Electronic Meeting (Pursuant to Iowa Code section 21.8) An electronic meeting was held because a meeting in person was impossible or impractical due to concerns for the health and safety of council members, staff and the public presented by COVID-19. COVID-19 Update City Manager Fruin presented a power point reviewing the COVID-19 Economic Response Framework. The presentation covered the following: • Unknown Variables • Two Tier Recovery Focus - Community Based Regional Recovery: - City Recovery Plans • Seven Guiding Principals • City Fiscal Outlook • Budgetary Mitigation Measures - Short term - Long term Better Together Project • Potential Recovery Program Funding Opportunities • Outline of the Relief Framework - Individual & Household Relief - Non -Profit Support - Direct Business Support - Economic Stimulus Individual Council members expressed their views. Action: Staff will develop a proposal for short-term rental assistance dollars that can be distributed through existing non-profit partners. An initial proposal will be presented to Council at the June 2nd meeting. Staff will continue to work on identifying potential sources of funding to support any future efforts. City Council will schedule further discussions on recovery efforts as desired. Council Work Session May 19, 2020 Page 2 Continue Development of the 2020-21 Strategic Plan Assistant City Manager Monroe presented a power point and reviewed language/changes from the April 21 work session. City Manager Fruin and City Attorney Dilkes provided additional information. Individual Council members expressed their views. Action: Staff will incorporate City Council feedback into the draft Strategic Plan and present the updated version for further discussion at the June 2nd work session. (1132, Memo from Neighborhood & Development Services Director: Comparison of the UniverCity and South District Programs) Council member Mims thanked staff for the comparison and encouraged staff to have discussions regarding a partnership with the Affordable Housing Coalition and Habitat for Humanity. Individual Council members expressed their views. Action: Staff will reach out to Habitat for Humanity and the Affordable Homes Coalition to get a copy of their proposal related to the South District Homeownership Program. A formal recommendation will be provided to the City Council after a complete evaluation can be conducted be staff. ➢ May 14 1. (IP5, Memo from City Clerk: Proposed Council Meeting Schedule, May - August 2020) Individual Council members expressed their views. Action: Council meeting schedule has been readjusted and will be back on the regular schedule this summer. June meetings will be the 2nd and 16th. July meetings will be the 7th and 21st.
