Electronic Meeting (Pursuant to Iowa Code section 21.8) An electronic meeting was held
because a meeting in person was impossible or impractical due to concerns for the
health and safety of council members, staff and the public presented by COVID-19.

The request is to modify current zoning conditions to reduce the required
landscaped front setback area along Highway 1 from 30 feet to 10 feet, with
landscaping consisting of ornamental trees and a mix of evergreen and
deciduous shrubs and no parking or paving other sidewalks (REZ20-01).

An electronic meeting was held because a meeting in person was impossible or impractical due
to concerns for the health and safety of council members, staff and the public presented by
COVID-19.
COVID-19 Update
City Manager Fruin gave an update on Parks & Recreation services which included: City Park Pools,
Summer Programming, Employee Child Care Camp, Baseball/Softball fields, Farmers Market, and
other City events.
Fruin made statements regarding the long-term financial impact of COVID-19. Finance Director
Bockenstedt presented a power point on the current financial impacts of COVID-19 by fund structure
reviewing revenues and expenses.
Fruin also noted staff was working on two options for recovery framework to present on May 19th for
Council direction. The first being regional and Johnson County based through the 'Better Together'
recovery committee which would have a City Council representative serving with the City Manager.
The second option looking at how the City can help residences, businesses and non -profits.
City Manager Fruin asked for Council direction on the following items:
1. Council feedback on re -opening plans.
2. Sidewalk Cafe fee waiver for 2020
3. July 1, 2020 5% water rate increase — delay for 3 months
Individual Council members expressed their views. City Manager Fruin and Finance Director
Bockenstedt provided additional information.
Action:
Staff will continue to monitor the financial impact of COVID-19 and will pursue strategies to
mitigate revenue losses.
Staff will coordinate on action needed to waive cafe fees for the 2020 season. Rebates shall be
provided to those that have already paid the fee.

• Staff will work on action needed to implement a 3 -month delay in the planned July 1, 2020 5%
water rate increase.
• Staff will present some draft recovery options and seek council feedback on any specific
strategies that they want to staff to pursue at the May 19th work session.
Continue Development of the 2020-21 Strategic Plan
The strategic plan discussion was deferred and will be carried over to the May 19th work session. Staff
will repost the supporting documents in the May 14th Information Packet.
Clarification of Agenda Items
• [8.c] Prairie Restoration... Mayor Teague asked if staff had recommendations or comments
based on the feedback received form the public. City Manager Fruin noted discussions with
Parks & Recreation Director Seydell-Johnson regarding citizen concerns/input and the reduction
of areas within the plan and gave a brief summary of the proposed reductions. Individual
Council members expressed their views.

Motion to approve consent calendar as amended. Moved by P. Taylor, seconded

Mayor Teague noted the correspondence regarding item 8.c, Prairie Restoration, the
number of citizens that had registered to speak, and asked City Manager Fruin to
provide information. Fruin discussed the history of the natural areas master plan
process, prairie restoration/expansion process, and discussions with Parks &
Recreation Director Seydell-Johnson regarding citizen concerns/input and the
reduction of areas within the plan from 86 to around 50-60 acres. Fruin presented a
power point of Willow Creek and Kiwannis Park.

Staff will finalize the 2020 prairie planting plans based on Council feedback and
communicate to the public with a press release. Additional outreach will be
provided to the Willow Creek and Kiwanis park neighborhood.

10.a. Ordinance conditionally rezoning land near the intersection of Eastbrook Street
and American Legion Road from Interim Development Single -Family (ID -RS) to
Neighborhood Public (P-1) for approximately 2.14 acres, to Low Density Multi -
Family Residential (RM -12) for approximately 10.64 acres, and to Low Density
Single -Family Residential (RS -5) for approximately 22.51 acres. (REZ19-13)
A public hearing was held. Development Services Coordinator Sitzman
presented a power point. John Yapp, representing Allen Development, provided
information. Individual Council members expressed their views.

UISG updates. Newly appointed Alternate UISG Liaison, Anna Van Heukelom,
introduced herself.
20. City Council Information
Council members reported on various meetings attended, upcoming meetings,
community events, and items of interest.
21. Report on Items from City Staff
a. City Manager -
City Manager Fruin noted Council had previously modified the summer
schedule and due to COVID-19 possible reduced summer travel he wanted to
revisit the schedule at the next City Council meeting.
Fruin pointed out the late handout for the April 30th Information packet
requesting letter of support to apply for a medical cannabidiol dispensary in
Iowa City. City Council had previously sent a letter of support and agreed to do
so again.

Fruin also asked for a Council member representative to serve on the regional
'Better Together' recovery committee. Councilor Mims will serve and
Councilors Bergus and Weiner indicated an interest in helping if
subcommittees or other opportunities arise with this effort.
Assistant City Manager Monroe reminded all of the 2020 Census and how to
participate over the phone. Staff will email the City Council a comprehensive list of
2020 Census phone numbers in various languages.
