Electronic Meeting (Pursuant to Iowa Code section 21.8)
An electronic meeting was held because a meeting in person was impossible or impractical due
to concerns for the health and safety of council members, staff and the public presented by
COVID-19.
COVID-19 Update
City Manager Fruin gave a City facilities update and stated the he would be announcing the closure of
City facilities to be extended indefinitely.
Mayor Teague noted local updates on COVID-19 numbers and suggested submitting a letter to
Governor Reynolds on behalf of the community and request a shelter in place order. Individual Council
members expressed their views.
Action: Staff will prepare a letter from the City Council to Governor Reynolds regarding her COVID-19
response.
Continue Development of the 2020-21 Strategic Plan
Assistant City Manager Monroe summarized the memo form the April 16 City Council Information
Packet (IP3) and walked through each of the previous amendments made at the March 10`h planning
session. Council members confirmed and discussed additional revisions to the draft and discussed one
the remaining two items. City Manager Fruin provided additional information.
Action: Staff will modify the draft strategic plan per Council's directions and will place the item on the
May 51 work session for continued discussion.
Clarification of Agenda Items
• [7.h] Sara Barron, Johnson County Affordable Housing Coalition: Utility Relief for out -of -work Iowa
Citians... Council member Taylor and Mayor Pro Tem Salih requested separate discussion.
• [16] Harrison Street Parking Garage Master Lease Partial Redemption... Council member Weiner
asked if the partial redemption had any connection to the Credit Program for Parking Pass Holders
which was deferred indefinitely at the April 71 meeting. City Manager Fruin provided information.

• [17] Procurement of Professional Services for Prairie Restoration... Council member Mims
expressed her concern regarding the correspondence from Orchard -Miller area residents who were
opposed to the prairie restoration in Benton Hill park. City Manager Fruin provided additional
information.

1. (4/20 Late Handout, Letter from Johnson County Board of Supervisors to the Muscatine
County Board of Supervisors: Concerns regarding Captain Dean Naylor, Jail
Administrator) Mayor Pro Tem Salih proposed a letter in support of the correspondence
sent by Johnson County to the Muscatine County Board of Supervisors. Individual
Council members expressed their views.
Action: Staff will draft a letter to the Muscatine County Board of Supervisors indicating
our support of the Johnson County Board of Supervisors letter dated April 20, 2020.

Council members reported on various assigned boards, commissions and committees.
