UISG Appointments May 5, 2020 City of Iowa City Page 2 Motion approving the appointment of Ryan Longenecker as the City Council Liaison and Anna Van Heukelom as the Alternate City Council Liaison from the University of Iowa Student Government (UISG) to the City Council until May 1, 2021. Comment: This motion affirms the appointment of UISG representative Ryan Longenecker as the City Council Liaison and Anna Van Heukelom as Alternate City Council Liaison for 2020-2021. Correspondence included in Council packet. 6.b. Police Labor Relations Organization Collective Bargaining Agreement - Fiscal Years 2021-2025 Resolution authorizing an agreement between the City of Iowa City and the Police Labor Relations Organization of Iowa City to be effective July 1, 2020 through June 30, 2025. Comment: This is a 5 year agreement for fiscal years 2021-2025. The agreement establishes wage and insurance settlements for each of the 5 years, permits the Chief to hire certified officers up to and including step 3 of the wage scale, establishes a sick leave conversion option for officers with at least 1000 hours of accrued sick leave, and extends the City's Family and Parental Leave Policy to Police bargaining unit members. In addition, the agreement modifies contract provisions related to uniforms, scheduling of over time, accrual of comp time for contracted event over time assignments, and monthly target ammunition allotments. 6.c. ICHA 5 -Year Plan for Fiscal Years 2020-2024 and the Annual Plan for Fiscal Year 2020 Resolution adopting the Iowa City Housing Authority's 5 -Year Plan for Fiscal Years 2020-2024 and the Annual Plan for Fiscal Year 2020. Comment: The U.S. Department of Housing and Urban Development requires Housing Authorities to submit a 5 -Year Plan and an Annual Plan to describe their mission and their long-term plan for achieving that mission. The Annual Plan provides details about the ICHA's current programs and the resident population served and serves as the annual application for grants to support improvements to public housing buildings (Capital Fund Program). 6.d. Amended bylaws for Public Art Advisory Committee Resolution Adopting Amended By -Laws for the Iowa City Public Art Advisory Committee. Comment: The City Council reviewed and adopted an Iowa City Public Art Strategic Plan 2020-2025 on November 4, 2019. One goal of the plan included the evaluation of the structure, size, practices and accessibility of the Public Art Advisory Committee. As a result of that evaluation, the committee recommends adoption of the attached by-laws to increase the membership from seven (7) to nine (9) members; at least three (3) shall be art or design professionals and two (2) members shall be ex -officio and represent staff from each of the Departments of Public Works and Parks and Recreation. The Iowa City Rules Committee reviewed this amendment on April 27, 2020 and recommend approval. 6.e. Iowa Avenue Bridge Repair Resolution awarding contract and authorizing the Mayor to sign and the City Clerk to attest a contract for construction of the Iowa Avenue Bridge Repair Project. May 5, 2020 City of Iowa City Page 3 Comment: Bids for this project were received on Wednesday, April 29, 2020, and the following bids were received: Minturn, Inc. Brooklyn, IA $ 128,025.00 Hawkeye Paving Bettendorf, IA non-reponsive Engineer's Estimate $ 100,000.00 Public Works and Engineering recommend award of the project to Minturn, Inc. of Brooklyn, Iowa. The project will be funded through the Annual Bridge Maintenance and Repair account # S3910. 6.f. Prentiss Street Bridge Replacement Resolution awarding contract and authorizing the City Engineer to sign a contract for construction of the Prentiss Street Bridge Replacement Project (BROS-3715(663)--8J-52). Comment: Bids for this project were received on Tuesday, April 21, 2020, and the following bids were received: Portzen Construction, Inc. Iowa Bridge & Culvert, LC Vieth Construction Corp. Boomerang Corp. Engineer's Estimate Dubuque, IA $ 1,398,708.11 Washington, IA $ 1,711,265.50 Cedar Falls, IA $ 1,789,506.35 Anamosa, IA $ 1, 930, 910.98 $ 1, 370, 000.00 Public Works and Engineering recommend award of the project to Portzen Construction, Inc. of Dubuque, Iowa. The project will be funded through Account #S3935 — Prentiss Street Bridge Replacement. 6.g. 2019 Summer Sidewalk Repair Resolution accepting the work for the 2019 Summer Sidewalk Repair Project. Comment: The project has been completed by Quality Construction Services of Eldridge, Iowa, in substantial accordance with the plans and specifications. The Engineer's Report and Performance and Payment bonds are on file with the City Engineer. • Project Estimated Cost: $ 74,000.00 • Project Bid Received: $ 73,735.00 • Project Actual Cost: $ 73,266.84 6.h. Washington Street Streetscape Project — Clinton Street to Linn Street Resolution approving the final contract price for the 2016 Washington Street Streetscape Project — Clinton Street to Linn Street. Comment: The final cost of this project was incorrectly included in the resolution and on the agenda accepting the project on August 6, 2019. This resolution corrects the May 5, 2020 City of Iowa City Page 4 final contract price to $4,284,122.25. 