a solid waste disposal rate and fee ureJ tat makes

Whereas, it is in the public interest to increase certain fees and charges associated with saiffsolid waste
disposal services at the municipal landfill; and
Whereas, the Iowa City City Council proposes to increase residential solid waste collection fees for curbside
recycling by $.90 per dwelling unit, per month, to change residential solid waste collection fees for all TVs or
monitors to $21.50, to change landfill use fees for all TVs or monitors to $15.00 per item, to increase
contaminated soil to $50 per ton, to increase landfill use fees for solid waste disposal by $2.50 per ton, and to
increase landfill use fees for minimum fee in lieu of tonnage fees by $.50 on July 1, 2020, to adequately
finance the municipal landfill and refuse operational costs;
Now, therefore, be it ordained by the City Council of the City of Iowa City, Iowa:
Section I. Amendment. Title 3, entitled "City Finances, Taxation, and Fees," Chapter 4, entitled "Schedule of
Fees, Rates, Charges, Bonds, Fines, and Penalties," Section 3-4-5, entitled "Solid Waste Disposal," of the
Iowa City Code is hereby amended by deleting it in its entirety and replacing it as follows:

Section II. Repealer. All ordinances and parts of ordinances in conflict with the provisions of this Ordinance
are hereby repealed.
Section III. Severability. If any section, provision or part of the Ordinance shall be adjudged to be invalid or
unconstitutional, such adjudication shall not affect the validity of the Ordinance as a whole or any section,
provision or part thereof not adjudged invalid or unconstitutional.
Section IV. Effective Date. This Ordinance shall be in effect on July 1, 2020.
