(7 Ayes) Mayor Teague noted the correspondence regarding item 8.c, Prairie Restoration, the number of citizens that had registered to speak, and asked City Manager Fruin to provide information. Fruin discussed the history of the natural areas master plan process, prairie restoration/expansion process, and discussions with Parks & Recreation Director Seydell-Johnson regarding citizen concerns/input and the reduction of areas within the plan from 86 to around 50-60 acres. Fruin presented a power point of Willow Creek and Kiwannis Park. The following individuals appeared: Judith Pfohl, Patricia Benson, Madonna White, Bonnie Pryor, Paula Swygard, Scott Riek, Jon Swearingen, Joe Townsend, Pam Nims, and Emily Scott. Staff will finalize the 2020 prairie planting plans based on Council feedback and communicate to the public with a press release. Ordinance conditionally rezoning land near the intersection of Eastbrook Street and American Legion Road from Interim Development Single-Family (ID-RS) to Neighborhood Public (P-1) for approximately 2.14 acres, to Low Density Multi- Family Residential (RM-12) for approximately 10.64 acres, and to Low Density Single-Family Residential (RS-5) for approximately 22.51 acres. Newly appointed Alternate UISG Liaison, Anna Van Heukelom, introduced herself. 20. City Council Information Council members reported on various meetings attended, upcoming meetings, community events, and items of interest. 21. Report on Items from City Staff a. City Manager - City Manager Fruin noted Council had previously modified the summer schedule and due to COVID-19 possible reduced summer travel he wanted to revisit the schedule at the next City Council meeting. Fruin pointed out the late handout for the April 30th Information packet requesting letter of support to apply for a medical cannabidiol dispensary in Iowa City. City Council had previously sent a letter of support and agreed to do so again. Fruin also asked for a Council member representative to serve on the regional 'Better Together' recovery committee. Councilor Mims will serve and Councilors Bergus and Weiner indicated an interest in helping if subcommittees or other opportunities arise with this effort. Assistant City Manager Monroe reminded all of the 2020 Census and how to participate over the phone. COVID-19 Update City Manager Fruin gave a City facilities update and stated the he would be announcing the closure of City facilities to be extended indefinitely. Mayor Teague noted local updates on COVID-19 numbers and suggested submitting a letter to Governor Reynolds on behalf of the community and request a shelter in place order. Individual Council members expressed their views. Action: Staff will prepare a letter from the City Council to Governor Reynolds regarding her COVID-19 response. Continue Development of the 2020-21 Strategic Plan Assistant City Manager Monroe summarized the memo form the April 16 City Council Information Packet (IP3) and walked through each of the previous amendments made at the March 10th planning session. Council members confirmed and discussed additional revisions to the draft and discussed one the remaining two items. City Manager Fruin provided additional information. Action: Staff will modify the draft strategic plan per Council's directions and will place the item on the May 5th work session for continued discussion.