7. Setting Public Hearings 7.a. Amend the FY2020 Operating Budget Resolution setting public hearing on amending the FY2020 Operating Budget. Rezoning - Eastbrook Street and American Legion Road Ordinance conditionally rezoning land near the intersection of Eastbrook Street and American Legion Road from Interim Development Single -Family (ID -RS) to Neighborhood Public (P-1) for approximately 2.14 acres, to Low Density Multi -Family Residential (RM -12) for approximately 10.64 acres, and to Low Density Single -Family Residential (RS -5) for approximately 22.51 acres. Utility Rate Public Hearing Resolution Ordinance Amending Title 3, Entitled "City Finances, Taxation And Fees," Chapter 4, Entitled "Schedule Of Fees, Rates, Charges, Bonds, Fines, And Penalties," Section 3-4-5, Entitled "Solid Waste Disposal. (Second Consideration) Comment: Title 3, Chapter 4 amendments include an increase in residential solid waste collection fees for curbside recycling fees by $.90 per dwelling unit per month, a change in residential solid waste collection fees for all TVs or monitors to $21.50, a change in landfill use fees for all TVs or monitors to $15.00 per item, an increase in landfill contaminated soil rates to $50 per ton, an increase in landfill use fees for solid waste disposal fees by $2.50 per ton, and an increase of landfill use fees for minimum fee in lieu of tonnage fees by $.50 on July 1, 2020. 12. Radon Testing -Delay Effective Date Ordinance amending Title 17, entitled "Building and Housing," Chapter 5, entitled Housing Code," to delay the requirement for radon testing and mitigation in single-family and duplex rental units until July 1, 2021. (Second Consideration) Comment: Due to the City's COVI D19 response, staff recommends delaying the effective date for the radon testing and mitigation requirement by one year. This will help reduce the number of contractors or people who must enter a home at this time. Staff requests expedited action. 13. 2020 Bond Resolution Resolution directing sale of $12,145,000 (subject to adjustment per terms of offering) General Obligation Bond, Series 2020. Comment: Bids will be received at 11:00 am on May 5, 2020 for the sale of $12,145,000 (amount subject to change) General Obligation Bonds, Series 2020. The resolution ratifies and confirms the actions of the Finance Director in determination of the most favorable bid. 14. Approval of the CDBG/HOME budget Resolution adopting Iowa City's FY21 Annual Action Plan which is a sub part of Iowa City's 2021-2025 Consolidated Plan (City Steps 2025). Comment: A resolution is required for the use of federal CDBG and HOME funds for local projects. The Housing and Community Development Commission (HCDC) met on March 12, 2020 to formulate a funding recommendation, within the FY21 Annual Action Plan, for Council consideration. Attached to this resolution is Appendix B that lists the FY21 CDBG and HOME projects and planned activities recommended for funding. 15. FY21 Aid to Agencies Resolution allocating human services Aid to Agencies funding for the Fiscal Year 2020, July 1, 2020 - June 30, 2021. May 5, 2020 City of Iowa City Page 6 Comment: The City Council annually budgets financial aid to human services agencies. The Housing and Community Development Commission (HCDC) reviewed and formulated a funding recommendation for Legacy Agencies at their February 20, 2020 meeting. HCDC reviewed and formulated a funding recommendation for Emerging agencies at their March 12, 2020 meeting. Funding was based on estimated amounts and discussions with Council. 16. CITY STEPS (2016-2020) Amendment #2 and FY20 Annual Action Plan Amendment #1 Resolution approving amendment #2 to Iowa City's 2016-2020 Consolidated Plan (City Steps) and amendment # 1 to Iowa City's FY20 Annual Action Plan. Comment: Amendments are proposed for the FY20 Annual Action Plan and CITY STEPS 2016-2020 to fund activities to aid in the community response to COVI D-19. The City of Iowa City has been allocated an additional $410,422 in CDBG-CV funds for this purpose. A 30 -day public comment period began on April 4, 2020 and ends on May 5, 2020. 17. City Steps 2025 Amendment #1 and Citizen Participation Plan Resolution approving the Citizen Participation Plan and Amendment #1 to Iowa City Consolidated Plan for Fiscal Years 2021-2025 (City Steps 2025). Comment: The amended City Steps 2025 includes three revisions. First, the Citizen Participation Plan has been updated and will be incorporated within the City Steps 2025 plan. Second, project activities have been added to the plan which will allow funds to be used to aid in the community response of COVI D-19. Third, an amendment to the minimum amount for a public facility project has been revised from $30,000 to $25,000 based on staff recommendation. 18.
